Pursuant to Decree No. 95/CP dated December 4, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;
Pursuant to Circular No. 681/CP-VX dated May 23, 2003 of the Prime Minister on preventing pufferfish poisoning incidents;
After thorough consultation and agreement with relevant agencies.

Article 1. Strictly prohibit all forms of circulation, processing, and trading of pufferfish and pufferfish products on the market.
Organizations and individuals violating this prohibition shall be subject to administrative penalties for engaging in prohibited trade (or transportation) according to current government regulations on administrative penalties in the field of commerce, or may be held criminally responsible. All contraband must be confiscated and destroyed in accordance with the provisions.
Article 2. This Decision takes effect from June 20, 2003.
Article 3. The Heads of the Office, Heads of Departments, Bureaus, Institutes under the Ministry, Directors of Provincial Commerce Departments, Chiefs of Market Management Branches in provinces and centrally-administered cities, and related organizations and individuals are responsible for implementing this Decision.
