Pursuant to Decree No. 189/2007/ND-CP dated December 27, 2007, issued by the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing a number of provisions of the Law on Product Quality;
Pursuant to Circular No. 32/2009/TT-BCT dated November 5, 2009 of the Ministry of Industry and Trade temporarily regulating permissible limits for formaldehyde content and aromatic amines that can be released from azo dyes under reduction conditions on textile products;
Considering the application file number 584/KT1-TTr dated December 17, 2009 of the Technical Standard Metrology Quality Control Center 1, General Department of Standardization, Measurement, and Quality Control;
Pursuant to the proposal of the Director of the Science and Technology Department,
DECISION:
Article 1. Approves the Technical Standard Metrology Quality Control Center 1, General Department of Standardization, Measurement, and Quality Control to be permitted to conduct testing for the determination of formaldehyde content and aromatic amines that can be released from azo dyes under reduction conditions on textile products.
Article 2. The Technical Standard Metrology Quality Control Center 1, General Department of Standardization, Measurement, and Quality Control shall fulfill all state regulations in the field of conformity assessment as designated.
Article 3. The Director of the Ministry's Office, the Head of the Science and Technology Department, the Director of the Market Management Agency, the Director of the Technical Standard Metrology Quality Control Center 3, the Heads of related agencies and organizations are responsible for implementing this Decision.
