Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposals of the Ministry of Labor, Invalids, and Social Affairs (document No. 39/BC-BLDTBXH dated May 7, 2008 and document No. 1700/BLDTBXH-BTXH dated May 21, 2007), the Ministry of Finance (document No. 5966/BTC-NSNN dated May 23, 2008), the People's Committee of Nghe An Province (document No. 2613/UBND-TM dated May 5, 2008), the People's Committee of Bac Kan Province (document No. 902/UBND-VX dated May 12, 2008),

Clause 4 of Article 6The Ministry of Finance shall release without charge 8,650 tons (eight thousand six hundred fifty tons) of rice from the national reserve under its management to support the following provinces: Bac Kan: 650 tons, Hoa Binh: 1,000 tons, Nghe An: 7,000 tons.
The People's Committees of Bac Kan, Hoa Binh, and Nghe An Provinces shall accept the aforementioned amount of rice and provide timely assistance to the appropriate recipients.
Article 2.This Decision takes effect from the date of issuance.
Article 3. The Ministers of Finance, Planning and Investment, Agriculture and Rural Development, Labor, Invalids, and Social Affairs, and the Chairpersons of the People's Committees of Bac Kan, Hoa Binh, and Nghe An Provinces are responsible for implementing this Decision./.
