Regarding the establishment of the Steering Committee for drafting the Project on Comprehensive Reform of Statistical Indicator Systems

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on the Statistics Law dated June 17, 2003;

Based on the Prime Minister's document number 548/TTg-KTTH dated April 10, 2009, concerning the drafting of the Project on Comprehensive Reform of Statistical Indicator Systems;

The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.

DECISION:

Article 1. Establish the Steering Committee for drafting the Project on Comprehensive Reform of Statistical Indicator Systems (hereinafter referred to as the Steering Committee) with the following tasks:

To develop a statistical indicator system that fully, promptly, and accurately meets the requirements for information provision, analysis, and evaluation of economic and social conditions, serving the government's and Prime Minister's guidance and management work, as well as the construction of strategic plans, planning, and socio-economic development programs by state management agencies (both central and local levels), ensuring alignment with international practices and Vietnam's development needs.

Article 2. The Steering Committee for drafting the Project on Comprehensive Reform of Statistical Indicator Systems consists of:

1. The Minister of Planning and Investment, Chairperson.

2. The Deputy Minister of Planning and Investment concurrently serving as the General Director of the General Statistics Office, Vice-Chairperson in charge.

3. Leaders of the General Statistics Office, Member.

4. Representatives from leaders of the Ministries and sectors: Natural Resources and Environment, Civil Affairs, National Defense, Public Security, Justice, Labor, Invalids and Social Affairs, Finance, Agriculture and Rural Development, Industry and Trade, Transport, Information and Communications, Culture, Sports and Tourism, Science and Technology, Education and Training, Health, State Bank of Vietnam, Government Office, Committee for Ethnic Minorities, Vietnam Social Security, Vietnam Television, Voice of Vietnam, Central Organization Commission, commercial banks, Supreme People's Procuratorate, Supreme People's Court, Member.

5. Representatives from leaders of the Steering Committees for Northwest, Central Highlands, and Southwest regions, Member.

6. Representatives from leaders of the People's Committees of Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho cities and the People's Committees of Quang Nam, Thua Thien Hue, An Giang provinces, Member.

The Secretariat of the Steering Committee includes an inter-ministerial Editorial Team established by the Chairperson.

Article 3. Working Regulations

1. Members of the Steering Committee shall work on a part-time basis, be individually responsible for the assigned areas of work, and comply with the provisions of Decision No. 34/2007/QD-TTg dated March 12, 2007, issued by the Prime Minister regarding the establishment, organization, and operation of inter-ministerial coordination bodies and the working regulations of the Steering Committee decided by the Chairperson.

2. The Chairperson of the Steering Committee shall use the seal of the Ministry of Planning and Investment.

3. The office of the Steering Committee and the Inter-Ministerial Editorial Team shall be located at the Ministry of Planning and Investment (General Statistics Office), No. 2 Hoang Van Thu Street, Hanoi. Equipment for the activities of the Steering Committee and the Inter-Ministerial Editorial Team shall be provided according to current regulations.

4. Members of the Steering Committee and the Inter-Ministerial Editorial Team shall receive allowances for part-time work according to the current regulations.

5. The operating budget of the Steering Committee shall be funded by the state budget and allocated within the regular operating budget of the General Statistics Office, Ministry of Planning and Investment.

Article 4. This Decision shall take effect from the date of signing.

The Chairperson of the Steering Committee for drafting the Project on Comprehensive Reform of Statistical Indicator Systems, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees directly under the Central Government, organizations, and individuals mentioned in Article 2 are responsible for implementing this Decision./.
