Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Circular No. 2161/VPCP-TCCB dated April 4, 2008 of the Government Office announcing the Prime Minister's opinion on the establishment of the Institute of Agricultural Environment under the Vietnam Academy of Agricultural Sciences;
Considering the proposal of the Director of the Vietnam Academy of Agricultural Sciences at Report No. 436/TTr-KHNN-TCHC dated May 9, 2008;
At the proposal of the Director of the Cadre and Civil Servant Department,
DECISION:
Article 1. Position and Function
The Institute of Agricultural Environment (hereinafter referred to as the Institute) is a public scientific research organization under the Vietnam Academy of Agricultural Sciences, with the function of conducting basic research with orientation, applied research, technology transfer, and consulting services in the field of agricultural environment, rural areas to serve sustainable agricultural development.
International name in English:
Institute for Agricultural Environment, abbreviated as IAE.
The Institute is a research organization providing public service in the fields of agricultural, forestry, water resources, fisheries, and rural environments; it is funded by the State; operates under the mechanism of self-management and self-responsibility of public scientific and technological organizations; it is allowed to use its seal and open a separate account at the Treasury according to the regulations of the State.
The main office of the Institute is located at Phu Do, Me Tri, Tu Liem, Hanoi City (the former location of the Agricultural Biological Environment Center).
Article 2. Tasks of the Institute
1. To develop programs, projects, and plans for scientific research and technology transfer in the field of agricultural environment, forestry, water resources, fisheries, and rural areas to serve sustainable development goals, submit them to competent authorities for approval and implement them after approval.
2. To conduct scientific research and propose solutions to address issues in the following areas:
a) Soil environment: agricultural and forest land, aquaculture land, wetland, soil monitoring and analysis;
b) Environmental degradation and pollution, desertification, salinization, acidification;
c) Impact of climate change on agricultural environment and biodiversity in agriculture;
d) Environmental impact assessment; influence and impact of genetically modified organisms and alien species;
đ) Pollution caused by livestock farming, crop cultivation, aquaculture, traditional craft villages, and other production activities;
e) Environmental toxicology and environmental biology, safe food production, technical barriers to trade in agricultural products;
g) Technology for pollution treatment and reuse of agricultural waste and residues;
h) Construction of databases and modeling, forecasting agricultural environment.
3. To study and propose policies in the field of agricultural and rural environment.
4. To provide scientific and technological consulting and services in the field of agricultural and rural environment.
5. To cooperate in scientific research, international cooperation; participate in training and human resource development in the field of agricultural and rural environment.
Article 3. Organizational Structure
1. Leadership of the Institute:
The leadership of the Institute includes the Director and Deputy Directors.
a) The Director is appointed by the Minister of Agriculture and Rural Development and is responsible to the Director of the Vietnam Academy of Agricultural Sciences for all activities of the Institute under the law.
b) Deputy Directors are appointed by the Director of the Vietnam Academy of Agricultural Sciences and are responsible under the law and to the Director for the assigned areas.
2. Advisory organizations assisting the Director:
There will be from one to three departments: Department of Science and International Cooperation, Department of Organization and Administration, and Department of Finance and Accounting. The Director of the Vietnam Academy of Agricultural Sciences shall specify the names and number of departments based on specific conditions.
3. Research organizations:
a) Department of Environmental Chemistry;
b) Department of Environmental Biology;
c) Department of Safety and Biodiversity;
d) Department of Rural Environment;
đ) Department of Modeling and Environmental Databases;
e) Central Laboratory for Environmental Testing.
4. Environmental monitoring and analysis stations in agriculture (based on existing soil monitoring and analysis stations):
a) Northern Agricultural Environmental Monitoring and Analysis Station;
b) Southern Agricultural Environmental Monitoring and Analysis Station;
c) Western Highlands and Central Vietnam Agricultural Environmental Monitoring and Analysis Station.
Departments have department heads and deputy department heads; departments have department chiefs and deputy chiefs; stations have station chiefs and deputy station chiefs.
Article 4. The Director of the Vietnam Academy of Agricultural Sciences is authorized to approve the Charter of Organization and Operation of the Institute; the Director of the Institute of Agricultural Environment shall define the tasks, organizational structure, operational regulations, and staffing for subordinate organizations according to current regulations.
Article 5. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 6. The Head of the Ministry’s Office, the Director of the Personnel Department, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Sciences, and the Director of the Institute of Agricultural Environment are responsible for implementing this Decision./.
