Decision No. 67/2010/QD-TTg amends and supplements certain articles of Decision No. 167/2008/QD-TTg on policies to support poor households with housing. This policy applies to households meeting the three conditions specified in Clause 1, Article 2 and residing in areas that are not urban districts or villages directly under wards, towns, or communes directly under district cities or provincial cities. At the same time, it supplements management costs up to a maximum of 0.5% of the total funding supported from the state budget and loans from the Social Policy Bank.

REGARDING AMENDMENTS AND SUPPLEMENTS TO CERTAIN PROVISIONS OF DECISION 167/2008/QĐ-TTg DATED DECEMBER 12, 2008
OF THE GOVERNMENT ON POLICIES TO SUPPORT POOR HOUSEHOLDS IN HOUSING

Pursuant to the Law on Organization of the Government dated December 25, 2001;
CONSIDERING THE PROPOSAL OF THE MINISTRY OF CONSTRUCTION AT REPORT NO. 46/TTr-BXD DATED JULY 15, 2010,
DECISION:
Article 1. AMEND AND SUPPLEMENT CLAUSE 3 OF ARTICLE 2 AS FOLLOWS:
"3. SCOPE OF APPLICATION: The policy to support poor households in housing shall apply to households meeting all three conditions stipulated in Clause 1 of Article 2 of Decision 167/2008/QĐ-TTg, residing in areas that are not urban areas throughout the country or residing in villages, hamlets, villages, communes, wards, villages, or villages (collectively referred to as village, commune) directly under wards, towns, or communes directly under districts or cities under provinces but living mainly on agriculture, forestry, or fishing."
Article 2. ADD CLAUSE 3 OF ARTICLE 5 AS FOLLOWS:
"3. MANAGEMENT COSTS: Localities shall allocate management funds from their local budget for the implementation of the policy to support poor households in housing, with a maximum amount not exceeding 0.5% of the total state budget support funds and Vietnam Bank for Social Policies loans allocated for implementing the policy as prescribed.
The Ministry of Finance shall provide detailed guidance for localities to implement."
Article 3. THIS DECISION SHALL TAKE EFFECT FROM DECEMBER 25, 2010.
THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
