Regarding the establishment of the Working Group to review legal regulatory documents in export, import, and customs fields

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 08/1998/NQ-CP dated July 16, 1998 of the Government;

Considering the proposal of the Minister, Head of the Government Office,

DECISION:

Article 1. Establish the Prime Minister's Working Group to undertake the task of reviewing legal regulatory documents in the fields of export, import, and customs, including:

1. The Director-General of the General Department of Customs, Head of the Working Group,

2. Deputy Director of the Government Office, Deputy Head in charge,

3. Deputy Minister of Justice, Deputy Head,

4. Deputy Minister of Finance, member,

5. Deputy Minister of Planning and Investment, member,

6. Deputy Minister of Trade, member,

7. Deputy Minister of Culture and Information, member,

8. Deputy Minister of Agriculture and Rural Development, member,

9. Deputy Minister of Science, Technology and Environment, member,

10. Deputy Minister of Health, member,

11. Deputy Minister of Industry, member,

12. Deputy Minister of Fisheries, member,

13. Deputy Minister of Defense, member,

14. Deputy Governor of the State Bank, member,

15. Deputy Director-General of the Posts and Telecommunications General Department, member.

Each Ministry and agency mentioned above shall establish a specialized team to assist the Deputy Minister or Deputy Head of the agency in reviewing legal regulatory documents issued by their own Minister or Head of the agency or submitted to the Prime Minister and competent state agencies for issuance, and at the same time appoint a representative to participate in the secretariat assisting the Prime Minister's Working Group.

Article 2. The Prime Minister's Working Group has the task of promptly organizing the review of legal regulatory documents already issued related to the fields of export, import, and customs, with the aim of identifying and recommending measures to address provisions that violate laws, ordinances, exceed authority, have expired, are contradictory, overlapping, or no longer suitable for the new situation, causing difficulties for export and import activities, hindering the clearance of goods at border gates and customs supervision points, and causing inconvenience and harassment to the people, foreigners, and enterprises of various economic sectors.

For issues identified and agreed upon, the Working Group has the right to recommend solutions to relevant Ministries and agencies during the review process; for issues with differing opinions or exceeding the authority of the Minister, the Working Group shall recommend the Prime Minister to consider and decide.

Article 3. The Working Group must complete its assigned tasks in the third quarter of 1998.

The Head of the Working Group shall specify the program, plan, and working regulations of the Working Group.

Article 4. This Decision takes effect from the date of signature.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of government agencies, and those specified in Article 1 above are responsible for implementing this Decision.
