Article 1. Approve the National Program on Technological Innovation until 2020 (hereinafter referred to as the Program) with the main contents as follows:
I. OBJECTIVES OF THE PROGRAM
1. Objectives by 2015
a) The number of enterprises implementing technological innovation increases by an average of 10% per year.
b) 100% of enterprises producing key products, important products, and national products master advanced technology for product production.
c) 30,000 engineers, technicians, and managers of small and medium-sized enterprises are trained in technology management, technology governance, and updating new technologies.
d) Establish at least one model of sustainable agricultural production applying advanced technology in each ecological region.
2. Objectives by 2020
a) The number of enterprises implementing technological innovation increases by an average of 15% per year, including 5% of enterprises applying high-tech.
b) 100% of enterprises producing key products, important products, and national products master and create advanced technology for product production.
c) 80,000 engineers, technicians, and managers of small and medium-sized enterprises are trained in technology management, technology governance, and updating new technologies.
d) Form research groups applying and developing technology suitable for each area, several models of sustainable agricultural production applying advanced technology in provinces within each ecological region.
II. CONTENTS OF THE PROGRAM
1. Building and implementing a roadmap to enhance national technological capacity
a) Develop a national technology map and a roadmap for technological innovation in fields producing key products, important products, and national products.
b) Support enterprises in building and implementing a roadmap for technological innovation; focusing on supporting enterprises in enforcing intellectual property laws, developing science and technology markets to increase the value of purchased and sold technology.
c) Organize training in technology management, technology governance, and updating new technologies for engineers and technicians. Provide continuing education and update knowledge on technological innovation for enterprise managers.
d) Identify and seek organizations, individuals, and research groups with capabilities and outstanding research results at universities, colleges, and research institutes to support commercialization of scientific and technological research outcomes and establish scientific and technological enterprises.
đ) Build incubation bases for technology and scientific and technological enterprises in scientific and technological organizations. Support projects implementing technology incubation and scientific and technological enterprise incubation.
e) Encourage the development and diversification of scientific and technological service organizations regarding technology appraisal and intellectual property to support enterprises.
2. Research, master, and apply advanced technology in the production of key products, important products, and national products
a) Examine and support enterprises producing key products, important products, and national products in researching, mastering, and applying advanced technology to improve product performance and quality, and innovate production processes, including costs for technology transfer, purchasing designs, purchasing software, hiring foreign experts, training human resources, and investing in laboratory construction.
b) Support enterprises in utilizing industrial property databases to apply them in production and business.
c) Organize, coordinate, and support enterprises in cooperating with organizations and individuals engaged in science and technology activities to resolve issues, master imported technology. Support enterprises in using funds for research, design, and manufacturing of new products in national key laboratories.
d) Encourage and support interest rates for loans to invest in some design, simulation, prototyping, testing, and precision machining facilities.
3. Supporting small and medium-sized enterprises in technological innovation
a) Support enterprises in applying information technology, building enterprise resource management systems, and promoting products.
b) Build a database on new technologies, advanced technologies, and technology experts to facilitate small and medium-sized enterprises in exploiting and using these technologies for technological innovation.
c) Support enterprises in researching, trial-producing, applying advanced technology, training, hiring design experts, producing new products, and changing production processes.
d) Support the formation of incubation bases for scientific and technological enterprises researching, applying, and producing new products.
4. Strengthening resources for technological innovation in rural, mountainous areas, and regions with difficult socio-economic conditions
a) Invest to strengthen potential and enhance the capacity for popularizing and transferring technology of the network of Science and Technology Application Centers in localities.
b) Support the application of advanced technology in post-harvest and agricultural product processing technologies; improving crop and livestock varieties with high yield, quality, and competitiveness against imported varieties; closely combining seed production technology, cultivation techniques, and large-scale disease control.
c) Conduct surveys and studies on models of applying scientific and technical progress according to the characteristics of each region to develop plans and form a network of technological innovation models for each ecological region.
d) Support technological innovation to maintain and develop the strengths of traditional industries and craft villages.
III. IMPLEMENTATION SOLUTIONS FOR THE PROGRAM
1. Creating a favorable legal environment to promote technological innovation activities
a) Develop a system of standards to evaluate the implementation of technological innovation and the competitive capacity of enterprises.
b) Supplement and improve mechanisms and policies to promote technological innovation activities in enterprises and the formation of science and technology enterprises within scientific and technological organizations.
c) Strengthen the enforcement of intellectual property laws to encourage creative activities and technology transfer, particularly advanced and new technologies.
d) Effectively and synchronously implement mechanisms and policies encouraging enterprises, especially small and medium-sized enterprises, to carry out technological innovation activities.
2. Coordinate and synchronously implement programs, projects related to technological innovation. Review and integrate the contents of the Program with development and application programs for biotechnology in the processing industry; make Vietnam an early strong country in information technology and telecommunications; productivity improvement programs and product quality of developing enterprises' intellectual property; support the application and transfer of scientific and technological progress serving rural and mountainous economic and social development; high-tech development; scientific and technological market development; national product development; pharmaceutical industrialization; key state economic programs related to technological innovation.
3. Enhance financial resources to implement the Program.
a) Establish and operate the National Technological Innovation Fund to concentrate investment in supporting enterprises, especially small and medium-sized enterprises, in seeking, perfecting, innovating, and transferring technology.
b) Ensure funding from the state budget for the National Technological Innovation Fund to implement the Program's contents.
c) Diversify sources of investment capital for technological innovation activities. Encourage enterprises to establish Science and Technology Development Funds to invest in technological innovation. Increase attraction of foreign investment for technological innovation activities.
d) Utilize effectively development investment funds, public expenditure, ODA and aid funds to support Technology Application Centers at local levels and implement the Program's contents.
4. Promote international cooperation, encourage technological creativity.
a) Encourage, expand, and diversify forms of international cooperation, mobilize overseas science and technology networks, focusing on key countries and regions to serve the Program's contents.
b) Create favorable conditions for Vietnamese enterprises to cooperate with scientific and technological organizations, individuals, and foreign enterprises in developing technology, participating in exhibitions, technology fairs, and equipment expos abroad.
c) Reward and honor enterprises, organizations, and individuals with outstanding achievements in creative and technological innovation activities that bring about economic and social benefits.
IV. IMPLEMENTATION OF THE PROGRAM
1. Steering Committee of the Program
a) The Steering Committee of the Program includes representatives from the leaders of Ministries and agencies: Science and Technology, Planning and Investment, Finance, Education and Training, Industry and Trade, Agriculture and Rural Development, Information and Communications, Health, Construction, Transport, Government Office, State Bank of Vietnam, Vietnam Chamber of Commerce and Industry, Vietnam Academy of Science and Technology.
b) The Steering Committee of the Program is chaired by a Deputy Prime Minister, and the Vice Chairman is the Minister of Science and Technology.
2. Responsibilities of Ministries, agencies equivalent to ministries, government agencies, and provincial people's committees under central administration
a) Ministry of Science and Technology The Ministry of Science and Technology is the permanent agency of the Steering Committee of the Program, assisting the Chairman of the Steering Committee in implementing the following contents:
- Submitting to the Prime Minister for approval the list and operational regulations of the Steering Committee of the Program;
- Participating in discussions with Ministries, agencies equivalent to ministries, government agencies, and provincial people's committees under central administration in the construction and implementation of projects under the Program's content.
- Taking the lead, coordinating with Ministries, agencies equivalent to ministries, government agencies, and provincial people's committees under central administration in building and implementing projects under the Program's content;
- Directing, inspecting, and annually compiling and reporting the situation to the Prime Minister; summarizing, concluding, and evaluating the results and effectiveness of the Program's implementation;
- Based on the socio-economic development situation and the national technological innovation situation, submitting to the Prime Minister the contents that need to be updated and adjusted to the Program for suitability.
b) Ministry of Planning and Investment, Ministry of Finance
- The Ministry of Planning and Investment and the Ministry of Finance balance and allocate funds from the state budget, especially for the National Technological Innovation Fund, to implement the Program;
- The Ministry of Finance takes the lead, coordinating with the Ministry of Science and Technology and relevant ministries and sectors in formulating financial mechanisms, guiding the management and use of Program funds.
c) Ministries, agencies equivalent to ministries, government agencies, and provincial people's committees under central administration
- Taking the lead, coordinating with the Ministry of Science and Technology in building and implementing projects under the Program's content;
- Annually summarizing and evaluating the results and effectiveness of assigned projects, reporting to the Steering Committee.
Article 2. Funding for the Program's Implementation
Funding for the Program's implementation is guaranteed from the following sources;
- The National Technological Innovation Fund;
- State budget funds;
- Enterprise investment funds for technological innovation, enterprise science and technology development funds, and other legally raised funds.
Article 3. Effectiveness
This Decision takes effect from the date of issuance.
Article 4. Responsibility for Implementation
Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
