THE MINISTER OF INDUSTRY

Pursuant to the Government Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;

Pursuant to Decree No. 50/CP dated August 28, 1996 of the Government on the establishment, restructuring, dissolution, and bankruptcy of state-owned enterprises;

Pursuant to Decision No. 68/1998/QĐ-TTg dated March 27, 1998 of the Prime Minister on the pilot establishment of state-owned enterprises within training institutions and research facilities;

In accordance with the agreement of the Ministry of Planning and Investment in Circular No. 7060/BKH-DN dated November 14, 2000 and the Ministry of Labor, Invalids and Social Affairs in Circular No. 3330/LĐTBXH-QLLĐNN dated October 6, 2000;

Considering the proposal of the Rector of Hanoi Industrial College in Circular No. 415/CV-TCHC dated May 24, 2000;

At the proposal of the Director of the Personnel and Organization Department,

DECISION:

Article 1. Establish a Labor Export and International Training Cooperation Company under Hanoi Industrial College;

The international trade name in English: TRAINING COOPERATION AND LABOUR EXPORT COMPANY, abbreviated as-------------------;

Head office: Minh Khai Commune, Tu Liem District, Hanoi City;

The company may have branches or representative offices both domestically and abroad;

The Labor Export and International Training Cooperation Company is a state-owned enterprise with independent economic accounting, having legal personality, its own seal, and bank accounts at the State Bank.

Article 2. Business activities of the Company:

- Selecting and organizing training and upgrading for cadres and workers according to contracts with domestic and foreign agencies and enterprises to work abroad;

- Organizing labor export and sending experts to work abroad for a limited period;

- Providing advisory services for job placement and recruitment for students and certain other services as prescribed by law;

The charter capital of the Company: 3,467,144,000 Vietnamese dong.

Article 3. Organizational structure of the Company.

- Leadership:

+ General Director;

+ Deputy General Directors.

- Specialized departments;

- Practical Workshop.

The General Director of the Company is responsible for drafting the Charter on organization and operation of the Company for the Rector of Hanoi Industrial College to review and submit to the Minister of Industry for approval;

The Rector of Hanoi Industrial College is responsible for managing the Labor Export and International Training Cooperation Company, directing the Company's activities in accordance with assigned functions and tasks, and complying with state policies, regulations, and laws;

Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

The Director of the Office of the Ministry, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, the Rector of Hanoi Industrial College, and the General Director of the Labor Export and International Training Cooperation Company are responsible for implementing this Decision.
