Pursuant to Resolution No. 06/2002/NQ-CP dated April 26, 2002 of the Government.

DECISION:

Article 1. The Action Program of the Government to implement Resolution of the Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term is hereby promulgated together with this Decision.

Article 2.This Decision takes effect from the date of signature.

Article 3.||| Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.

ACTION PROGRAM

Implementing Resolution of the Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term on accelerating industrialization and modernization of agriculture and rural areas during the period of 2001-2010

(Annexed to Decision No. 68/2002/QĐ-TTg dated June 4, 2002 of the Prime Minister)

The Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term issued Resolution No. 15-NQ/TW dated March 18, 2002 on accelerating industrialization and modernization of agriculture and rural areas during the period of 2001-2010. To implement the Resolution of the Central Committee, the Government has developed an Action Program with the main contents as follows:

Chapter I. OBJECTIVES AND REQUIREMENTS OF THE PROGRAM. The objective of the Action Program (the Program) is to organize the successful implementation of the Resolution of the Central Committee: Accelerating industrialization and modernization of agriculture and rural areas to "build a large-scale agricultural production system that is commercial, effective, and sustainable; with high productivity, quality, and competitiveness based on the application of advanced scientific and technological achievements, meeting domestic needs and export requirements; building rural areas that become increasingly prosperous, democratic, equitable, civilized, with a reasonable economic structure, appropriate production relations, and a socio-economic infrastructure that develops increasingly modern" (Resolution No. 15-NQ/TW on accelerating industrialization and modernization of agriculture and rural areas).
The requirement of the Program is to thoroughly grasp the viewpoints, objectives, and contents of the Resolution and concretize them into legal regulations, economic and social programs, specialized projects, and effectively organize their implementation.
Ministries, sectors, and localities must promptly study and disseminate the Resolution, develop their own action programs, and direct their implementation according to Directive No. 11-CT/TW dated April 8, 2002 of the Central Committee.

Chapter II. MAIN CONTENTS OF THE PROGRAM

1. Organizing the dissemination of the Resolution - Organizing extensive dissemination among all sectors, levels of government, and the people, from the central level to the grassroots level, to correctly understand the necessity and content of the process of industrialization and modernization of agriculture and rural areas in the construction of socialism in our country. Conducting democratic discussions to clarify and concretize major policies on developing productive forces, restructuring the agricultural economy and rural areas; establishing appropriate production relations; developing infrastructure and rural urbanization; building cultural-social life and human resource development under the conditions of each sector and locality. - Propaganda and mobilization of all strata of the population, especially farmers and economic entities, to actively participate in the implementation of industrialization and modernization of agriculture and rural areas, proactively and effectively. Launching nationwide movements to promote labor for the cause of industrialization and modernization of agriculture and rural areas.

2. Reviewing, adjusting planning, building, and implementing economic and social programs, specialized projects

a) Based on studying the advantages of each region and existing planning, each industry and locality should review and adjust their planning. Industries and localities without planning or with planning not yet approved need to focus on developing planning proposals for approval by competent authorities. Planning proposals must be based on forecasts of economic development, closely linked to national defense and security, disaster prevention and mitigation, environmental protection, and preservation of ethnic cultural identity. Emphasis should be placed on the following planning: - Planning for concentrated production areas of major agricultural, forestry, and aquatic products; - Planning for socio-economic infrastructure development; - Planning for the development of market towns, townships, and rural residential areas.

b) Based on the Resolution of the Central Committee, ministries and sectors must urgently complete the development of specialized industrialization and modernization projects for submission.

3. Promoting the application and transfer of science and technology - Building and implementing programs and projects for research and transfer of science and technology to agriculture, forestry, and aquaculture, focusing on biotechnology programs such as: crop and livestock breeding programs; post-harvest technology programs, particularly preservation and processing of agricultural, forestry, and aquatic products. Selecting and importing new varieties and advanced technologies from abroad to quickly apply in production, encouraging and supporting all economic sectors to participate actively. Striving to catch up with countries in the region in terms of technology in agriculture, forestry, and aquaculture by 2010. - Establishing modern research centers with strong capabilities. Increasing investment in research capacity for these centers to achieve breakthroughs in technology. Strengthening and innovating the extension service system, especially at the grassroots level. - Reforming the management mechanisms for science and extension services, especially financial and personnel management mechanisms, to enhance the connection between research institutions and the extension service system as well as improve the effectiveness of research and technology transfer. - Reorganizing the system of Research Institutes, Universities, and Colleges at the central and local levels. Studying the establishment of Agricultural and Forestry Academies to effectively serve research and technology transfer and vocational training for rural workers.

4. AMENDMENTS AND SUPPLEMENTS TO MECHANISMS AND POLICIES - Regarding land: Adjust mechanisms and policies to create conditions for farmers to fully exercise their rights and obligations regarding land such as encouraging farmers to consolidate land plots and exchange fields; allowing farmers to use the value of land use rights to contribute capital, joint ventures, and production linkages. Conduct a review of land policy as a basis for supplementing and amending the Land Law. - Regarding investment: Mobilize various sources of capital to appropriately invest in the process of restructuring agricultural and rural economies. Prioritize state resources to implement key tasks, primarily: building rural infrastructure, especially irrigation, transportation, and power systems; developing research and technology transfer, rural markets; encouraging economic sectors to invest in agriculture. - Regarding credit: Establish operational mechanisms to allow commercial banks to operate in rural areas with agreed interest rates, aiming to tap into resources, increase lending capacity, and meet the requirements for agricultural development. - Regarding tax: Submit to the Standing Committee of the National Assembly for amendments to the law on agricultural land use tax, implement the law on agricultural land use tax. Study and amend income tax to encourage businesses directly serving agriculture and rural areas, submit to the National Assembly for approval. - Regarding labor and employment: Develop policies to promote human resource training and encourage officials to serve agriculture, rural and mountainous areas. - Regarding cadre policies: Develop policies and train cadres with sufficient quality and capability to meet the tasks of industrialization and modernization of agriculture and rural areas. - Regarding trade and integration: Implement policies to encourage economic sectors to participate in agricultural product trading, enhancing the competitiveness of agricultural, forestry, and aquatic products; reasonably support certain industries within the agricultural production sector that are still struggling but have potential.

Article 3. Ministers, Heads of Ministries, Heads of agencies equivalent to ministries, Heads of government agencies, Chairmen of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Decision.

PROGRAM OF ACTION Implementation of the Resolution of the Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term, on accelerating industrialization and modernization of agriculture and rural areas during the period 2001-2010 (Annexed to Decision No. 68/2002/QĐ-TTg dated June 4, 2002)

Chapter III. ORGANIZATION AND GUIDANCE IN IMPLEMENTATION In accordance with the spirit of the Resolution of the Fifth Plenary Session of the Central Committee of the Communist Party of Vietnam, Ninth Term, the Government will focus on guiding the overall planning, distribution of productive forces, establishment of policies, management of national programs; assigning Deputy Prime Ministers to direct and manage ministries, sectors, and localities in implementing the Central Resolution on accelerating industrialization and modernization of agriculture and rural areas.
Ministries and sectors in charge will review sectoral plans, develop and implement specialized programs, projects, organize research, propose reforms to policies within their management scope; each Ministry assigns a Vice Minister to oversee this work. The Ministry of Agriculture and Rural Development is the permanent agency, responsible for advising the Government to monitor, compile, and periodically report to the Government on the implementation of the Central Resolution on accelerating industrialization and modernization of agriculture and rural areas.
Provinces are the basic areas for directing the implementation of policies, programs, and projects on industrialization and modernization of agriculture and rural areas. Provincial People's Committees, centrally governed city People's Committees will take the lead, assign Deputy Chairmen to direct specialized agencies, planning and construction units, and organize the implementation of local programs and projects.
- State-owned enterprises 90 and 91 will develop specific action programs as the core in implementing policies on industrialization and modernization of agriculture and rural areas in related fields.
- Organize guidance in building model projects on industrialization and modernization at provincial, municipal, district, and commune levels, focusing on piloting mechanisms and policies. Provinces will proactively build model districts and communes in their areas, with coordination from ministries and sectors.
- Ministries and localities will organize mid-term reviews and final summaries of their sectoral and local programs, projects, and proposals linking agricultural production with industrial and service development, economic structure transformation, rational labor allocation, and the successful implementation of the process of industrialization and modernization of agriculture and rural areas.
