Joint Circular No. 68/2005/TTLT-BQP-BCA stipulates the model seal, engraving seal, and management and usage of the seal of the Civil Defense Team. This document applies to Civil Defense Teams under Provincial Teams and City Teams directly subordinate to Military Regions.

JOINT CIRCULAR
Guidelines for stamp samples, engraving stamps, managing and
using the stamp of the People's Militia Team
Pursuant to Decree No. 58/2001/NĐ-CP dated August 24, 2001 of the Government on management and use of seals;
Pursuant to Clause 2, Article 11 of Decree No. 184/2004/NĐ-CP dated November 2, 2004 of the Government detailing the implementation of the Law on Militia and Self-defense Forces (hereinafter referred to as Decree No. 184/2004/NĐ-CP);
The Ministry of National Defense and the Ministry of Public Security jointly issue this Circular guiding stamp samples, engraving stamps, managing and using the stamp of the People's Militia Team as follows:
I. PRINCIPLES
1. People's Militia Teams at commune level, district level, and city level under the district (hereinafter collectively referred to as People's Militia Teams) established by the Provincial Militia Command or City Militia Command under the Military Region (hereinafter collectively referred to as Provincial Militia Command) shall be permitted to use one stamp.
2. After completion, the stamp must be registered with the police agency that issued the permit for stamp engraving. The stamp may only be used after receiving a Certificate of Registration of Stamp Sample from the police agency.
3. Prior to use, the stamp of the People's Militia Team must be notified in writing to relevant agencies.
II. STAMP SAMPLE OF THE PEOPLE'S MILITIA TEAM
1. The stamp of the People's Militia Team has a circular shape with a diameter of 32 mm, formed by three concentric circles, arranged from outside to inside as follows: The outer circle has a thickness of 0.5 mm; the second circle has a thickness of 0.3 mm, spaced 0.1 mm from the first circle; the third circle has a thickness of 0.3 mm; the distance between the second and third circles is 4 mm.
2. The upper ring engraves: Provincial Militia Command or City Militia Command under the Military Region (hereinafter collectively referred to as Provincial Militia Command), with five-pointed stars at both ends of the line of text, the same size as the font.
2.1. The lower ring engraves: District Militia Command, urban district Militia Command, city Militia Command, town Militia Command under the province (hereinafter collectively referred to as District Militia Command).
2.2. In the center of the stamp engraves: People's Militia Team.
3. All characters in the stamp are uppercase letters with full diacritical marks. The name of the People's Militia Team is bold; if the content of the stamp contains many characters, abbreviations are allowed but must ensure clarity and obtain written consent from the unit requesting the engraving.

III. PROCEDURES FOR ENGRAVING STAMPS AND MANAGING STAMPS
1. Procedures for engraving stamps:
1.1. For newly established People's Militia Teams:
- Decision on establishment of the People's Militia Team and Provincial Militia Command;
- Letter of introduction from the Provincial Militia Command, accompanied by the Identity Card of the person authorized to engrave the stamp.
1.2. Engraving a new stamp for a People's Militia Team due to wear, distortion, damage, or loss:
- Official letter requesting a new stamp from the Provincial Militia Command;
- Letter of introduction from the Provincial Militia Command, accompanied by the Identity Card of the person authorized to engrave the stamp.
1.3. The provincial public security agency (hereinafter collectively referred to as Provincial Public Security Agency) is responsible for accepting applications for Stamp Engraving Permit, registering and preserving stamp samples, and issuing a Certificate of Registration of Stamp Sample to the People's Militia Team.
1.4. After engraving, the Provincial Militia Command is responsible for collecting the stamp and distributing it to each People's Militia Team; for People's Militia Teams located in islands, mountainous areas, remote regions, the Provincial Militia Command authorizes the District Militia Command to distribute the stamp.
2. Management, use, and recovery of stamps:
2.1. The stamp of the People's Militia Team can only be used to stamp documents and papers related to national defense and military work at the commune level; stamping must comply with the provisions of Decree No. 110/2004/NĐ-CP dated April 8, 2004 of the Government on archival work.
2.2. It is strictly prohibited to stamp blank paper without content, pre-stamp documents, or stamp documents signed by unauthorized persons.
3. Inspection and handling of violations
3.1. Inspection authority: Implemented by the Provincial Militia Command and Provincial Public Security Agency according to the law.
3.2. Inspection content includes the Certificate of Registration of Stamp Sample, current condition of the stamp in use, storage and usage practices.
3.3. Handling of violations: All inspections of People's Militia Team stamps must be recorded in a report, and violations must be handled according to the law.
IV. IMPLEMENTATION ORGANIZATION:
1. This Circular takes effect 15 days after its publication in the Official Gazette, all regulations contrary to this Circular are abolished.
2. Stamps of People's Militia Teams already in use before the issuance of this Circular, which are not inconsistent with the sample, are not worn out, or distorted, may continue to be used but must comply with Points 2 and 3 of Section 1 of this Circular.
3. The Provincial Militia Command, Provincial Public Security Agency, District Militia Command, Commune People's Committee, and People's Militia Team are responsible for managing and using the stamp according to the guidelines of this Circular.
4. The General Staff Department, Military Region Commands under the Ministry of National Defense, and the General Police Department under the Ministry of Public Security are responsible for guiding, inspecting, and urging the implementation of this Circular./.
