Article 1. List of Energy-Saving Equipment and Devices
1. To issue the List of Energy-Saving Equipment and Devices to be installed and purchased applicable to agencies and units using state budget funds attached as Appendix to this Decision.
2. The List of Energy-Saving Equipment and Devices to be installed and purchased shall be supplemented and adjusted in accordance with economic and social development requirements and the level of science and technology in the country.
Article 2. Provisions on Procurement and Implementation Schedule
1. Agencies and units using state budget funds when procuring equipment and devices listed in the accompanying Decision must procure equipment and devices bearing an Energy Efficiency Label confirming a five-star rating or a comparative label achieving a five-star energy efficiency level.
2. Installation and procurement of equipment and devices listed in the List of Energy-Saving Equipment and Devices shall commence from January 1, 2013.
Article 3. Implementation Organization
1. The Ministry of Industry and Trade shall take the lead and coordinate with relevant ministries and sectors to implement this Decision; report to the Prime Minister on the implementation results and issues requiring resolution; submit to the Prime Minister for supplementation and adjustment of the List of Energy-Saving Equipment and Devices to be installed and purchased applicable to agencies and units using state budget funds.
2. The Ministry of Science and Technology shall take the lead and coordinate with relevant ministries and sectors to develop and issue energy efficiency standards and minimum energy performance levels for equipment and devices numbered from 10 to 13 before December 21, 2012.
3. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities shall direct the implementation and supervise the procurement of energy-saving equipment and devices at units within their jurisdiction and subordinate units; promptly apply commendation and punishment measures.
Article 4. Effective date
This Decision takes effect from February 1, 2012.
Ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial People's Committees under central cities; heads of agencies and units using state budget funds, organizations, and individuals concerned are responsible for implementing this Decision./.
