Malaria Prevention Center under the Department of Health of provinces and centrally governed cities "

THE MINISTER OF HEALTH

Pursuant to Decree No. 68/CP dated October 11, 1993 of the Government on functions, tasks, powers and organizational structure of the Ministry of Health;

Pursuant to Decree No. 01/1998/NĐ-CP dated January 3, 1998 of the Government on the system of local health organizations and Circular Joint No. 02/1998/TTLT-BYT-BTCCBCP dated June 27, 1998 of the Ministry of Health and the Office of the Government on guiding the implementation of Decree No. 01/1998/NĐ-CP;

At the proposal of the Director of the Personnel Department, the Director of the Preventive Health Department of the Ministry of Health.

DECISION:

Article 1:Now hereby promulgates together with this Decision the Regulation on functions, tasks and organizational structure of Malaria Prevention Center under the Department of Health of provinces and centrally governed cities".

Article 2:This Decision takes effect 15 days from the date of issuance, all previous regulations contrary to the provisions of this Decision shall be abolished.

Article 3:The following officials are responsible for implementing this Decision: Head of the Office, Directors of the Personnel Department, Preventive Health Department of the Ministry of Health, Directors of the Departments of Health of provinces and Heads of related units.

REGULATION ON FUNCTIONS, TASKS AND ORGANIZATIONAL STRUCTURE

OF THE MALARIA PREVENTION CENTER UNDER THE DEPARTMENT OF HEALTH

UNDER CENTRALLY GOVERNED CITIES

I. POSITION AND FUNCTION:

The Malaria Prevention Center is a public service unit under the Department of Health of provinces and centrally governed cities (hereinafter referred to as the province), having the function of advising the Director of the Department of Health and organizing the implementation of malaria prevention activities, parasitic diseases and vector-borne diseases within the province.

The Malaria Prevention Center is a legal entity, has its own office, seal, and is allowed to open an account at the State Treasury.

1. Propagate and educate to raise awareness and sense of responsibility among PPS officers and the community regarding EP and combating environmental crimes and violations of EP laws.:

1. Based on the provincial health development plan, directives from the Ministry of Health, and actual conditions at the locality, to develop plans for malaria prevention activities, parasitic diseases and vector-borne diseases, submit these plans to the Director of the Department of Health and organize their implementation after approval.

2. Direct and organize the implementation of surveillance, investigation, and detection of malaria, parasitic diseases, and vector-borne diseases within the province.

3. Conduct research and participate in scientific research in the field of malaria prevention, parasitic diseases, and vector-borne diseases, applying scientific and technological advancements to meet the practical needs of the locality.

4. Participate in training and retraining in specialized fields and techniques according to the plans of the locality and central government for specialists and other staff.

5. Coordinate with the Health Education and Communication Center and mass media agencies within the province to develop plans, contents, direct and participate in the implementation of health education and awareness campaigns on malaria prevention, parasitic diseases, and vector-borne diseases.

6. Manage and utilize state resources and programs such as funds, equipment, chemicals, medicines... promptly settle accounts in accordance with legal regulations.

7. Implement reporting systems as prescribed.

8. Implement personnel organization work, policies, incentives, rewards, and disciplinary measures in the field of malaria prevention.

9. Perform other tasks assigned by the Director of the Department of Health.

III. ORGANIZATIONAL STRUCTURE:

1. Organization:

1.1. Center Leadership:

Director and 1 to 2 Deputy Directors to assist.

1.2. Professional Departments:

-Planning-Finance-Accounting Department.

-Organization-Administrative-Management Department.

1.3. Specialized Departments:

-Malaria Epidemiology Department.

-Parasitology Department.

-Entomology Department.

-Laboratory Department.

2. Labor Quota:

In accordance with current regulations of the State.

3. Tasks of each Department and Section:

3.1. Planning-Finance-Accounting Department:

-Develop the center's comprehensive plan (monthly, quarterly, first half-yearly, annual), organize mid-term and final reviews of plan implementation.

-Forecast plans for purchasing materials, chemicals, medicines...

-Manage and distribute funds and materials according to approved plans, responsible for settlement and finalization in accordance with regulations.

-Develop plans and participate in organizing training, scientific research, and professional skill enhancement for staff at the center and lower levels.

-Summarize the center's activities, collect and analyze information and data sent by units, implement reporting systems as prescribed, and be responsible for reported data.

3.2. Organization-Administrative-Management Department:

-Manage and advise the Center Director on personnel organization work, implement policies, incentives, rewards, and disciplinary measures related to malaria prevention, parasitic diseases, and vector-borne diseases in accordance with state and Ministry of Health regulations.

-Perform administrative tasks of the agency.

-Purchase materials, equipment... according to approved plans and current regulations to serve the center's activities.

-Manage materials, assets, and mobilize equipment according to the Center Director's plan.

- Organize seminars and training sessions according to annual plans.

3.3. Malaria Epidemiology Department:

-Advise the Center Director on developing and implementing the provincial malaria prevention plan.

-Organize and direct the implementation of the annual malaria prevention plan.

-Organize malaria epidemiological surveillance according to the center's plan. Collect, analyze malaria data, create charts and maps reflecting the malaria situation in the province, forecast and early predict malaria outbreaks, proactively coordinate with departments and lower levels to organize disease control when malaria outbreaks occur.

-Direct the improvement of diagnostic and treatment quality for malaria at all levels and healthcare facilities within the province.

-Participate in training and enhancing professional skills for malaria prevention staff at all healthcare facilities within the province.

-Coordinate and build a malaria prevention network.

-Conduct and participate in scientific research on malaria epidemiology.

3.4. Parasitology Department:

-Advise the Center Director on developing and implementing plans for preventing parasitic diseases.

-Organize the implementation and direct the execution of the plan to prevent and control parasitic diseases in the province.

- Investigate and analyze the trends of parasitic diseases, create charts and maps to reflect the situation of parasitic diseases.

- Implement training and retraining programs in parasitology and technical skills for preventive healthcare staff at medical facilities.

- Participate in public awareness campaigns and education on the prevention and control of parasitic diseases.

- Conduct research and participate in scientific studies on parasitic diseases.

3.5. Entomology Department:

- Advise the Center Director on the development and implementation of plans for the prevention and control of disease-transmitting insects.

- Organize and direct the implementation of plans for the prevention and control of disease-transmitting insects. Provide technical guidance and monitor the implementation of these plans.

- Conduct investigations, surveillance, and data analysis on insect trends within the province, create charts and maps to reflect the situation of disease-transmitting insects, contributing to early malaria epidemic forecasting.

- Implement training and retraining programs in entomology for preventive healthcare staff at medical facilities.

- Collaborate with the Epidemiology Department and lower-level units to organize epidemic response when outbreaks occur.

- Conduct research and participate in scientific studies on disease-transmitting insects.

3.6. Laboratory Department:

- Advise the Center Director on the development and implementation of plans for disease detection activities within the province.

- Participate in strengthening and expanding the laboratory network, regularly inspecting, supervising, and directing the provincial parasitological testing system.

- Perform tests to support disease detection activities, including malaria and other parasitic infections, examine and report results for samples sent from various units. Conduct parasitological surveys and epidemiological monitoring, responsible for test results, and implement reporting procedures as required.

- Collaborate with the Epidemiology Department and lower-level units to organize epidemiological surveillance and epidemic response when outbreaks occur.

- Participate in training and retraining programs for parasitological laboratory technicians within the province.

- Conduct research and participate in scientific studies on parasitic diseases and disease-transmitting insects.

IV. OPERATING EXPENSES:

1-From the health service budget.

2-From the budget of national health programs with specific objectives.

3-From international cooperation sources.

4-From other funding sources.

V. WORK RELATIONSHIPS:

1-The Provincial Malaria Prevention Center is directly managed and directed by the Health Department Director.

2-The Provincial Malaria Prevention Center is professionally managed and directed by the Ministry of Health (Preventive Medicine Department, specialized Institutes, and Research Institutes).

3-The Provincial Malaria Prevention Center collaborates with subordinate health units under the Health Department and related agencies in carrying out its tasks.

4-The Provincial Malaria Prevention Center is responsible for managing and directing the professional and operational aspects of malaria prevention, parasitic diseases, and disease-transmitting insects for district health centers and medical facilities within the province./.
