DECISION
Concerning the allocation of tasks for consolidating plans, announcing, and managing and directing the capital from Government bonds invested in education and healthcare
This Decision stipulates the responsibilities of Ministries, sectors, and local authorities in the process of consolidating plans, allocating, announcing, settling accounts, and reporting progress on the use of capital from Government bonds invested in education and healthcare. Specifically:

Pursuant to the Law on Organization of the Government dated December 25, 2001;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Clause 4 of Article 61. The process of consolidating plans:
a. At the local level:
- Annually, the Department of Education and Training and the Department of Health shall consolidate projects and works within the approved list by the Prime Minister and the demand for capital from Government bonds for each project and work, coordinate with the Department of Planning and Investment and the Department of Finance to report to the People's Committee of the province or centrally governed city (hereinafter referred to as the Provincial People's Committee).
- The Provincial People's Committee shall send the plan for capital from Government bonds to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, and the Ministry of Health during the period for reporting plans.
b. At the central level:
- The Ministry of Education and Training and the Ministry of Health shall consolidate the demand for capital from Government bonds for each project and work within the list and submit it to the Ministry of Planning and Investment and the Ministry of Finance for consolidation of the demand for capital for all projects and works.
- The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance to unify the list of projects and works and the investment capital to be reported to the Prime Minister for submission to the Standing Committee of the National Assembly and the National Assembly.
2. Announcing the plan:
a. At the central level:
After being approved by the Standing Committee of the National Assembly and the National Assembly, the Prime Minister shall consider and authorize the Minister of Planning and Investment to announce the allocation of capital from Government bonds to each Ministry and locality, specifically:
(1) For educational projects:
Projects for solidifying schools, classrooms, and housing for teachers: allocate the total amount of the plan for capital from Government bonds without specifying the detailed list of specific projects.
(2) For healthcare projects:
+ Projects managed by the Ministry of Health: allocate the total amount of capital from Government bonds and the list of projects (without specifying the amount of capital for each project);
+ Projects managed by localities:
- Projects for provincial hospitals: allocate the list of provincial hospitals and the investment capital for each project;
- Projects for district hospitals (including district general hospitals and regional district general hospitals, regional health centers) and district preventive health centers: allocate the total amount of the plan for capital from Government bonds and the list of projects (without specifying the amount of capital for each project);
- Projects for regional health centers and commune health stations: allocate the total amount of the plan for capital from Government bonds without specifying the detailed list of specific projects.
b. At the local level:
After receiving the announcement of the allocation of capital from Government bonds, the Department of Planning and Investment shall take the lead and coordinate with the Department of Finance to unify the list and capital for each work and project with the Department of Education and Training and the Department of Health, report to the Provincial People's Committee for consideration and decision to issue announcements on each list of projects and capital; simultaneously report to the Ministries of Planning and Investment, Finance, Education and Training, and Health.
3. Settlement procedures:
Based on the allocated amount and list, the Department of Finance shall review the budget estimate for investment expenditures according to the State Budget Law and the Provincial Treasury shall implement settlement procedures according to regulations.
4. Reporting progress: quarterly and annually, the Provincial People's Committee shall report on the progress of implementation, difficulties, and recommendations to the Ministries of Planning and Investment, Finance, Education and Training, and Health for consolidation and reporting to the Prime Minister.
5. Supplementing and adjusting the list: the Ministry of Education and Training and the Ministry of Health shall consolidate the need for supplementing and adjusting the list of projects and works, submit to the Ministry of Planning and Investment and the Ministry of Finance for unification and submission to the Prime Minister for consideration and decision.
Responsibilities of the Ministries of Planning and Investment; Finance; Education and Training; Health:
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and Environmenta. Take the lead and coordinate with the Ministry of Finance to consolidate the overall and annual plans for investment capital and project lists to be reported to the Prime Minister for submission to the Standing Committee of the National Assembly and the National Assembly;
1. The Ministry of Planning and Investment:
b. Announce the allocation of capital from Government bonds to each Ministry and locality according to the authorization of the Prime Minister;
c. Take the lead and coordinate with the Ministry of Finance to review and consolidate the demand for capital from Government bonds for projects within the list as the basis for issuing Government bonds in the year, to be submitted to the Prime Minister for consideration and decision;
d. Take the lead and coordinate with the Ministry of Finance and related agencies to supervise the allocation of capital among Ministries, sectors, and localities to ensure compliance with objectives and targets;
đ. Take the lead and coordinate with the Ministry of Finance and related agencies to handle arising issues within their authority; submit to the Prime Minister for handling issues exceeding their authority during the implementation process;
e. Report periodically every three months, annually, and urgently to the Prime Minister on the situation of investment from Government bonds for education and healthcare;
g. Participate in inspecting and evaluating the results of investment projects funded by Government bonds at agencies and localities;
a. Coordinate with the Ministry of Planning and Investment to review and consolidate the demand for capital from Government bonds for projects within the list as the basis for issuing Government bonds in the year, to be submitted to the Prime Minister for consideration and decision; organize the issuance of Government bonds according to the plan and the progress of implementing projects using funds from Government bonds;
2. Ministry of Finance:
b. Take the lead and coordinate with related agencies to guide the management, distribution, settlement, and finalization of investment capital for projects using funds from Government bonds according to regulations;
c. Based on the allocated amount and list to each Ministry, sector, and locality, authorize the Department of Finance and the Provincial Treasury to implement settlement procedures according to regulations;
d. Take the lead and coordinate with the Ministry of Planning and Investment and related agencies to handle arising issues within their authority; submit to the Prime Minister for handling issues exceeding their authority during the implementation process;
đ. Report periodically every three months, annually, and urgently to the Prime Minister on the situation of raising funds and the distribution and settlement of investment capital for projects.
Point d. Report periodically every three months annually and at any time to the Prime Minister on the situation of mobilizing and allocating and paying investment capital for projects;
e. Participate in inspecting and evaluating the results of implementing investment projects funded by government bonds at relevant agencies and localities.
3. Ministry of Education and Training:
a. Propose educational projects and works that need to be invested from government bond funds, determine requirements, develop overall plans and annual plans to implement projects included in the approved project list by the Prime Minister;
b. Annually propose capital needs and allocation schemes for government bond funds to support localities in implementing educational projects, submit to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for consideration and decision;
c. Direct and guide localities in implementation; Coordinate with relevant ministries, sectors, and localities to resolve difficulties and obstacles within their authority; Report to the Prime Minister for handling issues arising beyond their authority during implementation;
d. Lead and coordinate with relevant ministries and sectors to organize inspections and evaluations of project progress at localities; report periodically every three months, annually, and urgently to the Prime Minister on the implementation results of government bond funds invested in education;
4. Ministry of Health:
a. Propose healthcare projects that need to be invested from government bond funds, determine requirements, develop overall plans and annual plans to implement projects included in the approved project list by the Prime Minister;
b. Annually propose capital needs and allocation schemes for government bond funds for healthcare projects in the reporting plan period, submit to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for consideration and decision;
c. After receiving notification of the allocation plan for government bond funds for projects under its management, proceed with allocating these funds to each project;
d. Direct and guide agencies, units, and localities in implementation; coordinate with relevant ministries, sectors, and localities to resolve difficulties and obstacles within their authority; report to the Prime Minister for handling issues arising beyond their authority during implementation;
đ. Lead and coordinate with relevant ministries and sectors to organize inspections and evaluations of project progress at agencies, units, and localities; report periodically every three months, annually, and urgently to the Prime Minister on the implementation results of government bond funds invested in healthcare;
Article 3. Responsibilities of People's Committees of Provinces and Central Cities
a. Annually propose capital needs for government bond funds for educational and healthcare projects in the reporting plan period, submit to the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training, and the Ministry of Health for consolidation of project capital needs, and submission to the Prime Minister;
b. After receiving notification of the allocation plan for government bond funds, proceed with allocating these funds to each project; register allocation schemes with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Education and Training (for educational projects), and the Ministry of Health (for healthcare projects) for monitoring and payment issuance;
c. Decide on the tiered management mechanism for implementing government bond-funded projects in their jurisdiction suitable to local conditions and grassroots democracy regulations;
d. Concentrate on directing the prompt and thorough implementation, ensuring quality, compliance with current regulations, early commissioning of works, maximizing effectiveness, and preventing wastage, corruption, and loss;
đ. Organize inspections and evaluations of project progress at localities; report periodically every three months, annually, and urgently on the implementation status of projects using government bond funds to the Ministries of Planning and Investment, Finance, Education and Training, and Health for consolidation and reporting to the Prime Minister;
Article 4. This Decision takes effect from the date of issuance. Abolish previous regulations concerning the consolidation of plans, notifications, and management of government bond funds invested in education and healthcare that conflict with this Decision.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of central government agencies, Heads of other central agencies, Chairpersons of People's Committees of provinces and centrally-administered cities are responsible for organizing the implementation and guiding subordinate agencies and units to enforce this Decision./.
