To implement Directive No. 25-CT/TW dated May 28, 2003 of the Central Committee's Secretariat on organizing activities to commemorate the 50th Anniversary of the Historical Victory at Dien Bien Phu (May 7, 1954 - May 7, 2004);
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Upon the proposal of the Minister of Culture and Information and the Chairman of the Government Office,
The National Steering Committee for the 50th Anniversary Commemoration of the Historical Victory at Dien Bien Phu (May 7, 1954 - May 7, 2004) shall be established hereinafter referred to as the Steering Committee.,
DECISION:
Article 1. The Steering Committee shall have the responsibility to uniformly direct the preparation and implementation of all commemorative activities for the 50th Anniversary of the Historical Victory at Dien Bien Phu in accordance with the spirit and content of Directive No. 25-CT/TW dated May 28, 2003 of the Central Committee's Secretariat.
Article 2. The Steering Committee consists of the following members:

- Mr. Nguyen Hong Vinh, Deputy Chairperson in charge of the Central Committee's Ideology and Culture Department, Deputy Chairperson in charge.
- Mr. Pham Quang Nghi, Minister of Culture and Information, Deputy Chairperson.
- Mr. Quang Van Binh, Chairman of the People's Committee of Lai Chau Province, member.
- Mr. Tran Quoc Toan, Deputy Director of the Government Office, member.
- Mr. Phung Khac Dang, Deputy Chief of the General Political Department, Ministry of Defense, member.
- Mr. Phan Quang Trung, Deputy Minister of Planning and Investment, member.
- Mr. Nguyen Cong Nghiep, Deputy Minister of Finance, member.
- Mr. Nguyen Phu Binh, Deputy Minister of Foreign Affairs, member.
- Mr. Le Truyen, member of the Standing Board of the Vietnam Fatherland Front Central Committee, member.
- Mr. Le Manh Hung, Secretary of the Communist Youth Union Central Committee, member.
- Mr. Pham Huu Bong, Deputy Chairman of the Vietnam Veterans Association, member.
- Mr. Do Hoai Nam, Director of the National Social Sciences and Humanities Research Center, member.
The permanent office assisting the Steering Committee shall consist of some officials and experts from the Central Committee's Ideology and Culture Department, the Ministry of Culture and Information, and other agencies as decided by the Chairperson of the Steering Committee.
Article 4. The office of the permanent office shall be located at the Ministry of Culture and Information.
The National Steering Committee for the 50th Anniversary Commemoration of the Historical Victory at Dien Bien Phu will dissolve itself upon completion of its assigned tasks.
Article 5. This Decision takes effect from July 1, 2003.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and centrally-administered city People's Committees, and the individuals named in Article 3 are responsible for implementing this Decision. /.
