Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP;
Pursuant to the Animal Health Ordinance promulgated by the President's Decree of the Socialist Republic of Vietnam on May 12, 2004;
Pursuant to Circular No. 99/TTg-KTN dated January 19, 2009 of the Prime Minister regarding the National Program for Rabies Control and Eradication in Animals and Humans;
Pursuant to Decision No. 2731/QD-BNN-TY dated November 7, 2011 of the Minister of Agriculture and Rural Development approving the National Program for Rabies Control and Eradication in Vietnam for the period 2011-2015;
CONSIDERING the proposal of the Director of the Department of Animal Health,
DECISION:
Article 1. Approve the Plan for Rabies Control and Eradication in 2013-2015 within the framework of the National Program for Rabies Control and Eradication in Vietnam for the period 2011-2015 (hereinafter referred to as the Program), with detailed contents as set out in the attached Plan.
Article 2. Implementation organization:
- The Director of the Department of Animal Health shall direct units under the Department of Animal Health to implement activities such as propaganda, training in specialized technical skills, providing diagnostic equipment, monitoring rabies outbreaks, creating epidemiological maps, inspecting and supervising rabies prevention and control work, and guiding localities in implementing activities under the Program.
- The Head of the Provincial Steering Committee for Rabies Prevention and Control, and the Directors of Departments of Agriculture and Rural Development shall develop plans to organize the implementation of the program for preventing and controlling rabies among the public, registering and managing dog populations, vaccinating dogs and cats, monitoring and quickly handling rabies outbreaks, and training veterinary staff at the grassroots level in specialized techniques for preventing and controlling rabies.
Article 3. The Head of the Ministry's Office, the Director of the Department of Animal Health, the Director of the Department of Livestock Production, the Heads of relevant units under the Ministry, and the Heads of the Provincial Steering Committees for Rabies Prevention and Control, and the Directors of Departments of Agriculture and Rural Development are responsible for enforcing this Decision./.
