JOINT CIRCULAR

Guidelines for criteria to determine farm economy

In recent years, farm economies have developed strongly in almost all localities throughout the country, forming new production models in agriculture and rural areas. Due to the lack of unified regulations from central ministries and sectors regarding farm criteria, localities have established their own criteria for farms based on the nature of commodity production, scale of land area, number of livestock, etc., to compile statistics on local farm economies, regions. Therefore, statistical data on farm economies are not truly accurate, the boundaries between household farmer economies and farm economies are unclear, making it difficult to assess the current situation and develop policies for farm economies. The Government has issued Resolution No. 03/2000/NQ-CP dated February 2, 2000 on farm economies. To implement the Government's Resolution, the Ministry of Agriculture and Rural Development and the General Statistics Office stipulate guidelines for farm economy criteria as follows:

I. OBJECTS AND INDUSTRIES CONSIDERED FOR DETERMINING AS FARM ECONOMIES

Households of farmers, retired state employees and military personnel, urban households and individuals specializing in production (including agriculture, forestry, aquaculture) or primarily engaged in agricultural production, also undertaking non-agricultural service activities in rural areas.

II. MAIN CHARACTERISTICS OF FARM ECONOMIES

1. The purpose of production in a farm is to produce commercial agricultural, forestry, and aquatic products on a large scale.

2. A higher degree of concentration and specialization of production factors than that of household farming, reflected in the scale of production such as land, livestock heads, labor, value of commercial agricultural, forestry, and aquatic products.

3. The farm owner has direct knowledge and experience in managing production, applying scientific and technological progress, adopting new technologies into production; effectively utilizing family labor and external hired labor, achieving significantly higher income than household economies.

III. QUANTITATIVE CRITERIA FOR DETERMINING FARM ECONOMIES

A household engaged in agricultural, forestry, or aquaculture production must meet both quantitative criteria below to be considered a farm:

1. Average annual value of agricultural, forestry, or aquatic products and services:

- For northern provinces and coastal central provinces, at least 40 million VND

- For southern provinces and the Central Highlands, at least 50 million VND

2. Production scale must be relatively large and surpass that of corresponding household economies in each industry and economic region.

a. For crop farms

(1) Annual crop farms

+ At least 2 hectares for northern provinces and coastal central provinces

+ At least 3 hectares for southern provinces and the Central Highlands

(2) Perennial crop farms

+ At least 3 hectares for northern provinces and coastal central provinces

+ At least 5 hectares for southern provinces and the Central Highlands

+ Pepper farms of at least 0.5 hectares

(3) Forestry farms

+ At least 10 hectares nationwide

b. For livestock farms

(1) Large livestock breeding: cattle, buffalo, etc.

+ Breeding for regular milk production with at least 10 heads

+ Breeding for regular meat production with at least 50 heads

(2) Small livestock breeding: pigs, goats, etc.

+ Regular breeding with more than 20 heads, for goats and sheep at least 100 heads

+ Regular meat pig breeding with at least 100 heads (excluding piglets), and goat meat breeding with at least 200 heads

(3) Poultry breeding: chickens, ducks, geese, swans, etc., regularly with at least 2,000 heads (excluding those under 7 days old)

c. Aquaculture farms

- Water surface area for aquaculture of at least 2 hectares (for industrial shrimp farming, at least 1 hectare)

d. For special agricultural, forestry, and aquaculture products such as flower cultivation, ornamental plants, mushroom cultivation, beekeeping, fish seed and specialty fish farming, the criterion for determination is the value of commercial output (criterion 1).

IV. ORGANIZATION AND GUIDANCE FOR IMPLEMENTATION

1. Based on the criteria stipulated in this circular, the Chairman of the Provincial People's Committee and the Municipal People's Committee under the central government shall instruct relevant departments and levels under the guidance of the Department of Agriculture and Rural Development and the Provincial General Statistics Office to review production organization models in agriculture, forestry, and aquaculture in their province or city to accurately investigate and determine the number and types of farms in their locality in accordance with this Circular.

2. This circular takes effect 15 days from the date of signature. All other provisions concerning farm economies contrary to this circular are abolished.

3. The Heads of the Office of the Ministry of Agriculture and Rural Development, heads of units directly under the Ministry of Agriculture and Rural Development, Directors of Departments of Agriculture and Rural Development, and Heads of Provincial General Statistics Offices under the central government are responsible for implementing this circular./.
