Regarding the establishment of the National Key Laboratory

of Plant Cell Technology under the Agricultural Genetics Institute. 

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 850/QĐ-TTg dated September 7, 2000 of the Prime Minister approving the project "Establishment of National Key Laboratories";

Pursuant to Decision No. 346/QĐ-BKHCNMT dated March 21, 2001 of the Minister of Science, Technology and Environment recognizing the Agricultural Genetics Institute under the Ministry of Agriculture and Rural Development as the leading agency in establishing the National Key Laboratory for Plant Cell Technology (NKTPLCCT);

Pursuant to Decision No. 01/2002/QĐ-BKHCNMT dated January 31, 2002 of the Minister of Science and Technology and Environment promulgating the provisional regulations on the organization and operation of National Key Laboratories;

Considering the proposal of the Director of the Agricultural Genetics Institute and the Director of the Personnel Department;

DECISION:

Article 1. Establish the National Key Laboratory for Plant Cell Technology under the Agricultural Genetics Institute (referred to as the National Key Laboratory for Plant Cell Technology).

The English name is "National Key Laboratory for Plant Cell Biotechnology." The National Key Laboratory for Plant Cell Technology is a scientific and technological institution under the Agricultural Genetics Institute specializing in biotechnology. The laboratory shall be authorized to use its own seal and open a separate account at the Treasury according to current State regulations. The location of the National Key Laboratory for Plant Cell Technology is at Cổ Nhuế, Từ Liêm, Hanoi.

Article 2. The National Key Laboratory for Plant Cell Technology shall have functions, tasks, powers, organizational structure, and staffing as prescribed in Articles 5, 6, 7, 8, 9, 10, and 11 of the Provisional Regulations on the Organization and Operation of National Key Laboratories, issued together with Decision No. 01/2002/QĐ-BKHCNMT dated January 31, 2002, of the Minister of Science and Technology and Environment.

Article 3. The Head of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, related units under the Ministry, and the Director of the Agricultural Genetics Institute are responsible for implementing this decision from the date of signature./.
