CIRCULAR
Prescribing the list of goods and services
to be subject to centralized procurement at the national level
Pursuant to the Law on Bidding dated June 23, 2023;
Pursuant to Decree No. 14/2023/NĐ-CP dated April 20, 2023 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Finance;
At the proposal of the Director of the State Asset Management Agency,
The Minister of Finance issues this Circular prescribing the list of goods and services to be subject to centralized procurement at the national level.
Article 1. Scope of Regulation and Applicability
Article 1. Scope of regulation: This Circular prescribes the list of goods and services to be subject to centralized procurement at the national level as provided for in Point b, Clause 2, Article 53 of the Bidding Law 2023.

a) Centralized procurement units of ministries, central agencies, provinces, and centrally-administered cities.
b) State agencies, public service organizations, people's armed forces units, Communist Party of Vietnam agencies, Vietnam Fatherland Front agencies, political-social organizations (hereinafter referred to as agencies, organizations, and units).
Article 2. List of goods and services to be subject to centralized procurement at the national level
1. The list of goods and services to be subject to centralized procurement at the national level includes passenger cars serving general work of agencies, organizations, and units, including:
a) Passenger cars serving general work with 4 to 5 seats.
b) Passenger cars serving general work with 7 to 9 seats.
c) Passenger cars serving general work with 12 to 16 seats.
d) Passenger cars serving general work with pickup body style.
2. The list prescribed in Clause 1 of this Article does not apply to passenger cars serving general work that are:
a) Passenger cars serving general work of Vietnamese agencies abroad.
b) Four-wheel-drive passenger cars with high power as prescribed in Clause 2, Article 15 of Decree No. 72/2023/NĐ-CP dated September 26, 2023 of the Government prescribing standards and quotas for the use of passenger cars.
Article 3. Implementation Provisions
Article 3. This Circular takes effect from November 15, 2024.
1. The organization and implementation of centralized procurement of assets under the list of goods and services for centralized procurement at the national level prescribed in Article 2 of this Circular shall be carried out when meeting the conditions stipulated in Point a, Clause 1, Article 53 of the Bidding Law 2023 and implemented in accordance with the provisions of the Government.
2. In case any difficulties arise during the implementation process, agencies, organizations, and units are requested to promptly report to the Ministry of Finance for coordination in handling.
