MINISTRY OF LABOR - SOCIAL AFFAIRS AND WAR INVALIDS DECISION ON THE ESTABLISHMENT OF THE INTERNATIONAL HUMAN RESOURCES TRAINING INSTITUTE
THE MINISTER OF LABOR, WAR INVALIDS AND SOCIAL AFFAIRS
- Pursuant to the Law on Government Organization dated September 30, 1992;
- Pursuant to the Government Decree No. 15/CP dated March 2, 1993 regarding the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
- Pursuant to the Government Decree No. 96/CP dated December 7, 1993 regarding the functions, tasks, powers, and organizational structure of the Ministry of Labor - Social Affairs and War Invalids;
- Pursuant to the Government Decree No. 02/2001/NĐ-CP dated January 7, 2001 detailing the implementation of the Labor Code and the Law on Education and Vocational Training;
- Based on the proposal of the Director of the Cadre and Training Department and the Director of the Overseas Labor Management Bureau.

Article 1. Establish the International Human Resources Training Institute (based on the International Cooperative Labor Training Center No. 2) under the Overseas Labor Management Bureau, Ministry of Labor - Social Affairs and War Invalids.
The International Human Resources Training Institute shall have the function of training and upgrading human resources for export.
The headquarters of the Institute is located at No. 6 Phan Dinh Giót Street, Ward 2, Tan Binh District, Ho Chi Minh City.
International trade name: SCHOOL FOR INTERNATIONAL MANPOWER. Abbreviated as SIM.
Article 2. The International Human Resources Training Institute is a public service training unit with legal personality, its own seal and bank account, enjoying policies and regulations applicable to public vocational schools and other provisions of the State.
Article 3. The tasks of the International Human Resources Training Institute include:
1. Training technical workers and business staff.
2. Retraining, upgrading skills, and orientation education for Vietnamese workers and experts going to work abroad for a limited period.
3. Short-term vocational training according to social demand, consulting, and upgrading professional knowledge and skills for managers of labor export enterprises.
4. Researching and applying advanced technological progress and technology in the training process.
5. Linking with economic, educational, and scientific organizations to improve training quality, combining vocational training with employment. Integrating internships with production and services according to current regulations to supplement financial resources for the school's training activities.
6. Implementing international cooperation in vocational training.
7. Performing other tasks assigned by the Overseas Labor Management Bureau and the Ministry.
Article 4. Fields of training:
- Electrical engineering.
- Electronics engineering.
- Refrigeration.
- Computer technician.
- Home economics.
Article 5. Organizational structure of the Institute:
1. Board of Directors, consisting of: Principal and several Deputy Principals assisting.
2. Administrative offices, including:
- Training Office.
- Organization and Administration Office.
- Production and Service Internship Office.
- Accounting and Finance Office.
3. Specialized departments, subject groups:
- Electrical Engineering - Electronics - Refrigeration Department.
- Computer Science - Information Technology Department.
- Home Economics Department.
- Foreign Language and Orientation Education Subject Group.
4. The Institute has a Training Council and other advisory councils to assist the Principal in carrying out the Institute's tasks, established by the Principal's decision.
Article 6. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 7. The Heads of the Ministry's Office, the Directors of the Cadre and Training Department, the Planning and Finance Department, the Overseas Labor Management Bureau, the Principal of the International Human Resources Training Institute, and the Heads of related units are responsible for implementing this Decision./.
