 Cexpenses Pursuant to the directive of the Prime Minister in Official Letter No. 287/VPCP-KG dated January 16, 2007 of the Office of the Government regarding the reform of allocating enrollment quotas for training in 2007; Based on the proposal of the Director of the Department of Planning and Finance,

ON DECIDES:

Article 1. Enrollment quotas of educational institutions shall be determined based on ensuring training quality and meeting societal needs. Each year, educational institutions determine their enrollment quotas based on the following criteria:

1. The number of converted students per converted lecturer.

2. The degree and level of computerization in teaching and management at the educational institution.

3. The capacity of specialized equipment serving training and scientific research.

4. The floor area for training and scientific research per converted student.

Article 2. In 2007, the regular enrollment quota will be determined and the criterion of the number of converted students per converted lecturer will be applied as follows:

1. For higher education and technical college institutions in engineering, technology, agriculture, forestry, fisheries, water resources, natural sciences, transportation, construction, mining, and geology, the number of converted students per converted lecturer shall not exceed 20.

2. For higher education and technical college institutions in economics, finance, banking, culture, tourism, journalism, libraries, social sciences, humanities, law, and administration, the number of converted students per converted lecturer shall not exceed 25.

3. For higher education and technical college institutions in economics-engineering, multi-disciplinary, and teacher training, the number of converted students per converted lecturer shall not exceed 22.

4. For higher education and technical college institutions in arts and physical education, the number of converted students per converted lecturer shall not exceed 15.

5. For higher education and technical college institutions in medicine and pharmacy, the number of converted students per converted lecturer shall not exceed 10 for universities and 15 for colleges.

6. For vocational secondary education institutions in technical and technological fields such as construction, mechanical transportation, electrical-electronics, the number of converted students per converted lecturer shall not exceed 25.

7. For vocational secondary education institutions in economic, financial, banking, accounting, cultural, tourism, journalism, library, social sciences, humanities, and teacher training fields, the number of converted students per converted lecturer shall not exceed 30.

8. For vocational secondary education institutions in medical, pharmaceutical, arts, and physical education fields, the number of converted students per converted lecturer shall not exceed 20.

The method for determining the number of converted students and trainees is specified in the accompanying guidelines to this Decision.

Article 3. Enrollment quotas for part-time, bridging, and second-degree programs shall be determined based on the regular quotas set forth in Article 2 of this Decision, and the total quotas for these programs must adhere to the principle that:

1. They shall not exceed 70% of the total regular quotas for institutions in economics, finance, banking, culture, tourism, journalism, libraries, social sciences, humanities, law, administration, economics-engineering, multi-disciplinary, and teacher training.

2. They shall not exceed 90% of the total regular quotas for institutions in engineering, technology, agriculture, forestry, fisheries, water resources, natural sciences, transportation, construction, and mining.

3. They shall not exceed 40% of the total regular quotas for institutions in medicine and pharmacy.

Article 4. Postgraduate training quotas shall be determined based on the number of lecturers with doctoral degrees or higher.

Article 5. Determining the number of enrollment quotas for 2007

1. Educational institutions with the number of converted students per converted lecturer equal to or higher than the levels prescribed in Article 2 of this Decision shall have their 2007 enrollment quotas determined at a maximum equivalent to 2006.

2. Educational institutions with the number of converted students per converted lecturer lower than the levels prescribed in Article 2 of this Decision may increase their 2007 enrollment quotas compared to 2006, but must ensure that the number of converted students per converted lecturer does not exceed the prescribed levels and does not exceed 10% of the 2006 enrollment quota.

3. Educational institutions in key fields, fields with societal needs, and fields in priority areas may apply a higher increase rate, but not exceeding 15% of the 2006 enrollment quota and must provide specific explanations.

4. Educational institutions newly enrolling students for the first time in 2007 shall have their enrollment quotas determined according to the criteria of the number of converted students per converted lecturer.

Article 6Registration process, announcement of enrollment quotas, and inspection of compliance with regulations on determining enrollment quotas.

1. By February 16, 2007, educational institutions shall submit their registration and explanation of the 2007 enrollment quota registration (according to the attached guidelines) to the competent authority (one copy) and the Ministry of Education and Training (one copy).

2. Competent authorities (Ministries, sectors, People's Committees of provinces and centrally-run cities):

a) Conduct a review and inspection of the implementation of regulations on determining enrollment quotas registered by subordinate educational institutions and exchange with the Ministry of Education and Training before officially announcing.

b) Announce the enrollment quotas to subordinate educational institutions and send them to the Ministry of Education and Training, the Ministry of Planning and Investment, and the Ministry of Finance by March 1, 2007.

3. As for the Ministry of Education and Training:

a) Provide detailed guidance on implementing this Decision.

b) Conduct a review and inspection of the implementation of regulations on determining enrollment quotas registered by subordinate educational institutions and announce the enrollment quotas to educational institutions by March 1, 2007.

c) Exchange with the competent authorities (Ministry, sector, People's Committees of provinces and centrally governed cities) regarding the draft announcement of admission quotas for training establishments not directly under the Ministry of Education and Training.

d) Coordinate with the Ministry of Planning and Investment, the Ministry of Finance to conduct inspections or delegate the competent authorities, Departments of Education and Training to inspect the implementation of regulations on determining admission quotas from March 2007 to October 2007 and handle any violations if found.

đ) Compile the national scale of admissions and report to the Prime Minister, and send to the Ministry of Planning and Investment, the Ministry of Finance.

e) In 2007, continue to guide the application of remaining criteria according to the roadmap until 2012 so that training establishments have a basis for developing their five-year plans (2007-2012).

Article 7. This Decision takes effect from the date of signature. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and centrally governed city People's Committees; Heads of postgraduate, university, college, and vocational secondary training establishments are responsible for implementing this Decision.
