CIRCULAR

OF THE MINISTRY OF HEALTH NUMBER 7-BYT/TT ON MARCH 8, 1986 DIRECTING THE INCREASE OF COMPENSATION FOR BLOOD DONORS.

To meet the blood demand for surgical operations in hospitals and to be consistent with current living costs, Circular No. 105-TC/HCVX dated February 22, 1986 of the Ministry of Finance agrees to set the compensation amount for blood donors from 80 dong to 100 dong per 100 ml of blood. The Ministry of Health guides the implementation and supplementation of the compensation system for blood donors as stipulated in Circular No. 8-TT/LB dated May 3, 1985.

1. Increase the compensation amount for blood donors (including relatives donating blood for their family members):

a) For each donation of 100 ml of blood:

- In Hanoi and Ho Chi Minh City: 100 dong,

- In other provinces and cities: from 80 dong to 100 dong.

b) Additionally, blood donors are entitled to a living cost differential subsidy based on the compensation level specified in point a of item 1, which is adjusted periodically according to the State's decision regarding the living cost differential subsidy.

2. Based on the compensation amount stipulated in point a of item 1 and the budget capacity of each locality, the Department of Health shall coordinate with the Department of Finance to determine specifically the compensation amount for blood donors, report to the People's Committee for approval consistent with local conditions.

3. This Circular amends points 1 and 2 in Inter-Ministerial Circular No. 8-TT/LB dated May 3, 1985, effective from March 1, 1986; the remaining provisions remain unchanged according to current regulations.

This Circular only amends Points 1 and 2 of the Joint Circular No. 8-TT/LB dated May 3, 1985, which shall take effect from March 1, 1986; all other points remain unchanged in accordance with current regulations.
