DECREE-LAW
No. 7 dated September 5, 1945
CHAIRMAN OF THE TEMPORARY DEMOCRATIC REPUBLICAN GOVERNMENT
Considering the national economic situation and specifically regarding rice;
Considering the report of the Minister of National Economy;
ENACTS THE FOLLOWING DECREE-LAW
Clause 1: All regulations previously in force concerning the trade and transportation of rice are hereby abolished.
Clause 2: The trade and transportation of rice throughout the Northern Region of Vietnam shall be entirely free.
Clause 3: From now on, any amount of rice that the Government requires for public use will be purchased directly from private households.
Clause 4: Anyone who hoards rice with intent to speculate and thereby harms the economy shall be severely punished under military law and their property confiscated.
Clause 5: The implementation of this decree is entrusted to the Ministers of Economy, Interior, and Justice.
