DECISION
Regarding the management, confirmation, and issuance of permits for the transportation of wild animal and plant species bred in provinces without forestry inspection agencies
MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Forest Protection and Development Law dated August 12, 1991;
Pursuant to the Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 47/1999/QĐ-BNN-KL dated March 12, 1999 of the Minister of Agriculture and Rural Development promulgating regulations on the inspection of transportation, production, and trade of timber and forest products;
At the proposal of the Director of the Forest Protection Department;

Article 1. Entrust the Department of Agriculture and Rural Development in provinces without forestry inspection agencies to perform the following management tasks for wild animal and plant species bred locally:
1. Guide the registration and management of breeding farms and artificial propagation facilities for wild animal and plant species within the province's jurisdiction.
2. Issue certificates confirming the origin of wild animals and plants bred for reproduction.
3. Issue transport permits (including special transport permits) according to a unified model for wild animals and plants with a bred-for-reproduction origin at the breeding farms within the province's jurisdiction.
Article 2. The Departments of Agriculture and Rural Development in provinces without forestry inspection agencies implementing this decision shall be subject to guidance and supervision by the Forestry Inspection General Department under the Ministry of Agriculture and Rural Development.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette; the provisions above supplement Decision No. 47/1999/QĐ-BNN-KL dated March 12, 1999 of the Minister of Agriculture and Rural Development on Regulations for the Inspection of Transportation, Production, and Trade of Timber and Forest Products;
Article 4. The Heads of the Ministry’s Office, Directors of the Inspection, Forest Development, Agricultural Product Processing and Rural Industries Departments, Policy Department, and related Departments and Bureaus; Provincial Department of Agriculture and Rural Development Directors, and Chief Inspectors of Forestry Inspection Sub-departments in provinces and centrally-administered cities are responsible for enforcing this Decision./.
