At the proposal of the Director of the Legal Department, the Director of the Plant Protection Department, and the Director of the Livestock Production Department;

Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;

Pursuant to the Law on Issuing Legal Normative Documents dated November 12, 1996; the Law Amending and Supplementing Certain Provisions of the Law on Issuing Legal Normative Documents dated December 16, 2002;

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Department of Animal Health, the Head of the Legal Department,

DECISION:

Article 1. Amend and supplement Article 4, Part 1 of Decision No. 49/2006/QĐ-BNN dated June 13, 2006 of the Minister of Agriculture and Rural Development on marking livestock when transporting domestically, exporting, and importing as follows:

"Article 4: Marking of Livestock for Transport
1. Cattle, buffalo, goats, sheep, deer, antelopes, horses, donkeys, and zebras must be marked with ear tags made of rubber when transported out of a district. The ear tag shall be placed on the inner side of the right ear of the animal. The ear tag shall be specified as follows:
a) The green ear tag has a shape according to Figure 1 in Appendix 1 and measures 4 cm wide and 5 cm high. The ear tag must clearly indicate the animal's code number and identification number.
b) The animal's code number and identification number consist of: the code number of the Animal Health Sub-department; the code number of the district, town, city directly under the province (hereinafter referred to as the district); the year of tagging and the animal's identification number.
c) The ink used to write the animal's code number and identification number on the ear tag must be black and must be non-blurring and non-erasable.
d) The writing of the animal's code number and identification number on the ear tag (according to Figure 2 in Appendix 1) is specifically defined as follows: The top row includes two digits representing the code number of the Animal Health Sub-department; the next two digits represent the district code (where the animal originates or where it is quarantined for inspection), and the last two digits represent the last two digits of the year of tagging; The bottom row is the animal's identification number (ranging from 01 to 999999).
đ) The Animal Health Sub-department shall specify the code number for each district and notify the code number to the Department of Animal Health and other Animal Health Sub-departments nationwide.
2. Pigs transported for breeding purposes, fattening, or other purposes shall comply with one of the following methods:
a) Tagging the ear according to the provisions of Clause 1 of this Article.
b) Tattooing the provincial code, district code, and year code on the outer surface, underside of the right ear of the pig. The tattooing on the skin of the outer surface, underside of the pig's ear is specified as follows: Shape and size of the numbers: The numbers used for tattooing on the pig's ear may use numbers according to Figure 1a or Figure 1b in Appendix 2; the needles of the numbers have a height of 6 mm (measured from the surface of the tattooing board) and are sharp at the tip; the numbers have a width of 4 to 8 mm and a corresponding height of 8 to 12 mm. The tattooed number on the pig's ear (according to Figure 2a or Figure 2b in Appendix 2) is specified as follows: The first two digits are the code number of the Animal Health Sub-department; the next two digits are the district code (where the pig originates or where it is quarantined for inspection), and the last two digits are the last two digits of the year of tattooing.
c) The ink used for tattooing the number on the pig's skin must ensure food safety and must not fade.
3. Pigs transported to slaughterhouses must be sealed using lead seals or sealing tapes with code numbers and identification numbers.
4. Livestock that have been marked according to the provisions of Clauses 1 and 2 of this Article do not need to be re-marked during transportation quarantine if the animal's code number and identification number have not faded.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. 5. After passing the veterinary health inspection, the animal quarantine authority shall prepare a list of the animal's code numbers and identification numbers (according to the model in Appendix 3) and attach it to the animal health quarantine certificate."
