Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 18/NQ-CP dated April 20, 2009 of the Government;
Considering the proposal of the Minister of Construction,
DECISION:
Article 1. Amending and supplementing Article 4 of Decision No. 65/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister on certain mechanisms and policies for developing housing for university, college, vocational college, and technical training students to rent as follows:
"Article 4. Sources of capital for constructing student housing projects from the state budget include:
1. Government bonds to cover the following expenses:
a) Construction costs and equipment attached to the housing project;
b) Project management costs and investment consulting fees for the project.
2. Annual local government budgets and development funds of educational institutions to cover the following expenses: interior furnishings costs and contingency reserves for the project.
3. Local government budget funds (from land use revenue, retained rental land revenue, etc.) to ensure funding for the following expenses: compensation, land clearance, and land fund creation for student housing projects within the locality. In cases where localities receiving supplementary balance transfers from the central government have large numbers of students (over 10,000 students) from centrally-managed institutions with significant housing needs but face difficulties in securing funds for compensation, land clearance, and land fund creation for student housing projects, partial support may be provided from government bond funds. The Ministry of Construction shall take the lead, in coordination with the Ministry of Planning and Investment and the Ministry of Finance, to determine the level of support, compile reports, and submit them to the Prime Minister for consideration and decision."
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision takes effect from December 23, 2010 and applies to student housing development projects under Decision No. 65/2009/QĐ-TTg dated April 24, 2009 of the Prime Minister.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
