Issuing the Supplementary List of Crop Varieties and Fertilizers Permitted for Production, Business, and Use in Vietnam

Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009 dated October 9, 2009 amending Article 3 of Decree No. 01/2008/ND-CP of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Law on Quality of Products and Commodities dated November 21, 2007;
Pursuant to the Seed Law dated March 24, 2004;
Pursuant to Decree No. 113/2003/ND-CP dated October 7, 2003 of the Government on the management of fertilizer production, business, and use; Decree No. 191/2007/ND-CP dated December 31, 2007 of the Government amending and supplementing certain articles of Decree No. 113/2003/ND-CP dated October 7, 2003 of the Government on the management of fertilizer production, business, and use;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Law on Quality of Products and Commodities;
Pursuant to Circular No. 36/2010/TT-BNNPTNT dated June 24, 2010 of the Minister of Agriculture and Rural Development on the issuance of regulations on fertilizer production, business, and use;
The Ministry of Agriculture and Rural Development issues the Supplementary List of Crop Varieties and Fertilizers Permitted for Production, Business, and Use in Vietnam.

Article 1. Issued together with this Circular

1. The Supplementary List of Crop Varieties Permitted for Production and Business in Vietnam includes: 07 pure rice varieties; 01 glutinous rice variety; 03 hybrid rice varieties, 01 hybrid corn variety, 01 tobacco variety, and 03 grass varieties (Annex 01 attached).

2. The Supplementary List of Fertilizers Permitted for Production, Business, and Use in Vietnam (including fertilizers re-registered from the Fertilizer List issued with Decision No. 40/2004/QD-BNN dated August 19, 2009; Decision No. 77/2005/QD-BNN dated November 23, 2005 of the Minister of Agriculture and Rural Development) (Annex 02 attached) includes 08 types, divided into:

Bio-fertilizers: 01 type;

Organic bio-fertilizers: 03 types;

Biological organic fertilizers: 02 types;

Fertilizers with growth regulators added: 01 type;

Mineral organic fertilizers: 01 type.

3. The List of Fertilizers Replacing Those Already Named in the List of Fertilizers Permitted for Production, Business, and Use in Vietnam but with Adjustments in Name, Composition, Registered Content, and Registration Units (Annex 03 attached), including 27 types, divided into:

Organic bio-fertilizers: 02 types;

Mineral organic fertilizers: 04 types;

Foliar fertilizers: 21 types;

Article 2. This Circular shall take effect 45 days from the date of issuance.

Article 3. The Director of the Ministry's Office, the Director of the Crop Cultivation Department, the Director of the Science and Technology and Environment Department, the Directors of the Departments of Agriculture and Rural Development of provinces and centrally governed cities, and the Heads of related units are responsible for implementing this Circular./.
