DECREE-LAW

No. 70 dated December 1, 1945

CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

After the Council of Ministers had agreed;

DECREE-LAW:

Article 1: Appoints Mr. Le Van Hien, Minister of Labor, as a special envoy of the Government in South Central Vietnam and Southern Vietnam.

Article 2: The special envoy shall have the following duties:

1- To inspect the work of local People's Committees and administrative agencies;

2- To reform local administrative agencies to ensure uniformity;

3- To resolve with local People's Committees ordinary issues, except those of significant importance which must be reported to the Government.

4- To maintain communication between the Central Government and local People's Committees;

5- To receive complaints or petitions from the public;

6- To visit troops and battlefields, inspecting military situations.

Article 3: The special envoy shall undertake these duties for an indefinite period of time.

Article 4: Ministers of the Ministries of Interior Affairs, Finance, National Defense, and Labor are responsible for implementing this Decree-Law.
