PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
To assist the Prime Minister in receiving and handling difficulties and recommendations of enterprises of all economic sectors;
Upon the proposal of the Minister, Chairman of the Government Office, and the Minister of Planning and Investment,
DECISION:
Article 1. Establish a coordination team for inter-ministerial work (hereinafter referred to as the Coordination Team) to assist the Prime Minister in receiving and handling difficulties and recommendations of enterprises of all economic sectors in Ho Chi Minh City, Southeastern provinces, and the Mekong Delta.
Article 2. The Coordination Team shall have the following main tasks and authorities:
- Organizing the collection and reception of difficulties and recommendations of enterprises of all economic sectors in the localities mentioned in Article 1 of this Decision; based on the functions, tasks, and management authority of state agencies as prescribed by the Government and current legal regulations to promptly resolve these recommendations and difficulties.
- Urging and inspecting enterprises and operational units under ministries, sectors, and localities in implementing decisions of the Government, state management agencies, and the Coordination Team. In case of discovering violations, it has the right to handle them on-site according to its authority through appropriate measures.
- Studying and recommending to the Prime Minister and relevant agencies issues related to supplementing, amending existing regulations, or issuing new policies and economic management systems to meet practical requirements.
Performing other tasks assigned by the Prime Minister or proposed by leaders of participating agencies in the Coordination Team.
Article 3. The Coordination Team shall be headed by the Minister of Planning and Investment as the Team Leader, with a Deputy Minister of Planning and Investment as the Deputy Leader, and shall include members who are leaders of the following agencies:
1. Deputy Minister of Finance.
2. Deputy Minister of Trade.
3. Deputy Minister of Labor, Invalids, and Social Affairs.
4. Deputy Director of the Government Office.
5. Deputy Inspector General.
6. Deputy Governor of the State Bank.
7. Deputy Head of the Central Enterprise Management Reform Board.
8. Deputy Director General of the General Department of Customs.
9. Deputy Chairman of the People's Committee of Ho Chi Minh City.
10. Deputy Chairman of the People's Committee of Dong Nai Province.
11. Deputy Chairman of the People's Committee of Binh Duong Province.
Each agency with the above members shall assign a leading cadre at the department or provincial level to participate in the permanent expert group of the Coordination Team under the direct leadership of the Deputy Leader of the Coordination Team.
Article 4. The workplace of the Coordination Team shall be located at Administrative and Management Bureau 2 of the Government Office, Ho Chi Minh City.
The operating funds, office space, working equipment, and staff of the Coordination Team shall be guaranteed by the Government Office.
The Coordination Team may use the seal of the Ministry of Planning and Investment to serve its work.
Article 5. The term of operation of the Coordination Team shall be from the date this Decision takes effect until December 31, 1999.
Article 6. The operational regulations of the Coordination Team are issued together with this Decision.
Article 7. This Decision shall take effect from the date of signature. The Minister, Chairman of the Government Office, the Minister of Planning and Investment, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of Provincial People's Committees, and members of the Coordination Team are responsible for implementing this Decision.

REGULATIONS
WORK OF THE COORDINATION TEAM FOR INTER-MINISTERIAL WORK TO ADDRESS DIFFICULTIES AND RECOMMENDATIONS OF ENTERPRISES IN SOUTHERN PROVINCES.
(Issued together with Decision No. 703/QĐ-TTg dated August 13, 1998 of the Prime Minister)

Article 1. The Working Group shall be directly under the direction of the Minister of Planning and Investment in accordance with the tasks and authorities stipulated in the Decision establishing the Working Group signed by the Prime Minister. The Working Group has the right to independently work with central ministries, sectors, local authorities, and entities within its operational area.
Article 2. The Working Group operates and works according to the principle of democratic centralism, collective leadership, individual responsibility, and majority decision-making. Opinions differing from the collective decision of the Working Group shall be reported to the Prime Minister for consideration and decision.
Article 3. The Head of the Working Group has the following responsibilities and authorities:
- To be responsible before the Prime Minister for all activities of the Working Group.
- To direct and manage all aspects of the Working Group's regular operations; to manage the daily work of the permanent staff group to coordinate and harmonize the activities among members of the Working Group.
- To convene and chair meetings of the Working Group.
- To participate in Government meetings and working sessions of the Prime Minister and Deputy Prime Ministers related to assigned tasks and areas. If the Head is absent, another member of the Working Group may be delegated to attend the meeting.
- To report the activities of the Working Group to the Prime Minister.
Article 4. Working schedule:
- The Working Group holds full meetings on a regular basis every ten days. Additionally, depending on specific circumstances, the Head of the Working Group may convene extraordinary meetings. The meeting venue is decided by the Head.
- The permanent staff group maintains a regular working schedule at the Working Group’s workplace.
- The signing of documents and the use of seals are carried out in accordance with regulations issued by the Head.
Article 5. Principles for receiving and handling difficulties and suggestions from businesses:
- The Working Group directly receives various types of information reflecting difficulties and suggestions from businesses in forms such as letters, telegrams, work-related correspondence, etc., and through direct business feedback. The reception of these information is organized by the permanent staff group.
- The Working Group only handles issues that require inter-ministerial coordination and synthesis of opinions from multiple agencies. Issues within the exclusive jurisdiction of each agency are handled directly by that agency; in cases where such information is received, the Working Group has the responsibility to guide businesses to contact the appropriate person or transfer the information to the responsible agency.
- In principle, when handling information, the Working Group has the authority to decide on measures to resolve issues specified in regulatory documents, state decisions, and those of relevant agencies; in cases of new developments beyond the scope of regulations or exceeding authority, the Working Group reports to the Prime Minister for guidance.
- Within the latest five days from the date of receipt of information, except for issues that can be immediately answered or directed, the permanent staff group must analyze and make recommendations on business requests to report to the Head and Deputy Head. At full meetings, the Working Group will base their decisions on these recommendations. These decisions are promptly communicated to the information provider and take effect for all related organizations and individuals, including businesses and state management agencies at all levels.
Article 6. Regime for inspection and supervision of implementation.
- To assess the effectiveness and impact of decisions on handling as well as compliance with regulations on the performance of public duties, the Task Force has the right to inspect the implementation by enterprises as well as operational units under central ministries and sectors and at all levels of People's Committees. During the inspection process, if discovering organizations or individuals not fully complying with decisions or showing signs of violating general state policies and regimes, depending on the level of violation, the Task Force has the right to apply appropriate measures from reminders and reprimands to drafting reports and temporarily suspending activities to report to competent authorities for decision.
- Enterprises of all economic components, organizations, and individuals working within the state administrative management system at all levels have the responsibility to create favorable conditions for the Task Force, and may not obstruct the Task Force and its members in any form when requested to be inspected or supported.
- Inspections can be conducted unexpectedly without prior notice to the inspected entities.
Article 7. Requirements for members of the permanent expert group of the Task Force.
Members must be capable officials with expertise, mastery of their field, good political qualities, and high moral standards. It is strictly prohibited to abuse authority and responsibilities to hinder normal business operations of enterprises, as well as to harass, extort, cause inconvenience... to enterprises and related organizations and individuals.
Article 8. Special work permit card.
When conducting inspections and supervisions, members of the Task Force and the permanent expert group must carry and present special work permit cards. The model of the card shall be uniformly issued, managed, and widely publicized by the Minister of Planning and Investment for everyone to know. Upon being relieved of duties from the Task Force and the permanent expert group, the work permit card must be returned to the Minister of Planning and Investment.
Article 9. Amendment and supplementation of the regulation.
During the implementation process, if it is necessary to amend and supplement the regulation to meet practical requirements, the Task Force leader shall study and submit to the Prime Minister for approval.
