Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 653/QD-BNN-BVTV of the Minister of Agriculture and Rural Development dated March 16, 2010 on declaring the black-streaked dwarf disease affecting rice in provinces and centrally governed cities from Quang Ngai northward;
CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE PLANT PROTECTION DEPARTMENT,
DECISION:
Article 1. Given the dangerous nature of the black-streaked dwarf disease affecting rice, it is required that provinces and centrally governed cities promptly detect and identify locations where rice is affected by the disease, declare the affected areas to isolate, prevent, and control the spread of the disease.
Article 2. Upon discovering locations where rice is affected by the black-streaked dwarf disease, the Department of Agriculture and Rural Development, the Plant Protection Sub-department of the province or centrally governed city shall be responsible for inspecting, verifying, assessing the rate of infection, evaluating the risk of spread, and advising the Chairman of the People's Committee of the province or centrally governed city to decide on declaring the disease in specific areas (villages, communes). In cases of declaring the disease across the entire province or centrally governed city, the Department of Agriculture and Rural Development, the Plant Protection Sub-department of the province or centrally governed city shall urgently report to the Plant Protection Department for joint inspection and assessment before submitting to the People's Committee of the province or centrally governed city for consideration and declaration.
Article 3. This Decision takes effect from the date of issuance.
Article 4. The People's Committees of provinces and centrally governed cities, heads of relevant units under the Ministry of Agriculture and Rural Development shall implement this Decision and promptly report any difficulties encountered during implementation./.
