Guidelines for financial support from the state budget to implement

 the movement "All people unite to build a new life in residential areas"

 and other fundraising movements initiated by the Central Committee of the Vietnam Fatherland Front

Implementing Directive No. 23/1998/CT-TTg dated May 20, 1998 of the Prime Minister on enhancing coordination with the Vietnam Fatherland Front Central Committee to promote the movement "All people unite to build a new life in residential areas," the Ministry of Finance and the Central Committee of the Vietnam Fatherland Front jointly issue guidelines on principles for financial support from the state budget and the use of such supported funds for implementing the movement as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

Article 1. The mass movement for all people to unite in building a new life in residential areas and the emergency fundraising movement to support affected people in overcoming natural disaster consequences and international assistance, as directed by the Party and the Government, initiated by the Central Committee of the Vietnam Fatherland Front, are significant political and social movements with large-scale organization. These movements will be financially supported from the state budget for their implementation.

Article 2. Based on the budget estimates for these movements, current financial expenditure regulations, and budget capacity, the Ministry of Finance reports to the Government for financial support for activities carried out by the Central Committee of the Vietnam Fatherland Front, while the Provincial Department of Finance and Prices reports to the People's Committees of provinces and cities for financial support for activities carried out by local Fatherland Front organizations.

Article 3. The Fatherland Front organizations at all levels are responsible for managing and using the supported funds according to current financial expenditure regulations. At the end of each quarter, year-end, and upon completion of the movement, the Fatherland Front organizations must settle accounts with the corresponding financial authorities as stipulated.

II. SPECIFIC PROVISIONS:

Clause 1. Contents of expenditures for the movements:

- Expenditures for information dissemination and propaganda to mobilize people's participation in the movements.

- Expenditures for inspection, urging, and organizing the implementation of the movements.

- Expenditures for interim and final reviews of the movements:

+ For the movement "All people unite to build a new life in residential areas," annual interim meetings are organized, and commendation meetings are held every five years.

+ For the emergency fundraising movement, one launch meeting and one summary meeting are organized.

- Expenditure for rewarding outstanding collectives and individuals in the campaigns.

- Other expenses (if any).

Clause 2. Budget preparation, execution, and settlement:

The preparation, execution, and settlement of the state budget shall be carried out in accordance with Circular No. 103/1998/TT-BTC dated July 18, 1998, issued by the Ministry of Finance, guiding the decentralization, preparation, execution, and settlement of the state budget.

Point a. For the movement "All people unite to build a new life in residential areas":

Annually, along with preparing the budget estimate for the next year, the Fatherland Front organizations at all levels prepare the budget estimate for supporting the movement "All people unite to build a new life in residential areas" according to the expenditure items specified in Clause 1 above, and incorporate it into the overall budget estimate of the organization to be submitted to the corresponding financial authority. The financial authority at the same level is responsible for incorporating it into the budget estimate for revenue and expenditure and reporting to the competent authority for approval.

Point b. For the emergency fundraising movement:

Based on the directives of the Party and the Government and the guidance of the Fatherland Front Central Committee regarding the emergency fundraising movement, the expenditure items specified in Clause 1 above, the Fatherland Front organizations at all levels prepare the budget estimate for supporting the movement and submit it to the corresponding financial authority. The financial authority at the same level promptly reviews and submits it to the competent authority for supplementary approval of the budget estimate for supporting the movement.

III. IMPLEMENTATION:

This Circular takes effect fifteen days from the date of signature. During its implementation, if there are any difficulties, they should be reported to the Ministry of Finance and the Standing Board of the Central Committee of the Vietnam Fatherland Front for consideration and resolution.
