CIRCULAR

JOINT CIRCULAR OF THE MINISTRY OF FINANCE AND THE NATIONAL FRONT FOR UNITY AND PROGRESS NO. 71/1999/TTLT-BTC-MTTW DATED JUNE 11, 1999 GUIDING THE SUPPORT OF OPERATING FUNDS FROM THE STATE BUDGET TO IMPLEMENT THE CAMPAIGN "THE WHOLE PEOPLE UNITE TO BUILD A NEW LIFE IN COMMUNITIES" AND OTHER CAMPAIGNS INITIATED BY THE NATIONAL FRONT FOR UNITY AND PROGRESS

Pursuant to Directive No. 23/1998/CT-TTg dated May 20, 1998 of the Prime Minister on strengthening coordination with the National Front for Unity and Progress to promote the campaign "The whole people unite to build a new life in communities," the Ministry of Finance and the National Front for Unity and Progress issue guidelines on the principles of supporting operating funds from the State budget and using the supported funds for implementing the campaigns as follows:

I. GENERAL PROVISIONS

1. The campaign "The whole people unite to build a new life in communities" and the emergency fundraising campaign to support the affected population in overcoming the consequences of natural disasters and international assistance, as initiated by the National Front for Unity and Progress according to the directives of the Party and the Government, are significant political and social campaigns with large-scale organization. These campaigns will be supported with operating funds from the State budget for their implementation.

2. Based on the budget estimates for the campaigns, current financial expenditure regulations, and budgetary capacity, the Ministry of Finance reports to the Government to support funds for activities carried out by the National Front for Unity and Progress, while the Department of Finance and Prices reports to the People's Committees of provinces and cities to support funds for activities carried out by local fronts.

3. The National Front for Unity and Progress at all levels shall be responsible for managing and utilizing the supported funds in accordance with current financial expenditure regulations. At the end of each quarter, year-end, and upon completion of the campaign, the National Front for Unity and Progress must settle accounts with the corresponding financial authorities as stipulated.

II. SPECIFIC PROVISIONS

1. Contents of expenditures for the campaigns:

- Expenditures for information dissemination and propaganda to mobilize the public to participate in the campaigns.

- Expenditures for inspection, urging, and organizing the implementation of the campaigns.

- Expenditures for mid-term and final reviews of the campaigns:

+ For the campaign "The whole people unite to build a new life in communities," annual mid-term meetings and five-yearly commendation meetings shall be organized.

+ For the emergency fundraising campaign, a launch meeting and a final review meeting shall be organized.

- Expenditure for rewarding outstanding collectives and individuals in the campaigns.

- Other expenses (if any).

2. Budget preparation, execution, and settlement:

The preparation, execution, and settlement of the State budget shall be carried out in accordance with Circular No. 103/1998/TT-BTC dated July 18, 1998 of the Ministry of Finance guiding the decentralization, preparation, execution, and settlement of the State budget.

a/ For the campaign "The whole people unite to build a new life in communities":

Annually, along with the preparation of the budget estimate for the following year, the National Front for Unity and Progress at all levels shall prepare the budget estimate for supporting the campaign "The whole people unite to build a new life in communities" according to the expenditure items specified in point 1 above, and consolidate this into the overall budget estimate of the agency to be submitted to the corresponding financial authority. The corresponding financial authority shall be responsible for consolidating it into the budget revenue and expenditure estimate and reporting to the competent authority for approval.

b/ For the emergency fundraising campaign:

Based on the directives of the Party and the Government and the guidance of the National Front for Unity and Progress regarding the emergency fundraising campaign, the expenditure items specified in point 1 above, the National Front for Unity and Progress at all levels shall prepare the budget estimate for supporting the campaign and submit it to the corresponding financial authority. The corresponding financial authority shall promptly submit it to the competent authority for supplementary approval of the budget estimate for supporting the campaign.

III. IMPLEMENTATION:

This circular takes effect fifteen days from the date of signature. During its implementation, if there are any difficulties, they should be reported to the Ministry of Finance and the Standing Board of the National Front for Unity and Progress for consideration and resolution.
