Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the People's Committee of An Giang Province at Report No. 20/TTr-UBND dated March 20, 2006, Circular No. 3298/UBND-TH dated October 17, 2006, and the recommendations of the Ministry of Planning and Investment at Circular No. 9091/BKH-TĐ&GSĐT dated December 7, 2006 regarding the Master Plan for Socio-Economic Development of An Giang Province until 2020. dated March 20, 2006, Decision No. 3298/UBND-TH dated October 17, 2006, and the proposal of the Ministry of Planning and Investment at Document No. 9091/BKH-TĐ&GSĐT dated December 7, 2006 regarding the Overall Plan for Economic and Social Development of An Giang Province up to 2020.

Article 1. Approves the Master Plan for Socio-Economic Development of An Giang Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

Accelerate economic growth sustainably, build An Giang into an open economic area and a key trading hub between provinces in the Mekong Delta region and Cambodia and other ASEAN countries. Enhance and proactively integrate and actively exploit potential and advantages to promote growth. Develop the economy in conjunction with protecting natural resources and the environment, ensuring sustainable development.

Combine industrialization of agriculture and modernization of rural areas with expanding and building new urban areas and key economic zones, having dynamic industry and services. Economic growth goes hand in hand with cultural and social development, ensuring that all citizens have opportunities to participate and benefit from development outcomes. Improve mechanisms for talent utilization alongside enhancing human resource quality, particularly management cadres, science and technology cadres, and business leaders.

Closely combine economic development with ensuring national defense and security, especially border security. Consolidate the political system and state administrative apparatus.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Fundamentally transform all production, business, service activities, and economic-social management from primarily manual labor to advanced technological labor based on industrial development and scientific and technological progress, creating high social labor productivity. Invest in developing programs, projects, and initiatives with focus and actively implement international economic integration.

2. Specific objectives

Average annual GDP growth rate during the period 2006-2010 reaches 12%, and during the period 2011-2020 reaches 11%.

Per capita GDP reaches 927 USD in 2010 and 2,467 USD in 2020.

Achieve a breakthrough in restructuring the economic structure of the Province, in 2010: agriculture - forestry - aquaculture accounts for 24.8% of GDP, industry - construction 15.5%, services 59.7%; in 2020: agriculture - forestry - aquaculture 11.2%, industry - construction 20.2%, services 68.6%.

Export turnover value in 2010 reaches 700 million USD and in 2020 reaches 4.3 billion USD, export value growth rate reaching 16.3% per year during the period 2006-2010, 20% per year during the period 2011-2020.

Reduce population growth rate phase from now to 2010 down to 1.1% and phase 2011-2020 is 1%. Strive to reduce malnutrition rate of children under 5 years old to 19% in 2010 and below 10% in 2020.

By the end of 2007, complete universal primary education and universal compulsory education, by 2015 complete universal secondary education. By 2010, most schools meet national standards.

The proportion of trained labor increases to 25%-30% in 2010 and over 50% in 2020. Urban unemployment rate remains at 4.8% in 2010 and at natural unemployment rate (below 5%) in 2020; increase labor time usage in rural areas to 80%-85% in 2010 and over 90% in 2020.

Improve and enhance people's living standards, clean water access rate for urban residents reaches 96% in 2010 and 100% in 2020; clean water access rate for rural residents reaches over 80% in 2010 and over 90% in 2020; reduce poverty household rate below 5% in 2010 and below 3% in 2020; by 2010, radio and television coverage throughout the Province; electricity access rate for households exceeds 95% in 2010 and reaches 100% in 2020.

Harmonize economic development with natural resource protection and environmental conservation. Increase forest cover and long-term industrial and fruit tree coverage to 20.5% in 2010 and 30% in 2020.

III. DIRECTION FOR DEVELOPMENT OF SECTORS AND INDUSTRIES

1. Agriculture, Forestry, Aquaculture

Ensure food security while promoting exports of high-quality agricultural and forestry products. Reduce the proportion of crop product value from 80.7% in 2005 to 78.8% in 2010, increase livestock product value proportion from 6.5% to 7.2% in 2010, and agricultural service value proportion from 12.8% to 14% in 2010. Increase average production value per hectare of cultivation from 37.27 million VND currently to 53.34 million VND in 2010.

Develop aquaculture production on the viewpoint of reasonably combining exploitation, breeding, and processing, creating large quantities of goods; make the aquaculture sector a spearhead of the Province. Total area for aquaculture breeding reaches over 6,400 hectares in 2010 and over 11,800 hectares in 2020. Mainly breeding areas are in the Mekong River confluence at My Hoa Hung commune, downstream of the Hau River, Vinh Xuong commune, Tan Chau district, downstream of the Cai Vung River at Phu Tan district, downstream of the Mekong River at My Hiep commune. Focus on protecting water sources and controlling waste.

Invest in research and development of high-yield, high-quality, disease-resistant crop and animal breeds suitable for the ecological conditions of the Province.

2. Industry and Small-scale Handicraft Industry

By 2010, complete the construction of centralized industrial parks: Binh Long (Chau Phu) with an area of 66.55 hectares; Binh Hoa (Chau Thanh) with an area of 145.7 hectares; initiate infrastructure investment for the Vam Cong Industrial Park (Long Xuyen) with an area of 500 hectares. Continue researching and investing in and constructing some new industrial parks after 2010.

Processing industry for aquatic products, processing industry for grains and foodstuffs: invest in storage systems, drying systems, silos for storing agricultural products; process various types of agricultural and aquatic products into consumer goods for domestic consumption and export. Strive to ensure that most agricultural and aquatic products in the region reach the market through processing by 2010.

The manufacturing and mechanical repair industry: continue to research and mechanize seedling planting, harvesting, threshing stages; improve drying equipment to meet quality requirements; enhance machine manufacturing capacity for agricultural machinery.

The mining and construction materials production industry: exploit mineral resources closely tied with environmental protection and scenic tourism conservation. Improve the quality of construction material products from the Province, increase competitiveness in domestic markets and exports.

Develop the garment, leather shoe, electronic assembly, and information technology industries to serve both domestic and export markets.

Traditional small-scale handicrafts: develop handcrafted art products for tourism and upgrade traditional specialty goods of An Giang.

Wood processing and forest product industry: enhance the commercial value of forest products, especially those from planted forests, to meet consumption and export demands.

3. Trade and Services

- Trade: build infrastructure and organize civilized and modern trade activities. Focus on serving exports, exploiting and expanding domestic markets. Encourage various economic sectors to participate in trade, pay attention to rural, mountainous, and border market exploitation.

Develop Long Xuyen City and Chau Doc Town into major dynamic trading centers of the Province; Tan Chau - Vinh Xuan and Tinh Bien - Tri Ton - Nui Sap areas as economic locomotives of the Province to attract other regions' development. By 2010, the entire Province should have 9 Type I markets (newly built 5 markets), upgrade 15 Type II markets (total 48 Type II markets), with an average of one market per commune. By 2020, continue to increase the number of markets by 5%, mainly developing supermarkets, with approximately 300 markets in total. Expand central markets and continue forming new markets in districts.

Border gate area Tinh Bien: gradually build synchronized infrastructure linked with population distribution and development of export-import business services. For the two border economic zones Vinh Xuan and Khanh Binh: focus on trade, tourism, and processing industries serving exports. Continue to invest in synchronized infrastructure and bonded warehouses of border economic zones. Form some related service industries to border economic activities.

Develop various types of financial, banking, insurance, investment advisory, technology transfer, intellectual property, management advisory, legal advisory, e-commerce, telecommunications services to meet production needs, living standards, and align with the development trends of modern market economies, contributing to quickly transforming the economic structure and labor force structure of the Province.

- Tourism: fully utilize resources to build and develop tourism into a leading economic sector of the Province; diversify tourism products, promote joint ventures and cooperation with domestic and international tourism units. By 2010, attract five million visitors and increase by 1.3 times by 2020. Develop key tourist areas: Sam Mountain, Cam Mountain, Co To Mountain, Giai Mountain, Bac Ton Commemoration Area, and My Khanh Entertainment Park. Develop intra-provincial tourist routes: Long Xuyen - Cho Moi - Chau Thanh - Thoai Son, Chau Doc - Chau Pu - An Pu, Phu Tan - Vinh Xuan, and Tri Ton - Tinh Bien; develop inter-provincial and international tourist routes. Develop tourism products such as sightseeing tours, resort vacations, eco-tourism, sports tourism, entertainment, cultural tourism, souvenir shopping, and culinary tourism.

4. Social Fields

- Education and Training:

Develop a widespread network of kindergartens and general schools, promote socialized education. Strive for 80% of primary school teachers to have college degrees, 90% of secondary school teachers to have bachelor's degrees, and 20% of high school teachers to have postgraduate degrees. Gradually complete infrastructure systems to meet educational development goals, aiming for 100% of classrooms to be solid by 2010. Diversify training forms, focusing on retraining and enhancing the qualifications of current workers.

Invest in developing An Giang University into a high-quality human resource supply center for the Province; establish An Giang Cultural Arts High School by 2010 and upgrade it to a College by 2020; by 2010, upgrade An Giang Vocational School and An Giang Economic and Technical High School to Regional Vocational Colleges in Long Xuyen; establish a Regional Vocational College in Chau Doc; build seven vocational training centers in districts; convert the Provincial Continuing Education Center into a Community College. By 2020, establish a Regional Vocational College in Tan Chau.

- Implement comprehensive and effective poverty reduction programs, create conditions for the poor to access basic social services, strive to lift 11 particularly difficult communes out of poverty, and basically complete the objectives of Program 135.

- Health care and community health: implement national health programs well, pay attention to people's health. Proactively prevent and control diseases, maintain polio eradication results, eliminate neonatal tetanus, and blindness due to vitamin A deficiency. Strive to achieve leprosy elimination standards by 2008, basically eliminate malaria, measles, and goiter by 2010. Implement comprehensive target health programs. Develop and expand health insurance coverage, gradually moving towards universal health insurance by 2010. Ensure that all communes, wards, and towns have health stations, each station having ten beds; 100% of communes have doctors and midwives; 100% of villages have healthcare personnel; by 2010, aim for five doctors per ten thousand people and 0.8 university-level pharmacists per ten thousand people, by 2020, eight doctors per ten thousand people and over 1.2 university-level pharmacists per ten thousand people.

From now to 2010: establish the Center for Sexually Transmitted Diseases and HIV/AIDS Prevention; construct the new Drug Testing Center; build the College of Health on the basis of the existing Health High School with a scale of 800-900 students. Establish the Obstetrics and Pediatrics Hospital with 500 beds; construct the new An Giang Central General Hospital with 600 beds, the Chau Doc General Hospital with 500 beds; build the Tuberculosis and Lung Disease Hospital, the Mental Hospital with 100 beds, and the Traditional Medicine Hospital with 50 beds. Continue to invest in developing Cardiology, Ophthalmology, ENT, and Dental Hospitals into high-tech specialized hospitals.

- Culture - information - sports: Strive to eliminate white spots regarding the enjoyment of six types of culture and art forms: theater, cinema, library, museum relic, exhibition, and mobile information by 2010. Continue to invest in the Ba Chuc relic, Tuc Dup Hill, and build the Oc Eo relic area; construct the new Cultural Information Center and the Provincial College of Culture and Art. Develop a strong contingent of talented athletes at high levels, approaching regional standards. Vigorously develop mass physical culture and sports movements to enhance people's health.

5. National defense and security

Leverage the tradition of national solidarity, the strength of the political system, raise awareness of self-reliance and self-strengthening, exploit all resources, intensify the implementation of the two strategic tasks of building a whole-of-the-people national defense and a solid people's security posture.

Focus on building a strong and comprehensive armed force, enhancing overall strength, combat power, and readiness level to meet requirements in all situations.

Maintain political security and social order and safety. Effectively combat the destructive activities of hostile forces.

Complete the system of national defense works and combat facilities along the border for border security and to build a peaceful and friendly border line with the Kingdom of Cambodia.

6. Infrastructure development

a) Transportation:

- National Highway 91:

+ From now to 2010, construct new bridges to replace Nguyen Trung Truc Bridge, Chac Ca Dao Bridge, Kinh Xang Cay Duong Bridge, Thay Pho Bridge, and Huu Nghia Bridge (Tinh Bien); construct new bridges to replace the remaining ones from Sai San Bridge to Ben Thu Junction to meet the design load standard H30; upgrade the section from Chau Doc to Tinh Bien;

+ From 2011 to 2015: upgrade and widen National Highway 91 from Nguyen Trung Truc Bridge to Chau Doc to meet the standard of a third-class road in the delta. Complete the construction of the expressway Long Xuyen - Chau Doc - Khanh Binh before 2020.

- Route N1:

+ From now to 2010: complete the upgrading of the route from Tinh Bien - Ha Tien (section within An Giang province) to meet the standard of a fourth-class road in the delta, construct 20 new bridges along the route according to the design load standard H30; complete the construction of the section from Tan Chau to Chau Doc, meeting the standard of a fourth-class road in the delta;

+ From 2011 to 2020: in 2011, construct the Chau Doc Bridge over the Hau River, in 2015, construct the Tan Chau Bridge over the Tien River, upgrade the section of Route N1 within An Giang province to meet the standard of a third-class road in the delta.

- Route N2 (Ho Chi Minh Road):

+ From now to 2010: construct the Vam Cong Bridge over the Hau River; construct roads and bridges on the bypass route around Long Xuyen city; upgrade the Long Xuyen - Nui Sap route to meet the standard of a third-class road in the delta;

+ From 2011 to 2020: upgrade the section from Thoai Giang to Rach Gia (part within An Giang province) to meet the standard of a fourth-class road in the delta by 2015; upgrade the entire route to meet the standard of a third-class road in the delta by 2020.

- Construct the Long Binh Bridge over the Binh Di River connecting the land border traffic between Vietnam and Cambodia during the period 2006-2010;

- Construct the An Hoa Bridge over the Hau River during the period 2011-2020;

- Upgrade Provincial Road 956 to become a national highway, meeting the standard of a third-class road in the delta; upgrade Provincial Road 944 to meet the standard of a third-class road in the delta, and Provincial Roads 943 and 957 to meet the standard of a fourth-class road in the delta during the period from now to 2010; upgrade Provincial Roads 942, 952, and 954 to become national highways according to the standard of a third-class road in the delta during the period 2011-2015;

- Excavate the Hau River channel from the Dien An Gate to Vinh Xuan Border Gate (within An Giang province) to ensure passage for ships with a capacity of 5,000 DWT. Expand and upgrade the Binh Long Port to reach a capacity of 300,000 tons/year; expand and upgrade the My Thoi Port to reach a capacity of 1 million tons/year, capable of receiving ships of 10,000 tons; construct the Tan Chau Port during the period from now to 2010, capable of receiving ships of 10,000 tons. Construct two new ferry terminals at Chau Giang and Tan Chau during the period from now to 2010.

b) Electricity, postal and telecommunications:

Construct the transmission line Rach Gia - Tri Ton - Chau Doc; construct substations in Long Xuyen, Cho Moi, Tan Chau, Tri Ton, Tinh Bien, Chau Thanh areas, and increase the capacity of existing substations.

By 2010, telecommunications and Internet infrastructure will cover the entire province with large capacity, high speed, quality, and reasonable prices to meet the requirements of information exchange; telephone density of 22 units/100 people, Internet subscription density of 3.8 subscriptions/100 people. By 2020, An Giang will reach a relatively good average level nationwide in terms of the development of information technology and communication.

c) Water supply and drainage:

Upgrade and construct new water plants in towns, districts, and cities to ensure service for industrial and commercial activities.

Increase the clean water supply capacity to reach 50 million m3/year by 2010. In the period from now to 2010, construct several new plants with a total capacity of 50,000 m3/day, increasing the total capacity of urban water supply plants to 165,000 m3/day.

Upgrade and construct new drainage and wastewater treatment systems. By 2010, complete and upgrade the drainage and wastewater treatment systems of Long Xuyen City, Chau Doc District, and provincial industrial zones; by 2020, invest in and upgrade the drainage and wastewater treatment systems of other districts and industrial clusters.

Maintain and dredge to expand 18 first-class canal projects, 228 second and third-class field canals with a total length of 4,156 km. The total volume of embankment construction is nearly 20,000 m3.3 With a capacity to serve approximately 210,000 hectares.

7. Environmental Protection

Harmonize economic development with resource protection and environmental conservation to ensure sustainable development.

Protect and maintain the quality of water sources, conserve natural ecosystems and scenic landscapes of the Thất Sơn Natural Heritage Site. Organize waste disposal systems and manage waste treatment, especially in urban areas, towns, and market towns.

Build enforcement capabilities for environmental management based on enhancing the capacity of environmental management agencies and implementing planning enforcement mechanisms.

Strive to achieve by 2010 that 90% of solid waste is collected and treated, over 60% of waste is processed, and 100% of hospital waste is treated; by 2020, all solid waste should be collected and over 90% of waste should be treated.

Apply advanced technology in sanitation to ensure a clean environment in rural areas.

IV. GUIDELINES FOR DEVELOPMENT BY TERRITORIAL ZONES

1. Flood Prevention Planning:

Continue investment in clearing the flood drainage channel system to the West Sea.

Arrange production according to regions and sub-regions based on the impact of floods. Schedule crop seasons based on annual flood cycles and peak flood levels.

Urban planning shall be carried out with the principle of thorough flood prevention, at least 30 cm to 40 cm above the 2000 peak flood level; invest in completing and effectively utilizing existing residential areas and community clusters; construct new residential clusters along first and second-class canals.

Implement measures to prevent erosion of the banks of the Tiền River and Hậu River, regulate river flow, plan relocation and resettlement of residents in severely eroded areas.

2. Organization of Corridors and Urban Systems

- Form corridors along several main transportation routes:

+ National Highway 91: Long Xuyên - Châu Thành - Châu Phú - Châu Đốc - Tịnh Biên, with the industrial zone of Vàm Cống (Long Xuyên), Bình Hòa (Châu Thành), Bình Long (Châu Phú) as centers, and Châu Đốc as a key node of the development corridor leading to the international border economic zone at Xuân Tô (Tịnh Biên);

+ Provincial Road 943: Phú Hòa - Núi Sập - Ba Thê (Thoại Sơn) - Cô Tô; connecting to Provincial Road 948: Tri Tôn Town - Núi Cấm - Chi Lăng - Nhà Bàng (Tịnh Biên);

+ Provincial Road 956: Cồn Tiên Bridge (Châu Đốc) - Khánh Bình Border Gate (An Phú);

+ Provincial Road 953: Tân Châu - Châu Đốc;

+ Provincial Road 941: Lộ Tẻ - Tri Tôn;

+ Provincial Road 944: An Hòa - Cựu Hội Junction;

+ Along the Tiền River: Provincial Road 942 (Hội An - Mỹ Luông - Chợ Mới Town); Provincial Roads 954 and 952 (Phú Mỹ Town - Chợ Vàm Town - Tân Châu Town - Vĩnh Xương International Border Port).

- On these transportation corridors, focus investments on building and developing urban networks including:

+ Long Xuyên City: to become a Class II city by 2010. Spatial development orientation follows a linear pattern along the Hậu River and National Highway 91. Population size by 2010 is expected to be around 288,000 people;

+ Châu Đốc City: planned as the economic, social, and national defense center in the northwest region of the Province. Spatial development orientation follows a linear pattern along the Hậu River, National Highway 91, and partially towards Núi Sam. Population size by 2010 is expected to be around 123,000 people;

+ Seventeen townships including: Tân Châu, Phú Mỹ, Chợ Mới, Mỹ Luông, Núi Sập, Ba Thê, Tri Tôn, Nhà Bàng, An Phú, An Châu, Cái Dầu, Tịnh Biên, Long Bình, Vĩnh Xương, Cồn Tiên, Bình Hòa, Vĩnh Bình; tourist attractions Núi Sam, Chi Lăng, Ba Chúc, Chợ Vàm, and Phú Hòa. From now until 2010, upgrade Tân Châu Township to a city and Class IV city; from 2011 to 2020, upgrade Cái Dầu and Tịnh Biên Townships to cities;

+ One hundred thirty-four central market towns each with a population of 1,500 to 4,000 people;

+ Accompanying the urban system are three industrial zones and eleven industrial clusters, small-scale industries;

3. Rural, Mountainous, and Border Area Development:

- Strengthen economic restructuring in rural areas;

- Develop rural markets and stimulate demand reasonably;

- Construct infrastructure in rural areas to implement economic restructuring towards industrialization and modernization;

- Develop rural areas according to sub-regions:

+ Sub-region 1: includes four island districts, two-thirds of Châu Đốc City, half of Châu Phú District, half of Châu Thành District, Long Xuyên City, and two-fifths of Thoại Sơn District;

+ Sub-region 2: includes one-third of Châu Đốc City, half of Châu Phú District, half of Châu Thành District, three-fifths of Thoại Sơn District, two-fifths of Tri Tôn District, and one-third of Tịnh Biên District;

+ Sub-region 3: the remaining parts of Tri Tôn and Tịnh Biên Districts, mainly plains and mountain foot rice fields.

V. KEY SOLUTIONS TO IMPLEMENT THE PLAN

1. Management and Implementation of the Plan

Effectively organize the management of the plan as a tool for provincial, district, town, and city-level authorities to guide the implementation of economic and social development tasks.

The People's Committee of the Province will strengthen leadership, build, and manage the plan. Establish regulations on management with clear division of responsibilities among levels responsible for implementation and management of the plan.

Incorporate the plan into the five-year and annual socio-economic development plans.

2. Mobilizing Investment Capital

Mobilize domestic and foreign capital comprehensively to develop the economy and society.

Mobilize capital from land fund exploitation; when necessary, issue project bonds.

Enhance measures to mobilize ODA loans for infrastructure development.

Develop project portfolios managed by localities to concentrate on technical infrastructure investment in phases.

Expand capital mobilization and socialize investment linked to socio-economic development planning.

Practice strict thrift to use funds effectively and increase the investment accumulation rate from the provincial budget. Integrate target programs and national programs within the province to use funds efficiently, avoid waste and loss of capital.

3. Enhance Public Awareness, Develop Human Resources and Science and Technology

Strengthen propaganda and mobilization efforts in conjunction with legal education and legal assistance for the people, especially the poor, ethnic minorities, to help them avoid unnecessary legal risks due to lack of knowledge of the law; at the same time, contribute to preventing and combating social evils in the locality.

Improve the quality of the labor force while encouraging diversification of vocational education and training forms from various economic sectors. Provide vocational training for rural workers and farmers.

Focus on training and nurturing a dynamic, creative, resilient, and ethical business community that meets the requirements for socio-economic development of the Province.

Emphasize the transfer and application of scientific and technological advancements in production, particularly in agriculture, clean manufacturing industries, biotechnology, and information technology.

Invest in building socio-economic infrastructure while enacting preferential policies to attract talent and skilled labor.

4. Enhance administrative management capacity

Continue to vigorously implement the administrative reform program based on reviewing the functions, tasks, and authorities of the Departments, Bureaus, and sectors of the Province and districts; create mechanisms for coordination, enhancing responsibility among relevant agencies in state management, primarily in the administrative procedure process. Train specialized and professional management skills for civil servants and public officials; standardize the cadre team suitable for each stage of development and specific conditions of the Province. Implement the Regulations on grassroots democracy and transparency in information to the people about state policies and local government policies to ensure strict enforcement of laws by state agencies and civil servants.

5. Vigorously combat corruption, negative practices, and social evils

Mobilize the strength of the entire political system, promote propaganda, mobilize, and organize all strata of the people to participate in this struggle to effectively prevent corruption, negative practices, and social evils; especially social evils in border areas such as trafficking women and children, prostitution, drug trafficking, and drug use.

6. Strengthen cooperation with provinces in the Mekong Delta region, Southeastern region, and throughout the country:

Enhance cooperation, linkage, and development with other provinces based on leveraging the unique strengths of each side to共同发展。

Call on investors and enterprises from other provinces to participate in investment and business activities; cooperate and call for investment in tourist areas, industrial zones, and border economic zones. Cooperate with cities like Can Tho, Ho Chi Minh City, Kien Giang, and other provinces in agricultural, fisheries, industrial, and tourism sectors.

Strengthen cooperation with neighboring Cambodia, particularly the two border provinces, to promote the development of trade and services in border economic zones and exploit the development of the border economy.

Article 2. This master plan serves as guidance and a basis for the establishment, approval, and implementation of specialized plans and investment projects within the Province according to regulations.

Article 3. The People's Committee of An Giang Province, based on the socio-economic development goals, tasks, and directions set out in this Decision, shall take the lead and coordinate with relevant Ministries and sectors to direct the preparation and approval of proposals and projects and implement them according to regulations:

- Strategic environmental impact assessment report.

- Master plan for socio-economic development of counties, towns, and cities under the province; master plan for urban system and residential points; construction planning; land use planning and development plans for various industries and fields to ensure comprehensive and synchronized development.

- Study and develop, issue according to authority or submit to competent state agencies for issuance of certain mechanisms and policies appropriate to the development needs of the Province and national laws during each phase to attract and mobilize resources to implement the Master Plan.

- Develop long-term, medium-term, and short-term plans; key development programs; specific projects for focused or phased prioritized investment.

- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to the Master Plan in accordance with the socio-economic development situation of the Province and the country during each phase of the Master Plan.

Article 4. Relevant Ministries and sectors within their functional, task, and authority scope have the responsibility to support An Giang Province in researching and preparing the above-mentioned plans; study and develop and submit to competent state agencies for issuance of certain mechanisms and policies appropriate to the socio-economic development needs of the Province during each phase to effectively utilize and allocate resources, encourage and attract investment to achieve the socio-economic development goals, tasks, and directions of the Province as stated in the Master Plan. Accelerate investment and implementation of large-scale and important projects for the development of the Province that have been decided upon. Study and adjust related industry development plans and project investment plans proposed in the Master Plan. Support the Province in finding and allocating domestic investment capital to implement the Master Plan.

Article 5. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of An Giang Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government Agencies are responsible for implementing this Decision./.
