Pursuant to the Vocational Training Law dated November 29, 2006;

Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;

At the proposal of the Director General of the Vocational Training Administration,

DECISION:

Article 1. These Regulations are promulgated together with this Decision on the establishment, permission to establish, division, separation, merger, and dissolution of vocational college schools, intermediate vocational schools, and vocational training centers.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall replace Decisions No. 05/2006/QD-BLDTBXH dated July 10, 2006 of the Minister of Labor, Invalids and Social Affairs on the issuance of regulations on procedures for establishing and registering operations for vocational college schools and intermediate vocational schools, Decision No. 06/2006/QD-BLDTBXH dated August 2, 2006 amending and supplementing certain provisions of the regulations on procedures for establishing and registering operations for vocational college schools and intermediate vocational schools issued together with Decision No. 05/2006/QD-BLDTBXH dated July 10, 2006 of the Minister of Labor, Invalids and Social Affairs, and Decision No. 17/2007/QD-BLDTBXH dated May 29, 2007 of the Minister of Labor, Invalids and Social Affairs issuing regulations on conditions, procedures, and authority for establishing and permitting the establishment of vocational training centers.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of central agencies of political-social organizations having vocational college schools, intermediate vocational schools, and vocational training centers; Chairpersons of People's Committees of provinces and centrally governed cities; Director of the Office of the Ministry, General Directors of the Vocational Training General Department; Directors of Departments of Labor, Invalids and Social Affairs of provinces and centrally governed cities; Principals of vocational college schools and intermediate vocational schools, Directors of vocational training centers, and Heads of relevant agencies and units are responsible for implementing this Decision.
