CIRCULAR
Issuing economic-technical norms for original livestock breeds
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Livestock Breeding Law on November 19, 2018;
Pursuant to the Government Decree No. 13/2020/NĐ-CP dated January 21, 2020 guiding the Livestock Breeding Law, and the Government Decree No. 46/2022/NĐ-CP dated July 13, 2022 amending and supplementing certain articles of the Government Decree No. 13/2020/NĐ-CP dated January 21, 2020 guiding the Livestock Breeding Law;
Pursuant to the Government Decree No. 32/2019/NĐ-CP dated April 10, 2019 stipulating the assignment of tasks, ordering or tendering for the supply of products and services using state budget funds from regular expenditure;
At the proposal of the Director of the Livestock Production and Animal Health Department;
The Minister of Agriculture and Rural Development issues this Circular on economic-technical norms for original livestock breeds.
Article 1. Scope of Regulation
This Circular sets forth economic-technical norms applicable in management, production, import, breeding, and supply of original livestock breeds. Details are provided in Appendix I and Appendix II attached hereto.
Article 2. Applicability
This Circular applies to organizations and individuals engaged in management, production, import, breeding, and supply of original livestock breeds using state budget funds.
The economic-technical norms prescribed in this Circular include: technical norms of original livestock breeds; material norms; direct labor norms for production; housing norms; other cost norms and management cost norms; serving as a basis for calculating and establishing unit prices for ordering the supply of original livestock breed products; preparing budgets for products, quality inspection, acceptance, and settlement of costs.
Article 3. Implementation Provisions
1. This Circular takes effect from February 3, 2026.
2. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to report to the Ministry of Agriculture and Rural Development for review, amendment, and supplementation as appropriate./.
