Regarding the approval of the National Program "Improving Productivity and Quality of Vietnamese Enterprises' Products and Goods until 2020"

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;

Considering the proposal of the Minister of Science and Technology,

DECISION:

Article 1. Approve the National Program "Improving Productivity and Quality of Vietnamese Enterprises' Products and Goods until 2020" (hereinafter referred to as the Program), with the main contents as follows:

I. GUIDING PRINCIPLES FOR BUILDING THE PROGRAM

1. Improving productivity and quality of products and goods based on applying technical standards and regulations; advanced management systems, productivity and quality improvement tools; applying scientific and technological progress and innovation.

2. The State creates a foundation and supports the improvement of productivity and quality. Enterprises play a key role in improving the productivity and quality of their products and goods.

3. The tasks of the Program are integrated into national target programs, national programs, economic and social development programs, and strategies related to improving productivity and quality of products and goods.

II. OBJECTIVES OF THE PROGRAM

1. General objectives:

a) Building and applying technical standards and regulations, management systems, models, and productivity and quality improvement tools; developing necessary resources to improve productivity and quality of products and goods;

b) Creating a significant change in productivity and quality of key products and goods, enhancing the competitiveness of enterprises contributing positively to the country's economic and social development.

2. Specific Objectives:

a) Period 2010-2015:

- Developing 4,000 new national technical standards (NTS); ensuring synchronization of NTS for key products and goods in the economy; 45% of NTS in the national standard system harmonized with international and regional standards;

- Managing by national technical regulations for 100% of product and good groups that have the potential to cause safety, hygiene, and environmental pollution risks;

- Establishing a network of organizations assessing compliance with national technical regulations; compliance with national standards for key products and goods;

- Building a productivity and quality movement in 40 provinces and cities nationwide;

- Building a team of experts and consultants on productivity and quality; professional organizations and individuals engaged in productivity and quality of products and goods at ministries, sectors, localities, and manufacturing enterprises of key products and goods;

- Guiding 40,000 enterprises to apply scientific and technological progress and innovation, adopting management systems, models, and productivity and quality improvement tools;

- 40% of enterprises producing key products and goods will build and implement projects to improve productivity and quality;

- Contributing to increasing the share of total factor productivity (TFP) in the growth rate of gross domestic product (GDP) to 30% by 2015.

||| b) Stage 2016 - 2020:

- Developing 2,000 new NTS; 60% of NTS in the national standard system harmonized with international and regional standards;

- All testing laboratories for key products and goods reaching international standards;

- Guiding 60,000 enterprises to apply scientific and technological progress and innovation, adopting management systems, models, and productivity and quality improvement tools;

- Building a productivity and quality movement in all provinces and cities nationwide;

- All enterprises producing key products and goods will build and implement projects to improve productivity and quality;

- Contributing to increasing the share of total factor productivity (TFP) in the growth rate of gross domestic product (GDP) to at least 35% by 2020.

III. TASKS OF THE PROGRAM

1. Developing a complete national standard system for all socio-economic fields, updated with scientific and technological progress, harmonized with international standards. Establishing sufficient national technical regulations for product and good groups that have the potential to cause safety, hygiene, and environmental pollution risks. Promoting technical standards and regulations. Building a database on product and good quality; a domestic information warning system on product and good quality connected to the international warning system.

2. Establishing a network of organizations assessing compliance with national technical regulations; compliance with national standards for key products and goods. Strengthening the capacity of conformity assessment organizations to meet international standards. Investing in building testing laboratories for key products and goods reaching international standards to meet requirements for assessing compliance with technical standards and regulations for key products and goods. Implementing mutual recognition activities for conformity assessment results of technical standards and regulations at various levels.

3. Establishing a network of organizations and individuals professionally engaged in productivity and quality. Training teams of experts and consultants on productivity and quality at ministries, sectors, localities, and enterprises. Organizing training and upgrading knowledge on productivity and quality for enterprise leaders, managers, and workers. Incorporating productivity and quality content into vocational training programs, management, and science and technology-related courses.

4. Organizing promotional activities to raise awareness about productivity and quality; building a productivity and quality movement in all provinces and cities nationwide. Guiding enterprises to apply scientific and technological progress and innovation; adopting management systems, models, and productivity and quality improvement tools. Organizing the integration of management systems and optimal productivity and quality improvement tools for some enterprises with international competitiveness.

5. Identify key products and goods of the economy. Determine product and good quality requirements to meet market demands. Select enterprises producing key products and goods to build and implement projects to enhance productivity and quality based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry, locality, and enterprise.

6. Evaluate product and good quality; measure economic productivity, industry productivity, and enterprise productivity.

IV. PROJECTS UNDER THE PROGRAM

1. Project 1: "Developing and Applying Technical Standards and Regulations"

a) Content: Develop and promote the application of technical standards and regulations; develop a network of organizations for conformity assessment; train and establish quality testing laboratories for products and goods;

b) Implementing agency: The Ministry of Science and Technology leads; other ministries, sectors, provincial People's Committees, and city People's Committees cooperate in implementation.

2. Project 2: "Promoting Productivity and Quality Activities"

a) Content: Promote awareness, training, and capacity building on productivity and quality; promote the application of management systems, models, and tools for productivity and quality improvement; encourage the application of scientific and technological progress and technological innovation in enterprises; evaluate product and good quality; measure economic productivity, industry productivity, and enterprise productivity;

b) Implementing agency: The Ministry of Science and Technology leads; other ministries, sectors, provincial People's Committees, city People's Committees, the Vietnam Chamber of Commerce and Industry, and industry associations cooperate in implementation.

3. Project 3: "Enhancing Productivity and Quality of Industrial Products and Goods"

a) Content: Enhance productivity and quality of key industrial products and goods in priority areas and leading industries based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; innovate technology and apply advanced technology in production to improve quality, scientific and technological content, and added value, domestic value in industrial products;

b) Implementing agency: The Ministry of Industry and Trade leads; the Ministry of Science and Technology and industry associations cooperate in implementation.

4. Project 4: "Enhancing Productivity and Quality of Agricultural Products and Goods"

a) Content: Enhance productivity and quality of key agricultural products and goods based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; apply and transfer scientific and technological progress in production, cultivation techniques, and new crop and livestock varieties for high productivity and quality; apply and innovate technology in harvesting, processing, preservation, deep processing, and increasing the value of main export agricultural, forestry, and aquatic products;

b) Implementing agency: The Ministry of Agriculture and Rural Development leads; the Ministry of Science and Technology, provincial People's Committees, city People's Committees, and industry associations cooperate in implementation.

5. Project 5: "Enhancing Productivity and Quality of Information and Communication Products and Goods"

a) Content: Enhance productivity and quality of key information and communication equipment manufacturing products based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; strengthen testing capabilities for information and communication equipment quality; enhance research and development, application, and innovation capabilities to improve the quality of national standard, international standard, and export market standard PBXs and terminal equipment;

b) Implementing agency: The Ministry of Information and Communications leads; the Ministry of Science and Technology cooperates in implementation.

6. Project 6: "Enhancing Productivity and Quality of Construction Products and Goods"

a) Content: Enhance productivity and quality of key construction material manufacturing products based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; use advanced technology, select suitable equipment to ensure high-quality production according to national standards, international standards, and export market standards, while conserving mineral resources, reducing fuel costs, and being environmentally friendly;

b) Implementing agency: The Ministry of Construction leads; the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, and construction industry associations cooperate in implementation.

7. Project 7: "Enhancing Productivity and Quality of Health Care Products and Goods"

a) Content: Enhance productivity and quality of key health care products and goods in vaccine and medical product manufacturing, pharmaceuticals, medical equipment, and supplies based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; apply and develop advanced technology in traditional medicine drug, vaccine, medical product, and essential medical equipment production; invest and strengthen testing capabilities for drug and medicinal herb quality at international levels to serve production and import-export activities;

b) Implementing agency: The Ministry of Health leads; the Ministry of Science and Technology cooperates in implementation.

8. Project 8: "Enhancing Productivity and Quality of Transportation and Logistics Products and Goods"

a) Content: Enhance productivity and quality of key transportation and logistics equipment manufacturing products based on applying appropriate solutions to improve productivity and quality according to the characteristics of the industry and enterprise; invest and strengthen specialized product testing capabilities; innovate technology; apply advanced integrated technologies in manufacturing main products with high localization rates meeting export standards or equivalent to the quality of similar products abroad;

b) Implementing agency: The Ministry of Transport leads; the Ministry of Science and Technology and the Ministry of Industry and Trade cooperate in implementation.

9. Project 9: "Improving the productivity and quality of products and goods of small and medium-sized enterprises at the local level"

a) Content: Enhancing the productivity and quality of key products and goods of the locality based on applying appropriate solutions to improve productivity and quality in accordance with the characteristics of the locality and enterprises; guiding enterprises to exploit information on quality standards, technical regulations, technology, and industrial property information for practical application in production and business; replacing outdated technology, applying advanced technology, mastering technology transferred from foreign countries into Vietnam;

b) Implementing agency: The People's Committees of provinces and cities shall take the lead; the Ministry of Science and Technology shall coordinate in implementation.

V. IMPLEMENTATION SOLUTIONS

1. Financial solutions:

a) Funding for the Program will be mobilized from various sources:

- Enterprise capital is primarily used for the application and transfer of scientific and technological progress and technology; investment to enhance measurement and testing capabilities to serve enterprise production and business activities; training staff and improving management skills within enterprises; implementing management systems in enterprises;

- State budget funds support the development of standards and technical regulations; enhancing product and commodity quality testing capabilities to serve state management; training expert and advisory staff on productivity and quality at ministries, sectors, and localities; information dissemination and promotion; popularizing and promoting the productivity and quality movement; guiding the application of management systems, models, and productivity and quality improvement tools for enterprises and other contents;

- Other sources of funding.

b) Annually, based on the objectives and content of the Program and approved projects, ministries, sectors, and localities shall prepare budgets to submit to competent authorities for approval to implement tasks under the Program in accordance with the laws on the state budget.

2. Organizational and human resource solutions:

a) Establishing a network of organizations and individuals engaged professionally in productivity and quality of products and goods nationwide;

b) Training lecturers, experts, and advisory staff on productivity and quality at ministries, sectors, localities, and enterprises.

3. International cooperation solutions:

a) Organizing international cooperation activities to train and enhance the qualifications of staff and experts on productivity and quality of products and goods;

b) Leveraging international cooperation to support the enhancement of product and commodity quality testing capabilities to serve the implementation of conformity assessment activities for standards and technical regulations;

c) Signing bilateral agreements recognizing each other's conformity assessment results at the national level.

4. Program Management:

a) The Minister of Science and Technology shall establish a Program Steering Committee chaired by the Minister of Science and Technology; members include representatives from the Ministries of Planning and Investment, Finance, Industry and Trade, Agriculture and Rural Development, Information and Communications, Construction, Transport, and Health;

b) The Ministry of Science and Technology (General Department of Standards, Metrology, and Quality) shall serve as the permanent body of the Program Steering Committee.

VI. RESPONSIBILITIES FOR IMPLEMENTING THE PROGRAM

1. The Ministry of Science and Technology shall be responsible for:

a) Organizing the implementation of the Program, managing Program activities, and implementing assigned projects;

b) Participating in discussions with ministries, sectors, and localities regarding the development and implementation of projects under the scope of the Program;

c) Guiding, inspecting, and annually compiling and reporting the situation to the Prime Minister; conducting mid-term and final evaluations of the Program's outcomes and effectiveness.

2. The Ministry of Planning and Investment and the Ministry of Finance shall be responsible for:

a) Balancing and allocating state budget funds to implement the Program in accordance with the laws on the state budget;

b) Taking the lead and coordinating with the Ministry of Science and Technology to guide financial management mechanisms for tasks under the Program.

3. Ministries and sectors leading projects under the Program shall be responsible for:

a) Organizing project development, submitting to the Prime Minister for consideration and approval after obtaining the unified opinion of the Ministry of Science and Technology;

b) Integrating sectoral development projects, national target programs, and other economic and social development programs with projects under this Program for implementation;

c) Implementing the project; annually conducting mid-term and final evaluations, assessing the results and effectiveness of the project, and sending them to the Ministry of Science and Technology for compilation and reporting to the Prime Minister.

4. Provincial People's Committees and Municipal People's Committees under the Central Government shall be responsible for:

a) Organizing the development and approval of projects according to the content of the Program after obtaining the opinion of the Ministry of Science and Technology;

b) Organizing and mobilizing resources, integrating national target program projects and other economic and social development programs in the locality with projects under this Program for implementation;

c) Implementing the project: annually conducting mid-term and final evaluations, assessing the results and effectiveness of the project, and sending them to the Ministry of Science and Technology for compilation and reporting to the Prime Minister.

Article 2. This Decision takes effect from the date of issuance.

Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
