Approves the research orientation and list of national scientific research programs on

social sciences and humanities for the five-year period from 1996 to 2000

PRIME MINISTER

Pursuant to the Law on the Organization of the Government dated September 30, 1992;

Considering the proposal of the Minister of Science, Technology and Environment at Circular No. 1837/QLKH dated August 15, 1996,

DECISION:

Article 1. - Approves the research orientation and list of national scientific research programs on social sciences and humanities for the five-year period from 1996 to 2000, including:

Research direction on the path towards socialism in Vietnam, implemented through four programs as follows:

1- Marxism-Leninism, Ho Chi Minh Thought, and the path towards socialism in Vietnam.

2- Orientation, goals, progress, and solutions to industrialize and modernize the country.

3- Building a production system under socialist guidance and changes in social strata.

4. Cultural development, building new individuals during the process of industrialization and modernization, and corresponding social policies to fully leverage human factors.

Research direction on Party building in the new era, carried out through one program:

5- Strengthening leadership roles and enhancing combativeness of the Party under conditions of a multi-sector economy and a market mechanism with socialist orientation.

Research direction on modern capitalism, carried out through one program:

6- Issues related to modern capitalism.

In addition to the six programs under the three major research directions mentioned above, there is also the special program "Strategy for safeguarding the Socialist Fatherland of Vietnam in the cause of industrialization and modernization." This special program will be managed by the Political Bureau, assigned to the Ministry of National Defense and the Ministry of Public Security to jointly develop its content and implement it.

Article 2. - The Ministry of Science, Technology and Environment shall be responsible for:

- Coordinating with the Central Science and Education Committee to report to the Standing Committee of the Political Bureau detailed contents regarding the implementation of social science and humanities research programs.

- Directing and guiding the implementation of key scientific tasks of social science and humanities research programs; assigning specific research tasks to ministries, agencies, scientific institutions, and provincial-level cities directly under the central government.

- Regularly inspecting and reporting to the Prime Minister on the implementation of key scientific tasks deployed by ministries, agencies, scientific institutions, and provincial-level cities directly under the central government in accordance with the spirit of Decision No. 419/TTg dated July 21, 1995 of the Prime Minister on management mechanisms for scientific research and technological development activities.

Article 3. - Ministries, agencies, scientific institutions, provincial People's Committees directly under the central government shall allocate assigned scientific tasks within their programs into plans; organize, mobilize, and assign forces to participate in implementing scientific tasks according to the guidance of the Ministry of Science, Technology and Environment.

Article 4. - This Decision takes effect from the date of signature.

Article 5. - Ministers, heads of ministerial-level agencies, heads of governmental agencies, Chairmen of Provincial People's Committees directly under the central government, Directors of National Scientific Centers, Directors of National Universities, and relevant agencies are responsible for enforcing this Decision.
