Pursuant to the Government Decree No. 86/2002/NĐ-CP dated November 5, 2002, stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 136/2003/NĐ-CP dated November 14, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Considering the proposal of the Minister of Public Security, the Minister of Interior, and the Chairman of the People's Committee of Ho Chi Minh City.

Article 1. Establish the pilot Fire Prevention and Control Police Department of Ho Chi Minh City under the Ministry of Public Security based on the Fire Prevention and Control Police Department of the Ho Chi Minh City Police Force.
Article 2. The Minister of Public Security shall specify in detail the functions, tasks, powers, and organizational structure of the Fire Prevention and Control Police Department of Ho Chi Minh City.
Article 3. This Decision takes effect 15 days from the date of signature and replaces Decision No. 127/2004/QD-TTg dated July 14, 2004 of the Prime Minister regarding the pilot establishment of the Fire Prevention, Firefighting, and Rescue Department of Ho Chi Minh City.
The Minister of Public Security, the Minister of Interior, the Chairman of the People's Committee of Ho Chi Minh City, and the heads of relevant agencies are responsible for implementing this Decision./.
