Decree No. 72/1999/NĐ-CP On Adjusting Administrative Boundaries, Expanding Vinh Yen City, and Establishing New Wards and Communes in Vinh Phuc Province

DECREE

Regarding the adjustment of administrative boundaries and expansion of Vinh Yen city, Vinh Phuc province

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;

Considering the proposal of the Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The People's Committee of Vinh Phuc province and the Minister, Head of the Civil Service Department under the Government,

DECREE:

Article 1. Now, adjust the administrative boundaries of the town and some communes belonging to Tam Duong, Yen Lac, and Binh Xuyen districts to expand Vinh Yen city and establish wards and communes under Vinh Yen city, Vinh Phuc province as follows:

1. Adjust the administrative boundary of Tam Duong town under Tam Duong district as follows:

- Merge Lai Son hamlet (with 84.72 hectares of natural area and 1,210 population) of Thanh Van commune, Tam Duong district into Tam Duong town.

- Merge Son Hill area (with 35.83 hectares of natural area and 880 population) of Van Hoi commune, Tam Duong district into Tam Duong town.

- Merge Lac Y hamlet (with 198.59 hectares of natural area and 2,214 population) of Dong Cuong commune, Yen Lac district into Tam Duong town.

After the adjustment of administrative boundaries:

- Tam Duong town has 1,412.04 hectares of natural area and 21,791 population.

- Thanh Van commune has 915.03 hectares of natural area and 5,631 population.

- Van Hoi commune has 475.13 hectares of natural area and 4,380 population.

- Dong Cuong commune has 628.8 hectares of natural area and 6,991 population.

2. Merge Tam Duong town under Tam Duong district into Vinh Yen city.

3. Establish Dong Tam and Hoi Hop wards under Vinh Yen city based on the entire area and population of Tam Duong town.

a) Dong Tam ward has 696.04 hectares of natural area and 12,058 population.

Administrative boundary of Dong Tam ward: East borders Binh Xuyen district and Tich Son ward; West borders Hoi Hop ward and Tam Duong district; South borders Yen Lac district; North borders Tam Duong district.

b) Hoi Hop ward has 716 hectares of natural area and 9,733 population.

Administrative boundary of Hoi Hop ward: East borders Dong Tam ward; West borders Tam Duong district; South borders Yen Lac district; North borders Tam Duong district.

4. Establish Thanh Tru commune under Binh Xuyen district based on 775.01 hectares of natural area and 6,612 population of Quat Luu commune.

Administrative boundary of Thanh Tru commune: East borders Quat Luu and Thanh Lang communes; West borders Dong Tam ward and Yen Lac district; South borders Yen Lac and Binh Xuyen districts; North borders Vinh Yen city.

After adjusting the administrative boundaries, Quat Luu commune has 6,288 hectares of natural area and 6,991 population.

5. Merge Thanh Tru commune under Binh Xuyen district into Vinh Yen city.

After the adjustment of administrative boundaries:

- Vinh Yen city has 5,079.27 hectares of natural area and 65,727 population, including 10 administrative units which are wards: Ngo Quyen, Dong Da, Lien Bao, Tich Son, Dong Tam, Hoi Hop, communes: Dinh Trung, Khai Quang, Thanh Tru and Tam Dao town.

Administrative boundary of Vinh Yen city: East borders Binh Xuyen district; West borders Tam Duong district; South borders Yen Lac and Binh Xuyen districts; North borders Tam Duong district.

- Yen Lac district has 10,585.23 hectares and 138,417 population.

- Tam Duong district has 19,961.35 hectares and 121,352 population, including 17 commune-level administrative units.

- Binh Xuyen district has 20,625.99 hectares and 112,044 population, including 14 commune-level administrative units.

Article 2. This Decree takes effect from the date of issuance. All previous regulations contrary to this Decree are abolished.

Article 3. The Chairman of the People's Committee of Vinh Phuc province, the Minister, Head of the Civil Service Department under the Government, and the Heads of relevant agencies are responsible for implementing this Decree./.
