Regarding the uniform application of the Vietnamese character code set according to the TCVN 6909:2001 standard in electronic information exchange between Party and State organizations

       On the basis of the Law on Government Organization dated December 25, 2001;

    Pursuant to Directive No. 58-CT/TW dated October 17, 2000 of the Politburo on accelerating the application and development of information technology in the industrialization and modernization process for the period 2001-2005;

    Considering the proposal of the Minister of Science, Technology, and Environment.

Article 1. As of January 1, 2003, the Vietnamese character code set according to the TCVN 6909:2001 standard (TCVN 6909:2001 code set) shall be uniformly applied in electronic information exchange between Party and State organizations.

Article 2. The conversion of databases currently stored using other code sets than TCVN 6909:2001 of the aforementioned organizations will be carried out gradually to the TCVN 6909:2001 code set depending on urgency, scale, scope of service, and needs of each organization.

Article 3. The Ministry of Science, Technology, and Environment is assigned:

- To take the lead and coordinate with the Information Technology Steering Committee of Party agencies, the Ministry of Finance, and the Steering Committee of the "Administrative Management Informationization Project for the 2001-2005 Period" (referred to as the Steering Committee 112) in guiding the implementation of the transition to the TCVN 6909:2001 code set, completing the transition before the deadline specified in Article 1.

- To serve as the focal point for providing conversion tools and basic software supporting the TCVN 6909:2001 code set.

Article 4. The Ministry of Finance is assigned to cooperate with the Ministry of Science, Technology, and Environment in developing methods and funding for providing conversion tools and basic software supporting the TCVN 6909:2001 code set, and guiding the quotas for each category of work transitioning from the current code set to the TCVN 6909:2001 code set.

Article 5. This Decision takes effect from the date of signature.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government, Heads of other state agencies and organizations, and the Steering Committee for the Implementation Program of Directive No. 58-CT/TW are responsible for enforcing this Decision.
