Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Enterprise Law dated November 29, 2005;
Pursuant to the Press Law 1989; the Law Amending and Supplementing the Press Law 1999;
Pursuant to the Postal Law dated June 28, 2010;
Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;
Considering the proposal of the Minister of Information and Communications.

Article 1. Amend and supplement Decision No. 65/2008/QĐ-TTg of the Government Prime Minister dated May 22, 2008 on providing public postal services as follows:
1. Replace Point c Clause 1 Article 5 with the following:
“c) From 2011 to 2013, the Ministry of Information and Communications shall decide the annual volume plan for public postal services and the distribution of newspapers specified in Clause 1 Article 2 in accordance with actual conditions.”
2. Add Point đ Clause 1 Article 5 with the following content:
“đ) From 2011 to 2013, the Ministry of Information and Communications shall decide the three-year subsidy allocation (divided annually) for Vietnam Post to provide public postal services after obtaining the opinion of the Ministry of Finance and receiving approval from the Government Prime Minister. Annually, the Ministry of Information and Communications shall base on the approved subsidy allocation to request the Ministry of Finance to incorporate it into the state budget draft and submit it to the competent authority for approval in accordance with the law.”
3. Amending and supplementing Point b of Clause 1 of Article 7 as follows:
“b) Approve the service provision plan, place orders, and settle accounts with Vietnam Post to implement the plan; apply reward and penalty mechanisms according to the results of the procurement contract in accordance with the law.”
Article 2. This Decision takes effect from February 15, 2012.
Article 3. The Minister of Information and Communications, the Minister of Finance, the Minister of Planning and Investment, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies; the Chairman of the Board of Directors of the Vietnam Posts and Telecommunications Group, the General Director of Vietnam Post, and the Heads of related units are responsible for implementing this Decision./.
