PRIME MINISTER
At the proposal of the Director of the State Science Committee and the General Director of the Forestry General Department;
Based on the Resolution of the Council of Ministers at its regular session on May 24, 1962,
DECISION:
Article 1:
The Cuc Phuong Forest Area located in the border region between the provinces of Ninh Binh, Hoa Binh, and Thanh Hoa is a tropical and subtropical primeval forest with many old, rare, and valuable trees, and various types of birds and animals not found in other forests within the country. The Cuc Phuong Forest Area also contains numerous geological traces from different eras in the country. Due to the high scientific and cultural value of the Cuc Phuong Forest Area, it must be protected to establish it as a research base for tropical botany, zoology, and forestry sciences.
The boundary of the Cuc Phuong Forest Area ranges from longitude 105°30 to longitude 105°42 and from latitude 20°15 to latitude 20°25.
To the north and northeast, it follows the foot of limestone mountain ranges from Cuoi Commune, Yen Lac District to the ridge boundary of Ngoc Thinh, Yen Tri, and Ngoc Luong Communes under Lac Thuy District, Hoa Binh Province, covering an area of 18,000 hectares.
To the south, it starts from Mac Commune to Bong Commune, Vinh Quang District, Ninh Binh Province, covering an area of 5,000 hectares.
To the west and southwest, it extends from the Buoi River bordering Hoa Binh Province to the peak of Keo Mountain in Thach Tuong, Thach Lam, Quang Te, and Thach Yen Communes, Thach Thanh District, Thanh Hoa Province, covering an area of 2,000 hectares.
The total area of the Cuc Phuong Forest Area is 25,000 hectares.
Article 2:
The Forestry General Department shall be directly responsible for managing and developing the Cuc Phuong Forest Area into a scientific research base. The State Science Committee and related sectors such as the Ministry of Culture, the Ministry of Education (universities), the Ministry of Transport, the Ministry of Agriculture (Agricultural Academy), and the Hydro-Meteorological Service need to assist the Forestry General Department in establishing the facilities and planning research activities.
Article 3:
The administrative committees of the provinces of Ninh Binh, Thanh Hoa, and Hoa Binh shall be responsible for assisting the Forestry General Department in protecting and implementing plans for the development of the Cuc Phuong Forest Area in all aspects.
Article 4:
In 1962, the Forestry General Department did not have construction funds for this forest area. The Ministry of Finance, together with the Forestry General Department and the State Science Committee, will allocate part of the capital construction and public expenditure budget of the Forestry General Department for 1962, and possibly, part of the State Science Committee's budget to be used for initial facility construction. Construction funding for plans starting from 1963 onwards will be budgeted by the Forestry General Department as with other projects.
Article 5:
The Director of the State Science Committee, the General Director of the Forestry General Department, the Minister of Finance, the administrative committees of the provinces of Ninh Binh, Hoa Binh, and Thanh Hoa, are responsible for implementing this Decision.
