Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008;
Pursuant to Decision No. 441/QD-BNN-PC dated March 7, 2013 of the Minister of Agriculture and Rural Development on the establishment of the Working Group for Reviewing Regulatory Documents on Animal Health and Livestock Management;
At the proposal of the Director of the Legal Department, the Director of the Animal Health Service, and the Director of the Livestock Service,
DECISION:
Article 1. Approves the "Plan for Implementation and Execution of Reviewing Regulatory Documents on Animal Health and Livestock Management" attached hereto.
Article 2. The costs for implementing the review shall be arranged proactively by the Animal Health Service and the Livestock Service.
Article 3. This Decision takes effect from the date of issuance.
Article 4. The Head of the Office of the Ministry, the Director of the Legal Department, the Director of the Animal Health Service, the Director of the Livestock Service, and related units shall be responsible for enforcing this Decision./.

III. IMPLEMENTATION
I. Legal Department is responsible for coordinating the review activities on livestock and animal health, specifically:
1. Advise on the establishment of the Working Group for Reviewing;
2. Develop the Implementation Plan for Reviewing;
3. Develop criteria, methods, chain diagrams, and relevant forms for reviewing;
4. Develop the budget plan for reviewing;
5. Organize meetings and field surveys of the Working Group for Reviewing at localities;
6. Review and compile the general report on livestock and animal health.
II. Animal Health Service is responsible for leading the review on animal health, specifically:
1. Collect legal documents on animal health;
2. Lead the review of documents on animal health (including administrative procedures);
3. Compile the content of the review on animal health;
4. Participate in field surveys at localities;
5. Allocate funds for the review activities on animal health.
III. Livestock Service is responsible for leading the review on livestock, specifically:
1. Collect legal documents on livestock;
2. Lead the review of documents on livestock (including administrative procedures);
3. Compile the report on the review of livestock;
4. Participate in field surveys at localities;
5. Allocate funds for the review activities on livestock.
IV. Fisheries General Administration, Quality Control Bureau of Forestry and Aquatic Products, Science and Technology Department are responsible for:
1. Participate in the review;
2. Provide comments on review reports;
