Resolution No. 728/2004/NQ-UBTVQH11 of the Standing Committee of the National Assembly stipulates the establishment of criminal investigation agencies, military region security investigation agencies and equivalent agencies, as well as regional criminal investigation agencies within the Military. This Resolution takes effect from October 1, 2004.

Article 4.The Minister of National Defense shall specify the operational areas of the Criminal Investigation Agencies in the regions as prescribed in Article 3 of this Resolution.
Article 5.
This Resolution takes effect from October 1, 2004.
Within their respective functions and powers, the Government shall be responsible for implementing and guiding the enforcement of this Resolution.
