Article 2Within sixty days from the effective date of this Decree, the Minister of Fisheries shall be responsible for issuing guiding documents to implement this Decree after reaching consensus with the Ministry of Commerce.
Article 3Within sixty days from the date this Decree takes effect, the Minister of Public Security shall be responsible for issuing guiding documents to implement this Decree after coordinating with the Ministry of Trade.
Article 4The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of provincial and centrally-administered city People's Committees are responsible for implementing this Decree./.
