THE MINISTER OF FINANCE

Pursuant to Article 5 and Article 6 of the Ordinance No. 40/2002/PL-UBTVQH dated April 26, 2002 of the Standing Committee of the National Assembly;

Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Article 3 of Decree No. 170/2003/ND-CP dated December 25, 2003 of the Government detailing the implementation of certain provisions of the Price Ordinance;

Decree No. 55/2007/ND-CP dated June 4, 2007 of the Government on trading in petroleum products;

Pursuant to Notification No. 151/TB-VPCP dated August 15, 2007 of the Government Office regarding the Prime Minister's Directive on petroleum product pricing issued by Prime Minister Nguyen Tan Dung.

After reaching consensus with the Ministry of Industry and Trade,

DECISION:

Article 1. enterprises importing and trading in petroleum products in the domestic market shall reduce retail prices by VND 500 per liter, specifically as follows: the maximum retail price at actual temperature (inclusive of VAT) at locations near the import oil balance point (Zone 1) is as follows:

- Unleaded gasoline RON 95: VND 11,600 per liter, - Unleaded gasoline RON 92: VND 11,300 per liter, - Unleaded gasoline RON 90: VND 11,100 per liter, - Unleaded gasoline RON 83: VND 10,900 per liter. The selling price in areas further from the import location (Zone 2) may exceed the Zone 1 price by up to 2%. Zones 1 and 2 shall follow the guidance provided by the Ministry of Industry and Trade (formerly the Ministry of Trade) in Decision No. 0674/2004/QĐ-BTM dated May 31, 2004.

Article 2. Place of sale:

- Wholesale: Goods are delivered to central warehouses in provinces and cities via purchasing means; - Retail: Goods are sold at gas stations and retail stores in provinces and cities via purchasing means.

Article 3. Tasks of ministries, sectors, localities, and production and business units:

- In accordance with the Prime Minister's directive, although retail prices for various types of petroleum products have been reduced as specified in Article 1, enterprises and administrative and public service units must still strictly practice thrift in their usage as prescribed. Production and business units must consider reducing production costs where petroleum is an input, and adjust transportation costs accordingly.

- The Ministry of Industry and Trade shall ensure that petroleum distribution enterprises comply with current regulations on inventory counts before implementing price reductions, ensuring no negative impacts on business operations.

- Petroleum distribution enterprises must bear legal responsibility for the actions of their affiliated units and retail outlets within their distribution system in relation to pricing violations.

- Provincial Departments of Finance, in coordination with provincial Departments of Industry and Trade, shall be responsible for monitoring retail prices in their respective localities, promptly identifying and addressing any violations within their authority or reporting them to competent authorities for handling.

Article 4. This Decision takes effect from 13:00 on August 16, 2007.
