Decree No. 74/2004/TTLT-BTC-BVHTT dated July 19, 2004 of the Ministry of Finance, the Ministry of Culture, Information guiding support for financial expenses for creative activities of literary and artistic works in 2004. 166/2025/NĐ-CP dated June 30, 2025 of the Government amending and supplementing certain provisions of Decree No. 29/2025/NĐ-CP dated February 24, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;

1. Scope of Regulation:

Repeal all of Circular Joint No. 74/2004/TTLT-BTC-BVHTT dated July 19, 2004 of the Ministry of Finance, the Ministry of Culture, Information guiding support for financial expenses for creative activities of literary and artistic works in 2004. 1. This Circular takes effect from August 18, 2025.

Article 1. Abolish the entire Circular

2. Heads of Departments under the Department of Financial-Economic Affairs, heads of units under the Ministry of Finance, and related agencies, organizations, and individuals are responsible for implementing this Circular./.

Article 2. Implementation clause

- People's Councils, People's Committees of provinces and centrally governed cities;

- Provincial Departments of Finance of provinces and centrally governed cities;
