Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on the preparation, approval, and management of comprehensive plans for socio-economic development, and Decree No. 04/2008/NĐ-CP dated January 11, 2008 of the Government amending and supplementing certain articles of Decree No. 92/2006/NĐ-CP;
Considering the proposal of the Chairman of the People's Committee of Dong Nai Province,
DECISION:
Article 1. Approves the Adjustment of the Comprehensive Plan for Socio-Economic Development of Dong Nai Province until 2020 with Vision to 2025 with the main contents as follows:
1. Development Orientation
- Continue to leverage comparative advantages and existing internal resources while mobilizing external resources to maintain a rapid and sustainable development pace.
- Develop industry in depth, environmentally friendly, prioritizing the promotion of investment in high-tech industrial projects and supporting industries in mechanical manufacturing, electricity, electronics sectors. Focus on developing specialized zones such as the Biotechnology Application Center, Long Thanh High-Tech Industrial Zone, Dofico Integrated Agricultural and Industrial Complex, and supporting industrial zones within operating industrial parks.
- Promote economic development alongside social progress and environmental protection, raising the living standards of all strata of the population, especially workers, protecting and using natural resources and the environment efficiently, building modern, civilized urban and rural areas.
- Closely integrate provincial socio-economic development with the overall development of the Southeast Region and the Southern Key Economic Region, coordinating with other localities in infrastructure construction, environmental protection, human resource training, and enhancing scientific and technological potential.
- Integrate economic development with national defense and security, allocating resources for the construction and consolidation of a strong people's national defense posture combined with a people's security posture, maintaining social order and political stability to promote socio-economic development.
2. Adjusted Development Goals
General Goal: Leverage advantages, maintain a rapid and sustainable development pace, build Dong Nai into an industrialized and modern province with a synchronized and modern infrastructure system by 2020. Accelerate economic restructuring, transform the growth model towards combining breadth with depth, laying a solid foundation for deepening development based on knowledge economy from 2021 to 2025.

- Average GDP growth rate during the period 2016-2020 is 8-9% per year, and 8.5-9.5% per year during the period 2020-2025.
- By 2020: Per capita GDP reaches $5,300-$5,800; the structure of GDP by sector is 55-56% for industry-construction, 39.5-40.5% for services, and 4.5-5.5% for agriculture-forestry-fisheries; average export value growth rate during the period 2016-2020 is 8-10% per year.
- By 2025: Per capita GDP reaches approximately $9,000-$10,000; the structure of GDP by sector is 53-54% for industry-construction, 44-45% for services, and 4-5% for agriculture-forestry-fisheries.

||| - Strengthen investment in upgrading and constructing new socio-economic infrastructure projects, focusing on investing in transportation projects connecting port, airport development projects and social security projects to gradually improve the quality of life for residents.
||| - Vigorously develop and directly modernize logistics services, information technology and telecommunications services, especially exploiting services related to the implementation of investment and operation of Long Thanh International Airport (if approved by the National Assembly), such as healthcare, training, transportation, warehousing, information technology, telecommunications.
||| - Continue to prioritize mobilizing social resources for human resource development, particularly high-quality human resources to meet requirements of industrialization and international integration. Reform recruitment, training, and enhance professional capacity of civil servants in conjunction with administrative reform and construction of electronic government model by 2020.
||| - Implement green and integrated industrial park development models: industry - city - service, attracting selective investment projects, prioritizing high-tech projects, supporting industry projects, environmentally friendly projects. Projects employing many workers are invited to industrial parks in rural areas capable of utilizing local labor to reduce mechanical population pressure on urban areas.
||| - Focus on investing in infrastructure for the Biotechnology Application Center and agricultural-industrial zones to attract high-tech agricultural projects, thereby promoting the spread of high-tech agriculture throughout the province.
||| 4. Adjustments to development orientation for industries and fields
||| a) Industrial and Construction Development:
||| - Vigorously develop supporting industries, high-tech industries, gradually implementing the goal of green production. Prioritize attracting industrial projects serving deep development of key industries such as machinery manufacturing, electricity-electronics, clean food processing; environmentally friendly projects; industrial projects with high product localization rates, contributing to increasing product value chains and promoting domestic enterprise development. Review and adjust planning for industrial sectors and products to improve efficiency in using resources, save energy, and minimize environmental pollution impacts.
Develop industrial parks according to green development models with synchronized infrastructure and convenient services for business production and living conditions of workers, laying the groundwork for urbanization. For newly established industrial parks, focus on calling for specialized investments to create chains of projects capable of linking production and consumption. For operational industrial parks, promote deep investments to increase product value-added, improve working conditions, and protect the environment.
Encourage and support enterprises to invest in building and managing, operating industrial clusters that have been planned. Construct industrial clusters with synchronized technical infrastructure, ensuring environmental conditions and internal and external connectivity. Prioritize and facilitate small and medium-sized enterprises' industrial and small-scale craft production facilities entering industrial clusters.
- Develop the construction sector, strengthen management and supervision of construction planning and urban development planning. Gradually improve design levels and planning quality, modernize construction techniques to international standards to meet the development needs of the construction industry in the province. Accelerate progress of ongoing construction projects and continue to mobilize investment in new service-district construction projects, upgrade and build urban infrastructure, rural residential areas, industrial zones, tourist areas. Advance investment in construction to create technical infrastructure conditions for economic sector development, urbanization, and new rural construction.
||| b) Agricultural, Forestry, and Aquaculture Development:
Promote the application of scientific and technological progress in agricultural, forestry, and fisheries production, expand the implementation of production processes according to GAP standards (VietGAP, GlobalGAP, etc.), linked with building brands for key agricultural products, improving productivity, product quality, and developing green agriculture. Prioritize the development of commodity agricultural areas, concentrated industrial-agricultural zones to form a chain linking production stages from processing to distribution and consumption. Accelerate investment in infrastructure and attract projects to the Biotechnology Application Center and the Industrial-Agricultural Complex. Link agricultural development with the construction of new rural communes to fundamentally change the appearance of rural areas while gradually improving the living standards of farming households.
- In crop cultivation, focus on developing clean vegetable areas, safe fruit tree regions, and build farm models applying new technologies in agricultural production. Implement support for seed transfer, planting techniques, initial processing, product preservation, origin certification, market information, finding processing and consumption partners, and exporting agricultural products for farmers. Increase the value obtained per hectare of cultivated land (current price) to an average of 120 million VND/hectare by 2020, which is about 1.5 times higher than in 2015.
- Develop animal husbandry towards concentration under various forms such as family farms, farms, and livestock enterprises ensuring biosecurity and environmental hygiene. Encourage attracting investment projects for industrial pig, poultry, dairy cow, beef cattle breeding zones, high-quality livestock production, feed production projects, and meat processing plant investment projects. Establish breeding centers and support farmers in improving livestock breed structures and herd compositions.
- Develop industrial and semi-industrial aquaculture models to enhance productivity and facilitate product consumption. Transfer scientific and technical advancements to farmers, use clear-origin breeding stock, certified aquatic species, and apply good aquaculture practices (GAP) procedures to increase productivity and ensure safe aquaculture.
- Strengthen the protection of special-use forests, upstream protective forests for Tri An hydroelectric reservoir, and saline-affected protective forests. Continue increasing forest coverage and greenery through expanding scattered forestry and shade trees in areas such as offices, schools, hospitals, industrial zones, traffic routes, parks, lakes, and rural areas.
c) Develop service industries:
Encourage investment to develop and diversify service types and products, gradually shifting the economy's growth from labor-intensive and energy-dependent industries to technology-intensive and high-skilled labor industries, and advantageous service sectors such as transportation, warehousing, logistics, banking, telecommunications-information technology, science and technology services, and training.
- Transportation and warehousing services: Leverage the advantage of being a gateway to the Northern region of the Southern Key Economic Zone while serving as a connection hub for the Southeast, Central Coast, and Central Highlands regions. Vigorously mobilize investment to upgrade and expand infrastructure to serve the development of transportation, warehousing, inland ports, and logistics services. Develop Bien Hoa City as a trade logistics hub for goods from the eastern part of Ho Chi Minh City in the Southeast region. Nhon Trach serves as a commercial and post-port service center for the group V port clusters in Dong Nai, Ca Mau-Vung Tau port cluster, and Sai Gon port cluster in the southeastern part of Ho Chi Minh City. Bien Hoa and Trang Bom are central warehouses for cargo flows through ports in Dong Nai, Ba Ria-Vung Tau, and Ho Chi Minh City, acting as hubs for cargo transfer between the South Central Triangle, Southeast, and South Central Highlands regions.
- Develop a modernized financial and banking system, integrate internationally, ensure system safety, implement financial and banking services both domestically and internationally, creating favorable conditions for businesses, organizations, and individuals in the area to access bank loans and effectively utilize financial and banking services in production and daily life. Expand the development of financial services such as auditing, insurance, financial leasing, and financial consulting.
- Encourage investment attraction to develop tourism infrastructure, focusing on mobilizing investment to complete some tourist attractions, entertainment zones, ecological resorts capable of attracting domestic and international tourists. Develop distinctive tourism products of the province, rich in natural, cultural, historical, human, and scenic features of the Dong Nai region such as historical and cultural site tours, festivals, cuisine, village craft tours, and ecological resort tourism (Cat Tien National Park, Ecological, Cultural, Historical Center). Particularly, develop river tourism in Nhon Trach area, creating diversity in domestic tour connections.
- Develop commerce combining traditional and modern trading forms suitable for different areas (urban, rural, remote) and consumer needs of different population groups. The total retail sales of goods increase by an average of 16-17% annually until 2020. Reform trade promotion activities, apply modern trade promotion methods such as electronic marketing to promote product brands and market promotion. Maintain trade promotion activities in traditional markets like Cambodia, Laos, Thailand, China..., while expanding trade promotion to exploit markets with high demand for agricultural products and goods suitable for the province's production characteristics and conditions such as the United States, Japan, EU, Middle East, Russia, India.
d) Develop science and technology, education and training, information and communication
- Development of science and technology
Implement fundamental, comprehensive, and synchronized reforms regarding organization, management mechanisms, and operational mechanisms for science and technology, linking the mission of developing science and technology with the mission of developing local socio-economic conditions. Promote socialization of scientific and technological activities, encourage the participation of organizations and individuals within and outside the province in research, consulting, technology transfer, and application of science and technology in various industries and fields. Strengthen information dissemination and popularization of science and technology, support local enterprises and rural households in applying advanced techniques to improve labor productivity, production efficiency, product quality, and competitiveness. Strive to achieve, by 2020, that 18-20% of agencies, units, and businesses annually implement technological process innovations.
- Development of education and training
Continue to orient towards socializing the development of the education and training sector, gradually raising the level of education and training in the province to international standards, commensurate with the goal of industrialization by 2020.
Encourage organizations and individuals to invest in building kindergartens and nurseries, especially in rural areas, remote regions, and areas concentrated with industrial workers, aiming for each commune and ward to have at least one kindergarten. Strive to reach by 2020, mobilize children in the age group for kindergartens to 40%; preschool children attending classes to 99%; the proportion of kindergartens meeting national standards to 65%.
Implement the new general education program and new textbooks effectively. Mobilize capital investment to eliminate semi-permanent classrooms, upgrade infrastructure, supplement teaching equipment, increase the ratio of multi-story classrooms in secondary schools to over 80% by 2020. Encourage the establishment of international secondary schools and private secondary schools. Consolidate and strengthen the capacity of secondary school teachers, ensuring sufficient teachers at all levels according to subjects. Strive to achieve by 2020, 50% of primary schools, 80% of junior high schools, and 90% of senior high schools reaching national standards. Continue to develop networks of regular education institutions and supplementary education institutions to enhance educational qualifications for industrial workers and laborers.
Improve the quality of vocational education and training, create favorable conditions and prioritize land allocation for universities, colleges, and vocational schools on the territory to upgrade facilities, build dormitories for students, expand training programs, and organize inter-level training. Encourage educational and vocational training institutions in the province to collaborate with reputable domestic and foreign schools to jointly organize training, gradually making the province a reputable human resource training center in Southeast Vietnam.
- Information and communication
Continue to invest in information infrastructure, encourage the application of information technology. Accelerate the construction of "E-Government" to enhance the effectiveness of management, operation, coordination among state agencies, and the development of online public services serving citizens and businesses.
d) Develop cultural and social sectors
Integrate target programs and investment projects to implement social welfare programs, poverty reduction, job creation for people of working age, effectively implement green lifestyle goals and promote sustainable consumption. Pay attention to implementing social welfare policies for communes with many poor households, remote and ethnic minority communes.
- Health care and people's health care
Develop the healthcare system combining public and non-public medical facilities, accelerate socialization of medical services to meet the increasingly high demand of the people for health protection, care, improvement, reduction in disease incidence and mortality, increased life expectancy, and improved quality of life. Strive to achieve 30 hospital beds per 10,000 people and 8 doctors per 10,000 people by 2020.
Continue to consolidate and complete the commune and district health network, ensuring that everyone has access to basic quality healthcare services at the grassroots level. Develop specialized medical facilities capable of diagnosing and treating non-communicable diseases and injuries which are increasing in trend. Promote the development of traditional medicine, striving for 100% of public medical facilities to have departments or units providing traditional medicine treatment. Focus on developing the pharmaceutical industry, particularly the production of drugs using local medicinal materials.
- Culture and physical education
Invest in synchronously developing cultural facilities at provincial, district, and commune levels. Increase budget investment combined with promoting socialized investment to build cultural facilities at all levels, especially grassroots cultural facilities. Strive to achieve by 2020, 100% of wards and communes having community cultural and sports learning centers; 80% of national and provincial heritage sites being restored and preserved. Pay attention to developing cultural and sports facilities serving workers in concentrated industrial zones. Combine the synchronous construction of cultural facilities with the promotion of civilized lifestyles, cultural families, and investment in producing high-quality cultural and artistic products to meet the spiritual needs of the people in the province.
Mobilize investment to complete the sports competition and training facility system from the provincial to commune levels. Expand socialized physical education and sports, provide land for organizations and individuals to invest in building facilities for sports activities in urban and rural areas. Promote the mass fitness movement following the example of the great President Ho Chi Minh, encourage agencies, enterprises, schools, and industrial zones to organize annual sports competitions.
- Social welfare work
Diversify vocational training forms at district and commune levels, encourage enterprises to organize vocational training for workers, and provide rural labor with vocational training. Strengthen job placement work from career guidance, vocational training, job introduction counseling to entrepreneurship support.
Implement comprehensive measures to ensure social welfare, increase people's income. Coordinate target programs to achieve sustainable poverty reduction. Promote the movement of repaying kindness and fulfilling obligations. Intensify efforts to prevent and combat social evils and crimes.
e) Resource management and environmental protection
- Enhance resource management, protection, and rational exploitation of natural resources and minerals. Establish information systems and electronic databases on resources and the environment of the province. Restore and protect natural forest ecosystems and existing green cover. Construct wastewater drainage systems meeting standards before industrial zones commence operations; gradually build drainage and wastewater treatment systems in urban areas.
- Encourage investment and promote the participation of organizations, individuals, and communities in environmental protection activities. Organize the relocation plan for production and service establishments located unsuitably according to urban planning, causing severe environmental pollution and posing risks of pollution, out of urban areas.
g) National defense and security
Strengthen national defense and security capabilities both in potential and strategic positions, build a solid provincial and district defense area, consolidate the people's national defense and security strategy, build a strong self-defense militia force, complete defense exercises. Improve the effectiveness of state management over national defense and security, closely integrate economy with national defense and security in planning and development plans for socio-economic development in the locality. Build a regular and efficient provincial police force to meet tasks requirements. Proactively detect, prevent, and thwart all hostile forces' plots and sabotage, maintain political stability in the locality. Continue to implement well the "Project ensuring security and order to serve international economic integration in the province". Enhance legal education among the people, effectively prevent, detect, and combat various types of crime and social evils, control traffic accidents.
h) Economic and technical infrastructure development
- Develop synchronously, form an integrated transportation network combining road, waterway, and railway to effectively serve socio-economic and national defense-security development in the province. Invest in upgrading external routes, trunk roads, provincial roads, port connection roads with expressways; national highways to serve the development of industrial zones, tourist areas, service-districts, and ports to create breakthroughs in economic development. Develop rural transportation systems. Coordinate with project investors to implement the construction of Long Thanh International Airport according to approved planning.
- Develop power infrastructure, mobilize capital for the renovation and upgrading of hydraulic engineering systems, develop clean water supply systems for urban and rural areas, invest in constructing drainage and wastewater treatment systems in urban areas, concentrated industrial zones, new urban districts, and resettlement areas.
5. Adjust spatial development orientation
a) Develop economic driving axes
Based on constructed and upgraded transportation axes, develop economic corridors and driving axes to accelerate socio-economic and urbanization development, expand commercial exchanges, spread industrial and service development to rural areas and throughout the province, specifically developing three driving axes: Binh Duong - Long Thanh - Nhon Trach (National Highway 1 and Route 25B); Binh Duong - Trang Bom - Long Khanh - Xuan Loc (National Highway 1); Thong Nhat - Dinh Quan - Tan Phu - Long Khanh - Cam My (Routes National Highway 20 and National Highway 56).
b) Urban and rural development
- Develop urban systems towards completing and synchronizing technical infrastructure in cities within the province, focusing on large central cities such as Bien Hoa city, Long Khanh town, and urban areas like Nhon Trach, Long Thanh, Trang Bom. In the next ten years, the province will focus on building and developing eleven existing cities, including upgrading Bien Hoa city to a first-class city, upgrading Long Thanh and Trang Bom towns to third-class cities, establishing Nhon Trach city as a second-class city. Additionally, if conditions permit, establish and develop three to four new towns (fifth-class cities).
- Rural development: Integrate the New Rural Development Program with target programs such as the Poverty Reduction Program, Rural Clean Water and Sanitation Program, combined with socialized investment in rural infrastructure to mobilize capital for rural construction and development. Strive to have 80% of communes basically reach the standard of new rural communes by 2020.
c) Development of economic regions in the province
- Southwest Economic Region of Dong Nai: Bien Hoa city and Nhon Trach, Long Thanh districts. This is the key economic region of the province, focusing on developing industry, urban areas, and services.
- Southeast Economic Region of Dong Nai: Long Khanh town and Trang Bom, Thong Nhat, Xuan Loc, Cam My districts. This region focuses on developing agriculture combined with processing industry.
- Northern Economic Region of Dong Nai: Vinh Cuu, Dinh Quan, Tan Phu districts. This area focuses on forest management and protection, protecting the Dong Nai River water source, and Tri An hydroelectric power plant.
6. Priority projects for research and investment (as attached appendix)
7. Adjust implementation solutions for planning
a) Investment capital
Mobilize approximately 296-330 trillion VND of total social investment during the period of 2016-2020, of which: State budget capital accounts for about 7-8.5%, domestic and foreign enterprise investment accounts for 40-42%, foreign direct investment accounts for 45-47%, and other sources account for 4-4.5%.
The investment structure is expected to allocate approximately 3-4% of the total social investment capital to the agricultural, forestry, and aquatic production sector and related agricultural services (excluding irrigation), 57-58% to attract investment in industries and construction, and 39-40% to investment in service sectors.
b) Human resource development policy
- Continue to implement the Provincial Human Resource Development Plan for Dong Nai Province until 2020, which has been approved, and effectively carry out the Provincial Human Resource Development Program for Dong Nai Province from 2011 to 2015.
- Develop and implement mechanisms and policies for human resource development within the province: employment policies, insurance, social support, policies on mobilizing social resources for human resource development, talent attraction and incentive policies, market labor development policies that link different regions, organize job exchange platforms, and provide labor market information.
- Vigorously promote high-quality human resource training with a reasonable industry structure and level to meet the socio-economic development needs of the province. Focus on developing human resources in key industrial sectors such as mechanical engineering, electronics, informatics, telecommunications, finance, logistics, etc.
- Continue to review and issue preferential policies to attract and utilize talented individuals, senior experts, and highly skilled technical personnel in sectors and fields where there is a shortage, to work in the province.
- Implement joint ventures and collaborations with foreign-invested enterprises to train highly skilled workers, meeting labor usage requirements.

- Focus investments on key research programs and experimental production of new products, implementing the application of new technological processes to create significant changes in the application of advanced technology in production sectors.
- Implement programs to support local businesses to enhance competitiveness and integration, encourage businesses to invest in expanding production and improving economic efficiency. Effectively carry out trade promotion activities, seek and expand product sales markets, establish a trade promotion fund for farmers from contributions of businesses and part of the budget.
- Effectively implement mechanisms and policies to support the development of small and medium-sized enterprises, village industries, household economies, and farmstead economies in rural areas to create new jobs and increase income for residents.
- Synchronize implementation of social security policies to ensure all citizens have stable lives, access to basic social services, and enjoy social benefits.
d) Develop various types of markets to effectively mobilize and utilize social resources.
- Develop commodity markets, combining measures and policies to encourage supply-demand balance with infrastructure construction for commerce to strengthen the circulation of essential goods serving production and daily life in residential areas within the province. Strengthen supervision of commodity prices, closely monitor market trends and price fluctuations, and strictly manage to prevent speculative price increases.
- Encourage labor market circulation between rural and urban areas, both within and outside the province. Continue to mobilize investment funds to build apartment complexes for workers, develop social housing funds, creating conditions for housing and social services for workers and employees working within and outside the province.
e) Enhance the effectiveness and enforcement of state management, accelerate administrative reform, and gradually build an electronic government.
- Strengthen the leadership role of the Party over the State, properly address the relationship: the Party leads, the State manages, the people are masters; build a modern, professional administrative system, ensuring unified, smooth, effective, and efficient state management operations, contributing to political stability and promoting socio-economic development.
- Accelerate the construction and improvement of institutional mechanisms and policies at the local level, ensuring citizens' rights, freedoms, and democratic rights, consistent with the 2013 Constitution, laws, ordinances, and regulatory legal documents of higher-level state agencies.
- Strengthen administrative reform to create a fair, transparent competitive environment, harmoniously resolving the relationship between state administrative agencies and organizations, businesses, and citizens. Promote the application of information technology in state management activities, gradually implement the construction of an electronic government to build a modern, professional administrative system.
- Vigorously publicize and disseminate the Party's guidelines and state laws to the people and businesses; strengthen solutions to provide legal support for businesses in the province. Enhance the effectiveness and efficiency of administrative violation handling; strengthen civil execution organization work, ensuring timely, effective resolution of complex unresolved civil execution cases in the province.
- Implement the restructuring and consolidation of the state administrative apparatus towards efficiency, ensuring effective operation, strengthening and consolidating legal organizations within specialized agencies under provincial People's Committees. Promote decentralization within the administrative system while enhancing oversight, urging, inspection, audit, and supervision of public service execution. Enhance legal work at local levels to ensure close integration between legislative activities and law enforcement and monitoring of law enforcement. Improve the effectiveness of training and capacity building to develop a professional cadre with high expertise, professional competence, sense of responsibility, and public service ethics.
- Strengthen anti-corruption and thrift efforts. Proactively and actively prevent, detect, and promptly address negative manifestations and violations of law by officials, civil servants, and employees to build a clean, strong cadre of officials, civil servants, and employees that meet assigned requirements and tasks.
- Enhance the effectiveness of investigation, prosecution, adjudication, and enforcement of judgments to mobilize the comprehensive strength of society in judicial work; implement well the mechanism of supervision by people's representative bodies to ensure transparency, fairness, and democracy in procedural activities.
e) Coordinate and cooperate with ministries, sectors, and localities both inside and outside the region.
- Build and implement mechanisms for coordination, linkage, and cooperation between Dong Nai Province and central ministries, sectors, and localities towards clearly defining areas of cooperative development, expanding markets, and business production linkages among enterprises.
- Dong Nai Province proactively coordinate with ministries and sectors in planning and investing in construction projects managed by these ministries and sectors within the province.
- Dong Nai Province proactively link with localities in the region, particularly the Southern Key Economic Zone and Southeastern Region, in investment promotion, trade, and tourism; coordinate in establishing preferential investment policies to avoid unnecessary and unhealthy competition among localities.
8. Organize supervision and implementation of planning.
a) Organize publication and dissemination of planning:
Organize the publication and dissemination of the Adjusted Comprehensive Development Planning of Dong Nai Province until 2020, with a vision to 2025, to Party committees, governments, sectors, mass organizations, businesses, and the people in the province based on the contents and objectives of the Plan, and proceed to develop specific action programs to achieve the Plan's goals.
b) Develop action programs:
- After the Adjusted Plan is approved by the Prime Minister, the province needs to develop specific action programs for implementation.
- Specificize the goals and tasks of the adjusted plan through five-year and annual plans to effectively implement them. Annually assess the implementation of the plan, based on which review and propose adjustments and supplements to the plan according to authority to suit the economic and social development situation of the province during each period.
- All levels, sectors, political-social organizations, and the people have the responsibility to inspect and supervise the implementation of the Plan.
Article 2. Adjusting the Master Plan for Socio-Economic Development of Dong Nai Province until 2020, with a vision to 2025 serves as the basis for drafting, submitting for approval, and implementing sectoral plans (urban planning, land use planning, and other related plans), and investment projects within Dong Nai Province.
Article 3. The People's Committee of Dong Nai Province is tasked, based on the socio-economic development goals, tasks, and directions set forth in the approved Adjusted Plan, to lead and coordinate with relevant ministries and sectors to direct the drafting, submission for approval, and implementation of the following contents in accordance with regulations:
1. County-level comprehensive socio-economic development plan; urban planning; land use planning; industry and sector development plans to ensure overall and synchronized development between economy and society with national defense and security.
2. Long-term, medium-term, and short-term plans; key economic, cultural, and social development programs; specific projects to focus investments and rationally allocate financial resources.
3. Study and develop, issue, or submit to competent state agencies for issuance (if beyond their authority) certain mechanisms and policies appropriate to the development requirements of the province at each stage, aimed at attracting and mobilizing resources to implement the plan.
Article 4. Relevant ministries and sectors within their functions, tasks, and authorities are responsible for:
1. Guiding and assisting the People's Committee of Dong Nai Province during the implementation of the Plan; coordinating with Dong Nai Province to study and develop and submit to competent authorities for issuance certain mechanisms and policies appropriate to the socio-economic development requirements of Dong Nai Province at each stage to effectively mobilize and utilize resources; encouraging and attracting investment in line with the socio-economic development goals and tasks outlined in the Plan.
2. Coordinating with the People's Committee of Dong Nai Province in adjusting and supplementing sectoral and field plans to ensure the consistency and unity of the Plan; considering and supporting the province in mobilizing domestic and foreign investment capital to implement the Plan.
Article 5. This Decision takes effect from the date of signing and replaces Decision No. 73/2008/QĐ-TTg dated June 4, 2008, of the Government Chairman regarding the approval of the Master Plan for Socio-Economic Development of Dong Nai Province until 2020.
Article 6. The Chairman of the People's Committee of Dong Nai Province, Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies are responsible for enforcing this Decision./.
