PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Thua Thien Hue Province at Document No. 1061 TH/UBND dated July 19, 1997 and the proposal of the Minister of Planning and Investment at Document No. 4844 BKH-VPTĐ dated August 8, 1997,

Article 1. Approve the Master Plan for Socio-Economic Development of Thua Thien Hue Province for the period 1996-2010 with the main contents as follows:

I. DIRECTION AND DEVELOPMENT OBJECTIVES:

1. Regarding directions:

Developing the socio-economic sector of Thua Thien Hue Province in the direction of:
- Linking with the development of the Central Key Economic Region, North Central Region to be consistent with the national strategy for socio-economic development.
- Ensuring a harmonious relationship between socio-economic development, environmental protection, cultural heritage preservation and enhancement, national defense consolidation, and social order and safety.
- Upgrading the urban infrastructure system, especially that of Hue City; overcoming traffic limitations to create a driving force for socio-economic development; developing cultural and social fields, improving living standards and educational levels, ensuring human resources for industrialization and modernization requirements.

2. Regarding objectives:

Effectively utilizing all potential and advantages of the province in terms of geographical location and natural resources to build Thua Thien Hue Province into a developed province, achieving economic growth targets, social progress, environmental protection, enhanced national defense security; making the province become one of the key economic, cultural, tourism, higher education, and specialized healthcare centers of the Central Key Economic Region with the following main indicators:
The average annual GDP growth rate during the period 1996-2010 will reach 12%-16%, and during the period 2001-2010 will reach 13-15%.
- Striving for the per capita GDP to reach 500-600 USD by 2000 and 1,700-1,800 USD by 2010. The budget revenue mobilization ratio from GDP will be around 22%-23% in 2000 and 25.5%-32% in 2010. The investment accumulation ratio from GDP will be approximately 9.5%-10.5% during the period 1996-2000 and about 17%-19% during the period 2001-2010. Export value in 2000 will reach about 50-70 million USD and in 2010 will reach about 300-500 million USD. Striving to reduce the population growth rate to 1.9% by 2000 and to 1.5% by 2010; creating new jobs annually for about 40-50 thousand people of working age. Improving the material and spiritual life of residents, preventing illiteracy, achieving basic primary education for all by 2000, secondary education for urban youth, and after 2000 continuing to strive towards universalizing secondary education for the entire provincial youth.

II. MAIN TASKS FOR SOCIO-ECONOMIC DEVELOPMENT:

1. On industrial development:

Focusing on exports while also emphasizing the production of consumer goods to replace imports, building and gradually completing industrial zones: Phu Bai, Chan May, Phong Thu, Tu Ha, and other industrial points, primarily industrial clusters near Hue City. Utilize local raw materials and skills for construction material production industries, prioritize investments in processing agricultural, forestry, aquatic products, high-end handicrafts, and goods serving tourism, high-tech manufacturing industries (such as electronic assembly, automobiles, bioproducts serving agriculture and forestry, and processing industries).

2. Regarding tourism and services:

Developing tourism as a leading industry of the province. Preserving and enhancing historical relics and scenic spots of the ancient capital Hue, constructing combined coastal and mountainous tourist complexes (Lang Co, Canh Duong, Bach Ma, Tan My, Thuan An, A Luoi cultural village...), linking tourism with cultural activities. Tourism development must go hand in hand with improving service quality, creating a civilized and courteous tourism environment, increasing attractiveness to domestic and international tourists.

3. On agriculture, forestry, fisheries:

Striving to achieve a rice production volume of 200,000 tons by 2000 and 250,000-260,000 tons of paddy equivalent by 2010. Vigorously developing short-term and long-term cash crops, food crops, fruit trees according to concentrated cultivation areas, first establishing sugarcane planting areas of 10,000-15,000 hectares for sugar and post-sugar product industries, rubber plantations of 10,000-15,000 hectares to coordinate with processing industries in Quang Binh and Quang Tri provinces; expanding coffee and cinnamon planting areas in mountain districts; establishing concentrated fruit tree areas with specialty varieties such as Than Tra, Hong, and Quit. Maintaining forest enclosure areas and intensifying afforestation efforts to green barren hillsides. Vigorously developing aquaculture and distant sea fishing in accordance with expanding farming and fishing areas.

4. Regarding infrastructure development:

Building new infrastructure systems concurrently with upgrading and renovating urban and rural infrastructure systems. Renovating and upgrading transportation systems and flood control works in the city, protecting the ecological environment, along with modernizing communication systems. Implementing water supply and drainage projects for cities, concentrated industrial zones, solving clean water issues in rural areas, and dealing with water pollution alongside solid waste treatment. In the short term, focusing on renovating, upgrading, and constructing projects such as Phu Bai Airport, Chan May Port, the road system connecting Highway 68 and economic clusters in the hill region with National Highway 1A, National Highway 49 connecting to Laos, Hue City Ring Road, inter-district and inter-village transportation systems; contributing to the construction of the North-South Expressway and Hai Van Tunnel. Completing the plan to electrify 100% of wards and communes as soon as possible. Implementing some river management projects on the Huong River and Bo River such as the Tach Rach, Khe Lu, Co Bi, Thao Long works; simultaneously upgrading and constructing new saltwater barrier systems along the estuary; taking measures to prevent erosion and stabilize the stability of the Tu Hien and Thuan An seaports.

5. Regarding education, healthcare, culture, and society:

- Improving the quality and effectiveness of the education and training system to meet the human resource requirements for industrialization and modernization. Completing the institutions of a multi-disciplinary university center in the region and a high-quality vocational school system.
- Develop a healthcare network for medical examination and treatment for the people, effectively implement the population planning program.
- Construct a specialized health center for the Central region in Hue.
- Expand and improve the quality of the radio and television system, cultural and sports activities. Mobilize the people to actively participate in building civilized lifestyles and eliminate social evils. Upgrade the museum, library, exhibition house, cultural house, and other cultural facilities. Train and nurture artistic personnel and consolidate traditional art forms.
- Have plans for the resettlement of the majority of floating population on the Huong River and along the lagoon.

III. MAJOR SOLUTIONS:

To ensure the implementation of the master plan, the People's Committee of Thua Thien - Hue Province needs to implement and creatively apply comprehensive measures regarding mechanisms and policies to mobilize domestic and foreign resources. After the overall master plan is approved, it is necessary to study and develop detailed plans, socio-economic development programs, and investment projects based on this overall master plan and gradually incorporate them into medium-term and short-term plans for implementation.
The People's Committee of the province should proactively research, enforce, and propose to the Government the issuance of appropriate and effective mechanisms and policies to mobilize resources to achieve the set socio-economic development goals. As a province with an ancient capital city, it has unique characteristics, and thus, it needs to appropriately apply land policies and policies for second-tier cities. Thua Thien - Hue Province and Hue City need to study and propose to the central government suitable organizational and management models, particularly in urban management, cultural heritage management, and diplomatic work.

Article 2. The People's Committee of Thua Thien - Hue Province must have a plan to strictly monitor the implementation of the Master Plan, regularly update the latest information to make timely and reasonable adjustments in line with the overall development direction of the region and the country. Ministries and sectors at the central level have the responsibility to coordinate and support Thua Thien - Hue Province during the implementation process to ensure consistency between the provincial master plan and the national economic development strategy and sectoral economic development plans, aligning with the Central Vietnam Economic Zone master plan, the national socio-economic development strategy, and the Mekong Subregion economic cooperation program.

Article 3. This Decision takes effect fifteen days from the date of signature. The Chairman of the People's Committee of Thua Thien - Hue Province, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and People's Committees of provinces and centrally-administered cities directly under the central government that are relevant are responsible for enforcing this Decision.
