Regarding the adjustment of administrative boundaries to establish townships, district centers, and communes under the counties of Mèo Vạc, Yên Minh, Quản Bạ, Bắc Quang, Hoàng Su Phì, and the city of Hà Giang, province of Hà Giang

Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Chairman Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Pursuant to the proposal of the People's Committee of Hà Giang Province and the request of the Minister, Head of the Organization-Cadre Department of the Government,
DECREE:
Article 1. Now, the administrative boundaries are adjusted to establish townships and communes under the counties of Mèo Vạc, Yên Minh, Quản Bạ, Bắc Quang, Hoàng Su Phì, and the city of Hà Giang, province of Hà Giang as follows:
1. Merge two hamlets, Lung Vai and Pho My, of commune Sung Tra under Mèo Vạc county into commune Mèo Vạc to form the township of Mèo Vạc and commune Ta Lung.
The township of Mèo Vạc - the district center of Mèo Vạc county has an area of 1,441 hectares and a population of 4,074.
Administrative boundary of the township of Mèo Vạc: East borders communes Can Chu Phin and Giang Chu Phin; West borders commune Ta Lung; South borders commune Tat Nga; North borders commune Pa Vi.
Commune Ta Lung has an area of 1,955 hectares and a population of 2,013.
Administrative boundary of commune Ta Lung: East borders township Mèo Vạc; West borders communes Sung Tra and Sung Mang; South borders communes Sung Mang, Nam Ban, and Tat Nga.
After adjusting the administrative boundaries, commune Sung Tra has an area of 2,488 hectares and a population of 2,853.
2. Adjust the administrative boundaries of commune Yen Minh under Yen Minh county as follows:
Transfer 284.1 hectares of natural area and 329 people to commune Sung Trang for management; transfer 649 hectares of natural area and 646 people to commune Lao Va Chai for management.
a) Establish the township of Yen Minh - the district center of Yen Minh county based on 3,047 hectares of natural area and 4,932 people from commune Yen Minh.
Administrative boundary of the township of Yen Minh: East borders commune Huu Vinh; West borders commune Lao Va Chai; South borders communes Lao Va Chai and Dong Minh; North borders communes Lao Va Chai and Sung Thai.
b) Establish commune Huu Vinh based on 2,554.9 hectares of natural area and 2,587 people from commune Yen Minh.
Administrative boundary of commune Huu Vinh: East borders commune Mao Due and Dong Van county; West borders communes Sung Thai and township Yen Minh; South borders Dong Minh; North borders Dong Van county.
c) Establish commune Dong Minh based on 2,086 hectares of natural area and 2,009 remaining people from commune Yen Minh.
Administrative boundary of commune Dong Minh: East borders commune Mao Due; West borders township Yen Minh and commune Lao Va Chai; South borders commune Ngam La; North borders commune Huu Vinh.
After the adjustment of administrative boundaries:
Commune Sung Trang has an area of 2,181 hectares and a population of 2,789.
Commune Lao Va Chai has an area of 5,209 hectares and a population of 3,392.
3. Establish the township of Tam Son - the district center of Quan Ba county based on 1,230 hectares of natural area and 3,858 people from commune Quan Ba.
Administrative boundary of the township of Tam Son: East borders commune Quan Ba; West borders commune Tung Vai; South borders commune Quyet Tien; North borders commune Thanh Van.
After adjusting the administrative boundaries, commune Quan Ba has an area of 1,895 hectares and a population of 2,212.
4. Establish commune Dong Tien under Bac Quang county based on 3,385.6 hectares of natural area and 2,293 people from commune Dong Tam.
Administrative boundary of commune Dong Tien: East borders commune Bach Ngoc; West borders commune Dong Tam; South borders communes Kim Ngoc and Thua Binh; North borders communes Trung Thanh and Bach Ngoc.
After adjusting the administrative boundaries, commune Dong Tam has an area of 6,783.4 hectares and a population of 3,366.
5. Establish commune Yen Thanh under Bac Quang county based on 5,896 hectares of natural area and 2,826 people from commune Yen Binh.
Administrative boundary of commune Yen Thanh: East borders commune Yen Binh; West borders commune Ban Ria; South borders province Lao Cai; North borders communes Na Chi, Khuon Nung, and Tan Nam.
After adjusting the administrative boundaries, commune Yen Binh has an area of 3,550 hectares and a population of 3,362.
6. Establish the township of Vinh Quang - the district center of Hoang Su Phi county based on the entire area and population of commune Vinh Quang.
The township of Vinh Quang has an area of 481 hectares and a population of 2,182.
7. Establish commune Kim Linh under Ha Giang city based on 3,590 hectares of natural area and 2,064 people from commune Kim Thach.
Administrative boundary of commune Kim Linh: East borders Bac Me county; West borders Phu Linh; South borders Vien Xuyen county; North borders commune Kim Thach.
After adjusting the administrative boundaries, commune Kim Thach has an area of 3,050 hectares and a population of 2,036.
Article 2. This Decree takes effect from the date of issuance; all provisions contrary to this Decree are abolished.
Article 3. The Chairman of the People's Committee of Ha Giang Province, the Minister, Head of the Organization-Cadre Department of the Government, Heads of Ministries, sectors, and related agencies are responsible for implementing this Decree.
